I hereby announce my candidacy
for Democratic nominee for Sheriff
of Forsyth County, Georgia, sub
ject to the rules and regulations
governing the Democratic Primary
to he held March 16, 1960, one
whtrh is I will support the Demo
cratic nominees.
As I wifi not get to see each one
of you in person, I take this meth
od of asking you for your vote
and influence in my behalf, for
which I will be deeply grateful.
When elected to this office I
promise to enforce all laws in a
courteous, fair and imparital man
ner without fear or favor from
an/one. I am entering this race
witti no ill will towaid anyone,
twit i do feel that my many years
of experience as a law enforce
ment officer qualifies me to make
Forsyth County the kind of Sher
is* that it needs and deserves.
I am running this race alone; I
am not lined up with any person,
jrptiup or faction, for in running
alone, I believe that after I am
elected that I can better serve each
person, group or faction. As for
deputies, after I am elected. I will
talk with you people of Forsyth
Cbunty and let you help mo select
one or as many as we need and
whoever they may be, I promles
you they will never be fired for
enforcing the law. Also I will not
have any deputies work up until
I run for re-election, then lay them
off until after the election, for if
they are good enough to serve
with me for three years and nine
months, they will be good enough
to aerve while I am running for
office.
As your sheriff, I will work with
all other county officers you choose
so as to make Forsyth County a
safer and better place to live.
As your sheriff, I will patrol
the roads to make them safer for
you and your children to- use. I
will answer all your calls at the
time I receive them and serve all
papers given me as soon as pos
sibe.
Most of you people, both young
arid old, know me personally, but
for you who do not, I am 49 years
old. married to Edna Mae Wheeler
Karr, have four children, three
boys and one girl. Victor is our
oldest, he just finished four years
in service and is now working at
an electronics place in Atlanta.
Pat. our only daughter. Is married
to p very fine boy, you all know
him. Larrv Watson they have
three children. I still have two
small boys to raise, Rickey is 11
and Jerry is 6 years old.
As your sheriff, I not only want
1o make the kibrl of sheriff that
your children will love, admire
ami respect, but one that my own
children and grandchildren will
love, admire and respect, and in
making this kind of sheriff. I know
that I will not have anv trouble
from the young people of Forsyth
County and as for the people from
other counties, either teen-agers
breaking traffic laws or criminals
breaking other laws, they will he
better off to stay In their own
counties for as long as I am sher
iff. they will not use our county
for any law breaking purpose®.
As your sheriff, it will he my
duty to safeguard your life and
property, this I will always bo
striving to do, both night and dav
without permitting personal feel-*
ings. prejudices or friendships to
influence my decisions.
As your sheriff, I will always
recognize mv office as a symbol
of public faith and I will accept it
as a public trust to be held ns
long as I am true to my oath of
office
As your sheriff, I will constant
ly strive to achieve these objectives
and Meals, dedicating myself be
fore God to my chosen profession

forrement and safety on the roads
in Forsyth County, law enforce
ment so that we may at least have
a county fair for you people out
in the county to bring your poultrv.

in all sincerity that I will work

ing with all my ability to make
Forsyth County a county where
we and our children may visit our
friends, go to Church, school and
even have our fair in some min
ority of peace.

BY THK TIME you read this
column, the Senate of the United
States likely will have become em
broiled in another showdown on
the perennial and misnamed issue
of "civil rights."
Both the Democratic and Re
publican Leaders in the Senate

South ;.•> that the radicals of the
two parties are divided among
themselves as to which of two
election-year schemes they should
employ to rob the American
people of free elections. One of
them, discussed in a previous col
umn, would give the President
power to control elections through
the appointment of federal regis
trars. The other is the more re
cent proposal of Attorney Gen
eral William Rogers that state
and local election machinery be
placed in the receivership of fed
eral referees appointed by federal
judges.

THE REFEREE scheme was
presented as the brainchild of Mi-.
Rogers, although the New York
Times later reported that it was
the handiwork of Dean Acheson's
law firm. The truth of the mat
ter, however, is that it is a rein
carnation of one of the oppres
sive force bills of. Reconstruction,
having been enacted in 1871 and
repealed in 1894.
The only differences between
the original act and its contempo
rary counterpart are that the
name has been changed from fed
eral supervisor to federal referee
and the scope has been broadened
to include state and local as well
as federal elections. In other
words, the scheme's the same;

Important Notice
For the past several years the
New Years Eve festivities in the
City of Cumming have received
widespread publicity, attracting
participants from outside our
county. This police department was
seriously concerned because of
many reports of planned unlawful
activities by a large number of
troublemakers. Following these re
ports, for two weeks prior to New
Year’s Eve, this department re
quested through the columns of
the local newspapers, the cooper
ation of the citizens of our section.
We thank the local people for their
favorable response to these re
quests.
The Police Department of the
City of Cumming was wholly re
sponsible for the presence of
numerous State Patrolmen on last
New Year’s Eve to assist in pre
serving the peace and protecting
the property of our community.
The Sheriff’s Office of Forsyth
County was not a party to making
the request for the state officers
assistance, and should not be held
responsible.
This statement is not to be
interpreted as participation in any
political campaign but is given
simply to make the true facts
known.

THOSE EVENTS gave rise to
the term “Davenportism” which,
during the last decade of the lUth
Century, became the worst appel
lation of disrepute which could be
voiced of a public official. Since
the Justice Department concedes
the similarity between the 1871
Reconstruction Act and the 1960
Rogers proposal, it is more than
passingly interesting to wonder
whether the Attorney General is
laying the groundwork for a re
vival of “Davenportism” on a na
tional scale, with himself both
appointing the judges who name
the election referees and then
prosecuting before those same
judges the cases their referees
make.
If nothing else, it certainly
proves the truth of the Biblical
proverb that there is no new
thing under the sun; and it also
is a pretty strong argument in
support of the contention that
there is nothing under the sun
which some politicians won’t do
to win minority bloc votes in the
big cities of the North.
