If there is one tiling more than an
other in our experience In publishing
a local newspaper that makes us tir
ed, it Is tlie practice of some that
tell us that we must not say any
thing about this or that thing that
has happened. There an two sides
to every question and it would be a
very easy matter to formulate a rea
son why a paper should not report
everything.

After July l all flags made for the
use of the government will contain
forty-six stars in the field, or union,
to conform in number to the states.
The additional star follows the ad
mission of Oklahoma to the family
of states, an act of congress In* the
early part of the nineteenth century
requiring that on the admission of a
new state one star is to tie added to
the union of the flag, to take effect
on the 4th i f July next succeeding
such admission. The forty-six stars
are to be in six rows, the lirst, third,
fourth and sixtli rows to have eight
stars, and the sec aid and fifth rows
seven stars each. A great many

DOING A VALUABLE WORK.
Since its organization, Geor
gia’s state board of health has
been a constructive body; it has
built gradually but surely to
ward definite accomplishment,
says the Atlanta Constitution.
But its work of greatest appar
ent value is just now reaching
full fruition. In its preparation
and free distribution of the treat
ment for hydrophobia and diph
theria it has placed itself in line
with important forward medical
movements of proven worth and
effectiveness in the relief of hu
manity.
The state board now has under
treatment twenty-four hydropho
bia uatients who are making ex
cellent progress and will, at the
expiration of the required twen
ty-one-day limit, be pronounced
cured. The board has arranged
to provide, upon application,
similar treatment in diphtheria
cases, whenever the occasion may
rise.
With timely application to the
state board of health, and the
careful following of instructions,
there is no reason why either of
these diseases should progress to
fatal termination, ‘
Tlio valuable and progr ssive
step which the state board lias
taken in the application of these
important discoveries of medical
science has been accomplished
■noon tlio small appropriation
from the state of #8,500; in prac
tical results its real value cannot
he computed in dollars and cents.
As other similar medical dis
coveries reach the point of dem
onstrated effectiveness, it is the
nurpose of the Georgia board also
to make application of them.
At the same time the board is
working quietly to effect the or
ganization of county health
beards throughout the state in
such a manner as to secure local
co-operation in combatting the
causes of disease.
The state board has not the
funds to effect local sanitation,
nor could the state be expected
to provide them. But the state
board can suggest, advise and su
pervise wherever there is occas
ion for it to do so.
In this way and through such
local co-operation as can bo se
cured, a great deal can be accom
plished in tho effective preven
tion of disease.
It is a work that deserves all
encouragement the state can
possibly give it, both through the
enactment, of adequate laws to
enable it to carry out its good
purposes and through the appro
priation of sufficient funds to
meet all reasonable and proper
expenses.

Outgrown Her Neighbors.
In 1900, the City of Long
Beach, Cal., after a strenuous
campaign, abolished the saloon.
Many influential men of the city
at that time predicted that as a
result of this move, the grass
would soon be growing in the
streets of Long Beach.
The result of seven years of no-
license on the prosperity of this
city is in many respects remark
able, but they show, beyond the
question of a donbt that the sa
loon is not necessary to the de
velopment of a city.
The population of Long Beach
has grown under the dry regime
from two thousand to almost
twenty thousand in seven years.
In 1900 there was one lumber
yard in the city, with one man
and a one-horse wagon to deliver
the lumber; today there are six
yards and three large planing
mills, employing about ond hun
dred men. In 1000 there was
one church building; today there
are seven tine church edifices.
In 1000 there was one bank with
deposits running as high some
times at #8.000,000. In 1900
there were five school buildings;
today there are ten school build
ings. In 1900 there were 18
teachers employed; today there
are 108. In 1900 there were 900
pupils, while today there are
5,000.
In addition to all this, tho city
has put down about thirteen miles
of asphalt pavement and has
built and equipped in splendid
fashion a hotel costing almost
one million dollars.
The growth and development
of Long Beach is all the more
significant when the fact is taken
into consideration that.until 1900,
when the saloons were excluded,
Santa Monica was larger than
Long Beach and several other re
sort cities similarly situated as to
climate and general surroundings
were equal to Long Beach in
population and importance. The
latter city, however has now now
far outstripped Santa Monica
and other cities which were simi
larly located.
Heat prostrates the nerves. In the

There is not enough joy in this
struggling world. So few people
have time for it>; but children,
happy children, who are brought
up in sympathetic atmosphere,
in the infinite leasure that is
theirs, have an immense capacity
for joy. How can we deny our
selves that enriching soectacle—
a joyous child? The capacity for
joy is one of the highest of the
human faculties, and it is grossly
neglected. We walk too much
with our feet in graves. Let us
laugh with the children and be
young.
