THE RATIFICATION OF the
Constitution was jeopardized by
the failure of is framers to pro
vide specific qualifications f*r fed
eral judges until Alexander Hamil
ton assured the people that their
fears were “a phantom." lie mn.n
tained that so few men have the
legal skills required by the job that
the public could be certain that
only those possessing “qualifica
tions which fit nuui for the station::
of judges” would be appointed.
Hamilton's assurances held true
for almost a century and a half,
but for the past 2o yens we have
seen the worst fears of the early
citizens realized. Appointments
have been made on the basis of
political persuasion rather than the

Of the nine present Justices,
only five have had any prior ju
dicial experience a,id one of those
received his training as a police
court judge. With the exception of
Justice Brennan, none has had
prior judicial service of more than
five years and more than half did
not devote their major efforts to
the practice of law.

CONGRESS HAS AMPLE au
thority under the "nee -rsary and
mop r" clause of the First Article
of the Constitu ion to prescribe
minimum qualifications for ap
pointment to the Supreme Court
and there is considerable feeling
that it should exercise it now to
guarantee that future Justices are
j chosen from among the country’s
| best available legal talent.
It is essential to the future of
: constitutional government in the
United Slates that members of the
nation’s highest tribunal be pos
, sensed of the tempering influence
of detached consideration of legal
problems which can be attained
only through the highest type of
judicial experience. To accomplish
that objective I have this w k

Bcthelview HDC met with Mrs.
Grace McPherson January 26.
Our new officers were in charge
and eight members were present
and one visitor. We were glad to
have Mrs. Stone visit with us.
Mrs. Bannister’s demonstration
was "Decorating Preformed Trays"
with the wiggler tools.
Project leaders and committees
were appointed.
Our hostess served delicious re
freshments of cake, ice cream and
coffee.
We all enjoyed this meeting very
much and we are looking forward
to a good year in 1959.

girl scout news
The girl scouts of Cumming met
at the VFW Club House on Febru
ary 2, for their regular weekly
meeting.
We first met in patrols to collect
dues and select the neatest girl.
Joan Corn was selected and she
started the refreshment line. The
following girls were on the refresh
ment committee, Starr Rives,
Paula and Dianah Palmour, Janice
Pruitt and Cecelia McClure.
Ronnie Roper, Senior Bov Scout
Patrol Leader helped Patrols, one
and three learn to tie knots.
Patrols two and four put on a
play for the remainder of the
troope. Mrs. Louise Mashburn
helped with the plays.
The first nlav was “Little Black
Sambo” by the Oconee Patrol. The
cast included —Little Black Sambo,
Linda Boling. Black Jumbo, Ginger
Lipscomb, Black Mumbo, Phyllis
Potts, First Tiger, Flora Mangrum,
Secnnd Tiger, Cereta Sudderth,
Third Tiger, Marian Wheeler,
Fourth Tiger, Pat Heard, Props,
Linda Garrett, Make-Up and Cos
tumes, Starr Rives.
The Second play was “Little Red
Riding Hood” by the Shawnee Pa
trol. This cast included. Mother,
Martha Tribble, Little Red Riding
Hood, Laura Boling, Grand Mother
Audrey Fowler, The Wolfe, Linda
Gazawav, Woodsmen, Margurite
Mashburn. Make-Up and Costumes,
Paula Palmour. Props, Mary Mash
bum and Patsy Bramblett.
We were dismissed immediately
after the plays.
