A PROCLAMATION
Submitting a proposed amendment
to the Constitution of Georgia, to be
voted on at the general election to be
held on Tuesday, November sth, 1918,
said amendment to amend Par. 1, Sec.
13. Art. 6 of the Constitution of Geor
gia, so as to allow an increase in sal
aries of Judges of the Superior Courts
of the Atlanta and Eastern Judicial
Circuits.

Whereas, the General Assembly at
its session in 1918, proposed an amend
ment to the Constitution of this State
as set forth in an Act approved Au
gust 17, 1918, to-v. - it:
JUDGES OF ATLANTA AND EAST
ERN CIRCUITS; SALARY AD
DITIONS.
No. 372.
An act to amend Paragraph 1. of the
Constitution of the State of Geor
gia; and for other purposes.
Section 1. Be it enacted by the
General Assembly of the State of
i Georgia, and it is hereby enacted by
authority of the rame, That Para
graph 1 of Section 13 of Aiticle b of
the Constitution be amended as fol
lows (a) By striking out the words
I “Chatham” and “Fulton” whenever
they apnear in said Paragraph 1.
(b) By adding at the end of the pro
viso to Section 1 the following: Pro
vided that the County of Chatham
shall from its Treasury pay to the
Judges of the Superior Courts of the
Eastern Judicial Circuit three thou
sand dollars per annum: said pay
ments are hereby declared to be part
of the Court expenses of said county,
and shall be made to the Judges now
in office, as well as their successors.
Provided further, That the Board of
County Commissioners of Fulton
County, or such other Board or per
son as may from time to time exer
cise the administrative powers of Ful
ton County, shall have power and au
thority to pay the Judges of the Su
perior Court of Fulton County such
sums, in addition to the salaries paid
by the State, as said administrative
authority, or authorities, may deem
| advisable, and the amounts so paid are
I declared to be a part of the Court
expenses of said County. Such sums
may be paid to the Judges in office
at, the time such addition to the com
pensation is voted, as well as their
successors i noffice.
Sec. 2. Be it further enacted by the
authority aforesaid, That if this Con
stitutional amendment shall be agreed
to by two-thirds of the members of
the General Assembly of each House,
the same shall be entered in each
Journal, with the ayes and nays taken
thereon; and the Governor shall cause
the amendment to be published in one
o r more of the newspapers in each
Congressional istrict for two months
immediately preceding the next gen-
I eral election, and the voters thereat
shall have written or printed on their
tickets, “For ratification of amend
ment to Paragraph 1, Section 13, Arti
cle 6. of the Constitution (providing
for additional compensation for the
Judges of the Superior Courts of th-
Atlanta and Eastern Judicial Cir
cuits)” or “Against ratification of
amendment to Paragraph 1, Section
13. Article 6, of the Constitution (pro
viding for the additional compensation
for the Judges of the Superior Court?
of the Atlanta and Eastern Judicial
Circuits)” as they may choose; and
if a majority of the electors qualified
to vote for members of the next Gen
eral Assembly voting shall vote in fa
vor of ratification, then said amend
ment shall become a part of Article
fi, Section 13, Paragraph 1, of the
Constitution of this State, and the
Governor shall make proclamation
thereof.
Sec. 3. Be it further enacted by
the authority aforesaid, That all law?
and parts of laws in conflict with this
act be and the same are hereby re
pealed.

Now, therefore, I. Hugh M. Dorsey,
Governor of said State, do issue this
my proclamation hereby declaring
that the foregoing proposed amend
ment to the Constitution is submitted
for ratification or rejection to the
voters of the State qualified to vote
for members of the General Assem
bly at the general election to be held
on Tuesday. November sth, 1918.

Big Creek Drain Ditch.
Notice to Contractors: —

The undersigned Commission
ers, together with the Super
intendent of Construction, will
receive sealed bids at the Clerks
Office of the Supeior Court of
said county in Cumming, up to
or prior to 12 o’clock, m, gov
ernment time on the 4 th day of
November, 1918, for the con
struction of the above named
ditch in the Big Creek Drainage
District in Forsyth and Milton
counties in said state, as mark
ed by the survey, and indicated
by the maps and profiles on file
in said office. And will then and
there let the contract for the
construction of said ditch to the.
lowest responsible bidder.
Said ditch, with the latteral
ditches, is approximately l. r )
miles in length. The main ditch
from the State bridge in Milton
county to the Rusk bridge in
Forsyth county, a distance of 8
miles, is to be made 9 feet deep
20 feet wide at the top, and 16
feet wide at the bottom. From
the Rusk bridge up to the Gum
ming and Canton public road, a
distance of 4 miles, the main
ditch, as well as all lateral ditch
es, estimated to be 3 miles, to
be 9 feet deep, 16 feet wide at
top and 12 feet wide at bottom.
The estimated number of cu
bic yards in the main ditc h arid
all lateral ditches after deduct
ing the present channels, is
340,000, with an estimate of
250 cubic yards of rock work
which the contractor will do at
the contract price per cubic yd.
All rock work in addition to
this the contractor shall have
the option to do it at the regu
lar contract price per cubic yd
or at the actual cost thereof,
plus 10 per cent profit thereon
Nothing shall be charged for
or considered as rock work that
can be raised without blasting.
The right of way along the sur
vey,, and for a distance of 10
yards on each side thereof is
to be cleared of logs and brush
by the respective land owners
along the same or thru which
said survey is located.
The contract to be complet
ed within 8 months from the
date of the execution of the con
tract and the acceptance of the
contractor’s bond by the Com
missioners as provided by lav.
Payment to be made as the
work progresses as provided by
section 439 V of Parks’ Code
of this state.
The. Commissioners reserve
the right to reject any and all
bids if in their judgment the
same is not satisfactory. Each
bidder must file with the bid a
certified check upon some good
and solvent Bank, payable to
the order of the Commissioners
for the sum of $250.00, to be
surrendered in the event the
bid is not accepted by the Com
missioners, or if accepted when
the contract is executed and
bond given and accepted. This

the world that is getting us in
to trouble but it is the careless
church members that should be
a light to the world. Oh. how
needful it is at this present time
that every child of God begin
to look at things just as they
are and wake up and do some
thing for the Lord, because I be
lieve He will humble the peo
ple before He stops it matters
not what it will take. So we
ought to confess that God is our
whole strength and without
Him we could do nothing be
cause we have no power whatev
er. Then why is it we are becom
ing so careless and so disobedi-j
ent to Him? Let us all wake up
and begin to try to see what our ■
duty is and then try to do what
Ihc Lord requires us to do.
