country come reports that busi
ness is being resumed in all
lines.

ways been known that its foun-
tion was red.
It is .said that clearing house
certificates are being called in
and paid olf. From this it ap
pears that money matters are be
ginning to get in normal condi
tion again and the stringency
will soon be a thing of the past.
It is said when the saloons and
wholesale liquor houses closed
their doors in Atlanta, 600 col
ored men were thrown out of
employment. Now if these ne
groes would go back to the farm,
where they are needed, they
could by their labor add to the
productive wealth of the state.

*The cause of illiteracy in the
south is not hard to understand.
Schools, though few and far be
tween, are in most cases accessi
ble, but children are kept from
attending school that they may
do work at home. “My boys
have got to help me in the field;
my girls must help their mother
in the homo,” is the reply of
many farmers when approached
in the matter of sending their
children to school. Such parents
are uot sufficiently enlightened
or farseeing to realize the great
wrong they are thus doing the
children whom they love and
would probably die to save. A
little sacrifice on their part that
would give these children even
the rudiments of an education
would be to them almost as great
a gift as life itself.
Strange to say, the negro par-
ents are different; they are more
ambitious for their children. The
negro mother especially takes
unbounded pride in having her
children attend school, and she
will make every effort to this
end. Ignorant herself, she isde
termined that her offspring shall
have “all the Famin’ that’s to
be had.” What will be the con
sequence of this greater eager
ness on the part of the colored
citizen to lake advantage of the
opportunities to learn? A
wealthy planter in middle Geor
gia has published the fact that
while many of his white employ
ees are obliged to sign their con
tracts with a cross mark, very
few of his negro hands are unable
to write their names. Think of
what this will mean a short time
hence, when education shall be
made a qualification for voting.
Does not this speak loudly for
the nped there is that education
should be made compulsory—
that parents should be compelled
to send their children to school a
I a-t of the time, at least?
Financial Legislation.
Senator Olay last week intro
duced a joint resolution directing
secretary of treasury to issue
three hundred and fifty million
dollars of non-interest bearing
notes and payable on demand,
fhe resolution was referred to fi
nance committee, and wilt be
considered in connection with
the Aldrich bill and other pro
posed financial legislation.
It provides that all snch treas
ury notes shall be deposited in
depositories designated under ex
isting law, and shall be secured
by the deposit of. federal, state,
municpal and county bonds. All
such depositories receiving any
part ot the proposed issues shall
pay interest to the government
on the amount so deposited at a
rate not less than 6 per cent per
annum.
Resolution nlso provides that
secretary of treasury shall distri
bute the deposits equally between
different states and sections, in
proportion to population.— Ma
