Registration of Voters.

Whereas, the General Assomtily,

proved August 1st. 1008, to-wit:
An Act to amend tlio Constitution
of the Slate of Georgia hy re])eivllng
section I of article a or the Constllu-,
lion id this State and inserting in
lieu thereof a new section, consisting
of nine paragraphs, prescribing the
qualifications for electors; providing
lor the reglslration of voters, and for
other purposes.
Section I. Be il enacted hy Iho
General Assembly of the State of
Georgia, and it Is hereby enacted hy
the authority of the same, that sec
tion one of article two of the ('onsl.l-
tutlon of t his state be, and the same
is, hereby repealed, and the follow
ing section, consisting of nine para
graphs, be li. ertcd in said article In
lieu thereof:

Par. 2. Every male citizen of Ibis

States, twenty-one years old or up
wards, not laboring under any of the

possessing the qualifications provid
ed b.v it, shall he an elector and en
titled to register and vote at any
election by the people; provided,

Par. 8. To entitle a person to reg
ister and vote at any election hy Iho

state one year next preceding the

paid all taxes which may have been
required of him since the adoption
of the Const.l tgl ion of Georgia of 1877

at which he offers to vote, except
when such elections are held within
six months from the expiration of the
time fixed by law for the payment of
such taxes.
Par. 4. Every male citizen of this
State shall he entitled to register as
an elector and to vote in all elections
in said .State who is not disqualified
under the provisions of section 2 of
article 2 of this Constitution, and
who possesses the qualifications pre
scribed In paragraphs two and three
of tills section or who will possess
them at the date of the election oc
curring next after his registration,
nml who in addition thoreto comes
within either of the classes provided
for in the five following sub-divisions
of this paragraph;
1. All persons who have honorably
served In the land or naval forces of
■the United States in the Itevolutlon-
ury war, or in the war of 1812, or in
the war with Mexico, or in any war
with the radians, or In the war be
tween the States, or in the war with
Spain, or who honorably served in
tlie land or naval forces of the Con
federate states, or of the State of
Georgia In the war betwoon tho
-Stales, or
2. All persons lawfully descended
from those embraced in the classes
enumerated in the sub-division next
above, or
8. All persons who are of good
character, and understand the duties
und obligations ot citizenship under
a Republican form of government,
or
•1 All persons who can correctly
read in the English language any
paragraph in the Constitution ol the
United States or of this Stale and
correctly write the same in the
English language when read to them
by one of the registrars, and all per
sons who solely, because of physi
cal disability are unable to comply
with the above requirements, but
who can understand and give a rea
sonable interpretation of tiny para
graph of tho Constitution of the Uni
ted States or of tills State, that may
tie read to them by any one of the
registrars; or /-'
5. Any person who Is Iho owner
in good faith in Ids own right of at
least forty acres of land situated in
this State, upon which he resides, or
is the owner in good faitli in his own
right of property, situated in tills
State and assessed for taxation at the
value of live hundred dollars.
Par. 5. The rigid to register under
sub-divisions one and two of para
graph four shall continue only until
January 1st, 11)15. But the registrars
shall prepare a roster of all persons
who register under sub-division /me
and two of paragraph four, and shall
■return t.ho same to the clerk’s ofllce
af the Superior Court of their coun
ties and die clerks of tho Superior
■Court shall send copies of'the same
to the Secretary of state, ami it shall
lie the duty of these officers to record
and permanently preserve these ros
ters. Any person who lias been once
registered under either of tho sub
divisions one or two of paragraph
four shall thereafter be permitted to
vote; provided, he meets the require
ments of paragraphs two and three of
■this section.
Par 6 Any person to whom the
right of registration iR denied b.v the
registrars upon the ground that he
lacks the qualifications set fortli in
the five sub-divisions of paragraph
four shall have the right to take an
appeal, and any citizen mav enter an
appeal from the decision oftheregis-
frare allowing any person to register

must be filed in writing with the reg-
Utrars within 10 days from the date
of the decision complained of and
shall be returned by the registrars to
the office of the clerk of the Superl-
4St Court to be tried u i other appeals.
Pnr. 7. Pending an appeal and un
til the filial decision ufthe case, the
judgment of the registrars shall re
main In full forca.
Par. 8. No person shall bealloived
to participate In a primary of any po
litical party or a convention of any
political party in this State who is
not a qualified voter.
Par. I). The machinery provided by

cept where Inconsistent with same;
the legislature may change or amend
tho registration lints from time to
time, hut no such change or amend
ment shall operate to defeat any of
the provisions of tills section.
See. 2. Bo it, further enacted, Ihat

agreed to by two-thirds of the mem
bers elected to eacli of the two houses
of the General Assembly, and the

the period of two months next pre

general election.

held after publication, as provided in

several election districts of this
State, at which election every per

Constitution shall have written or

providing qualifications of voters,”
and all persons opposed to tho adop
tion of said amendment shall have
written or printed on their ballots

Governor of said State, do Issue this
my proclamation, hereby declaring
that the foregoing proposed amend

for ratification or rejection to tlie
voters of (tie State qualified to vote
for members of tho General .Assem
bly at. the general eleotlon to he held
on Wednesday, October 7th, 1008.
