Good Roads are Necessary to Make Good Service. The postoflice department has sent out from Washington the following letter regarding the free rural delivery service, which should bo read by all persons living on free delivery routes. I. The department looks to the patrons of the rural free deliv ery service, who aro receiving the benefits of the service, to uso their utmost personal en deavors, and also to exert, their influence with tfte road super visors, or with those officials who aro responsible for the condition of the highways, to the end that the roads traveled by the rural W. Civil Service Com mission reports that for the year ending June 80, 1902, there were 14,988 persons appointed from its registers. Thero was 4,095 more* than was ever before appointed in it single year. There is every indication that the tariff schedules which Mr. Dingley- purposely made too high, to permit of their reduction by reciprocity will continue too high after the fif ty-seventh congress' adjourns. There has been a cut in the price of beef on the hoof of over 30 per cent with no corre sponding reduction of the retail price and yet some people have the temerity to tell us that there is no beef trust. The time wSs when it was held that by its honesty and independence aud the loyalty of itstitizens the United States could command the respect of other nations without a mili tary and naval establishment equal in strength to the stron gest. Evidently Mr. Roose velt regards that time as passed. It is somewhat of a commen tary on the much vaunted honesty of the army that the transportation of troops across the Pacific* can be more eco nomically conducted bv pri vate concerns which must nat urally figure on making a profit, than by the government through the war or navy de partment.
