GEORGIA AND ALABAMA
The following new laws and
acts became effective January 1,
in Georgia:
Total prohibition. Prohibits
sale, barter, giving away, manu
facture or keeping intoxicants in
any form in place of business.
Anti-pass order of railroad

work in factory between hours of
7 p. m. and 6 a. m. No child un
der 14 may work in factory who
cannot read and write and has
not attended school twelve weeks
preceding year, six of them con
secutive. Children between ages
of 14 and IS must attend school
twelve weeks, six consecutively.
Reorganization of national
guard in conformity with Dick
law. This law was to have gone
into effect January 21, but reso
lutions in congress to hold mat
ter up for amendments.
Drug provision pure food went
into effect August 1, 15)07, but
druggists given to August. 1,1908,
to dispose of stocks on hand.
Several new license taxes.
Birmingham, Ala., Dec. 30.—
Not only does prohibition go in
to effect in 22 additional Ala
bama counties on January 1st,
but aUo the anti-shioping bill,
which makes it a crime to ship
whisky into dry counties, and the
strenuous character of this act
lies in the fact that the shipment
is made by law to emanate at the
point of destination.
The punishment fpr violation
is a fine of from $50 to $500 or
hard labor for the county for as
much as 60 days.
Another law going into effect
at the same time is that compell
ing the closing of saloons in all
large cities at 0 o’clock at night
and in smaller cities at 8 and 7
o’clock, according to size.
Another law going into effect
January 1st, is the new pistol
law, by which it is rendered un
lawful for any one to possess a
Distol whose barrel is shorter
than 24 inches. This, of course,
means no pistol at all. It is con
ceded that this law will be diffi
cult of enforcement.
The child labor law also goes
into effect. This further curtails
the age [at which children and
women shall work in cotton fac
tories and provides punishment
for those who wrongfully allow
them to work in mills or make
false affidavit as to their age.
The law also provides for the
machinery for its enforcement,
The cotton mill inspector will al
so be conntv jail inspector, and
will report when sanitary and
other bad conditions at county
jails warrant.
A New State.
The year 1907 was distinguish
ed by the addition of the forty-
sixth star to the American flag.
The proclamation which admit
ted Oklahoma to the Union was
signed on November 10. In ac
cordance with the enabling act,
a convention representing the
old territory of Oklahoma and
the Indian Territory had meet at
Guthrie and framed a constitu
tion for the new state. Not only
was this convention absolutely
controlled by the democratic
party, but its members were im
bued with the most radical ideas
known to western political
science. They filled their con
stitution with such modern im
provements as the initiative and
referendum, a two-cent-fare lim
it, and a clause forfeiting the
charter of any corporation that
might appeal from a state to a
federal court. They prohibited
the liquor traffic. They put
so many reforms that their con
stitution looked like a volume of
revised statutes. When the work
of the convention was submitted
to the people the esnstitution
was adopted by an immense ma
jority, and the democrats elected
their entire state ticket, four out
of five representatives in con
gress, and the legislature, which
afterward elected two democratic
United States senators.—Col
