gresa demanding the evaruntion of Culm
hy Spain, which brought on the war, were
the remit, not of the destruction of the
Maine, Imt of Senator Proctor’s report
that half a million people were being
starved to dentil at our very doors.
“As I said ill the Senate, I think that
this is the most honorable war in all his
tory, except wars which people have un
dertaken in defense of their own liberty.
But it Is a war which I hope and believe
js to be highly beneficial In Its consequen
ces to both parties.
“People were beginning to think Hint
the Americans had grown effeminate in
these long yen-is of prosperity and pence*
that America’s heart had lost Its steadfast,
nesa tier right hand its cunning; that the
soldiers and sailors hail become wenk and
unable to encounter the trained legious of
Europe. Just think wlmt .these three
months have shown us! These wonderful
and complicated machines, never before
put to any practical trial, have done their
work in the liands of our engineers with a
precision that the most delicate watch
does not surpass. Think of’the voyage
of the Oregon! Think of the Oregon In
battle! For the second time wr have ;
taught mankind a great lesson in naval
gunnery. In 1812 the American sailors
first set the example of firing on the fall
ing wave, and came out victorious over
England, who had dastroytd the nuviesof

"Our young soldiers, hurrying into ac

the college, hare achieved that most dif
ficult of all exploits in war, the attack of
a strongly intrenched and disciplined ene

constantly changing kaleidoscope, to
predict with certainty how we are toaolve

resonsibilities in either house of Congress

the different ea of education, we attempt
to govern great masses of people, aliens
in birth, of strange language, of different
religions. If we do It our spirit will not,
I am afraid—God giant that I may he
wrong—the American spirit will uot enter
