bid proposals will then be transferred
to Room 401 where they will be public¬
ly opened. Bid proposals will not be
received after 11:00 A.M. Bid pro¬
posals may be withdrawn by the bid¬
der from Room 234 prior to 11:00 A.M.
but cannot be withdrawn after 11:00
A.M. A withdrawn bid proposal may
again be received in Room 234 prior to
11:00 A.M.
Bids must be delivered to the
Department either by an employee of
the firm submitting the bid, by the U.S.
Postal Service, or by a recognized
delivery service such as United Parcel
Service, Federal Express, Purolator,
etc.
Acceptance of an offer submitted
by the bid proposals will be given in
writing within thirty days after the
opening of the bid unless a longer
period is specified in the proposal or
agreed upon by the successful bidder.
Offers of bidders who do not hold a
current Certificate of Qualification,
will not be accepted unless pre¬
qualification requirements are
specifically waived for the project, or
unless the bid submitted is
$500,000.00 or less.
Work will be governed by the ap¬
plicable edition of the DOT Standard
Specifications as amended by the con¬
tract provisions. Contract time will be
as indicated. Payment will be made to
the contractor each calendar month
based on the estimated work com¬
plete in place as prescribed by the
Standard Specifications. Retainageas
prescribed by the Standard Specifica¬
tions will be withheld. On all projects,
retainage may be deposited in escrow
accounts at the option of the contrac¬
tor. Final payment of amounts
withheld or deposited in escrow will
not be made until the State Highway
Engineer has certified that the work
has been satisfactorily completed and
accepted.
All federally financed contracts will
contain provisions with regard to
minimum wages, employment of
labor, methods of construction, disad¬
vantaged business enterprise Involve¬
ment, and subletting or assigning the
contract. On such projects the Depart¬
ment will insure that disadvantaged
business enterprise contractors will
be afforded full opportunity to submit
bids in response to this invitation and
will not be discriminated against on
the grounds of race, color, or national
origin in consideration for an award.
On selected federal projects, the
Department will set a percentage goal
for work to be performed by disadvan¬
taged business enterprise contrac¬
tors. On such projects all bidders will
be required to certify and document
the percentage goal of DBE utilization
they propose to achieve.
Proposed DBE participants are to
be submitted with bid proposals. At
the time an award is made to the low
bidder, the Department will announce
the names of the DBE participants
listed by the low bidder. This informa¬
tion will be shown on the Award An¬
nouncement. It will not be given by
telephone either before award or after.
Federally financed contracts in ex¬
cess of $10,000 will contain provisions
for Equal Employment Opportunity,
Affirmative Action, and goals for
minority and female employment in
construction pursuant to 41 CFR 60-4
and Executive Order 11246, as amend¬
ed. Goals for female employment app¬
ly statewide; goals for minority
employment apply within the counties
of Fulton, DeKalb, Cobb, Clayton and
Gwinnett.
This advertisement is merely an in¬
vitation for the submission of bids
which are to be considered as offers
for performance of work by the sub¬
mitting party. The State reserves the
right to reject any or all bids.
