neatly bound and contain a vast
amount of information in regard to
the doings of our national lawmakers.
We appreciate them very highly.
A curious freak of nature is report
ed in Jacksouwald, Pa. From the
side of an oltl apple tree grows a big
red apple. The fruit springs direct
ly from the hark without branch or
twig. Last spring the tenant notic
ed a small bud, which he did not dis
turb. Presently a small apple form
ed, and today it is perfect in shape
and very large. Farmers declare
that they never saw an apple grow
out of the bark before and many
have driven miles to see it.
The child labor bill which was
enacted by the state legislature
at its last session as “an act to
regulate the employment of chil
dren in factories and manufac
turing establishments of this
state,” went into effect Jano-
ary 1.
The law that has become effec
tive is the result of over eight
years labor by prominent citi
zens of the state, trade federa
tions and other different organiz
ations.. It was introduced in the
senate in July by 28 senators,
The bill was passed in the senate
July 80 by a vice voca vote, not
one word having been spoken
against the measure. It was
adopted a few days later by an
overwhelming vote in the house.
The compulsory educational
clause of the bill was said to be
the reason for its unanimous
support.
Many of those who opoosed
child labor bills previously, con
tended that the bills were op
posed because they did not pro
vide for the educational benefits,
but that the children would have
been removed from any of the
benefits of compulsory educa
tion.
The new law contains a com
pulsory educational clause which
requires that all children under
fourteen years who shall be em
ployed at labor in factories or
manufactories shall be able to
write their names aqd simple
sentences, and to have attended
school for 12 weeks in the year
preceding tbeir employment
All children between the ages of
14 and 18 who are employed shall
have a schooling of at least
twelve weeks in each ensuing
year of their employment until
the public school age is passed.
Six weeks of this time shall be
consecutive.
The law prescribes that parents
and guardians of all such chil
dren employed must file with
the ordinary of the county a cer
tificate attesting to the fulfill
ment of these provisions.
According to the law no child
under ten years can be employed
under any circumstances. Nor
shall nnv child under 12 years of
age be employed unless an or
phan, or the support of a widow
ed mother or disabled father,
and in this case a certificate
must be furnished to the ordi
nary in each county to this ef
fect.
No child under the age of four
taen years can be employed be
tween the hoursof7 p. m. o’clock
and 6 a. ra. o'clock.
Efforts had been made in the
state legislature for eight years
to secure a law which would pre
vent chi d labor in Georgia
With but two exceptions bills,
which were introduced in the
house passed that body, only
be killed in the senate. Out
the eight bills introduced six
them passed the house by good
majorities, two of them alone
having failed to secure the ne
cessary vote in the lower house
Among the earlier bills which
were introduced the age limit
for children to be employed
factories was placed at. fourteen
years and no child under that
age could work in manufactories
unless they were orphants or the
support of widowed mothers
fathers who were physically un
able to work.
The age limit was reduced dur
ing t lie succeeding years and
finally reached twelve years,
with qualifying conditions as
mentioned above, and the re
quirement of a twelve weeks
schooling. The bills which have
been introduced during the last
four years have been based
principally upon the age limit
of twelve years. A bill was in
troduced by former Representa
tive C. C. Houston, three years
ago, and passed the house by a
safe majority to be defeated in
the senate. A year later the
same bill, with a few changes,
was presented, but was killed in
the house.
Representative Bell, of Fulton,
introduced a bill in 1905 in the
house almost similar to the
Houston bill, which passed the
lower branch but was defeated
after a hard fight in the senate.
The new law differs materially
from the previous bills in that a
twelve weeks’ schooling is re
quired until the children employ
ed have passed the public school
age limit of 10 years, and it is
upon this condition that the ad
vocates of the bill based their
hope of passage.
The determined campaign
which haB been waged against
child labor has attracted wide
spread interest throughout the
state, and the advocates of meas
ures to prevent snch oppression
have included some of the fore
most people of the state.—Atlan

mind, accompanied by loss of
moral and mental control.”
Inevitably cigarette smok
ing impairs health, lessens
usefulness and jeopardizes
happiness, and all without
compensation worthy of the
name. All smokers are not
effected to the same degree
but there is none who would
not be better off without the
habit.

An elderly darky in Georgia was
charged with the theft of some chick
ens. The negro had the misfortune
to be defended by a young and inex,
perienced attorney, although it is
doubtful whether any one could have
secured his acquittal, the cotnmis
sion of the crime having been proved
