FOR SHERIFF
OF FORSYTH COUNTY
I hereby announce my candidacy
for re-election to the office of
Sheriff of Forsyth County, Georgia,
in the Democratic Primary of
March 16, 1960. Subject to the rules
and regulations of the Forsyth
County Democratic Executive Com
mittee.
I also take this opportunity to
express my gratitude to my many
loyal friends and supporters for
your continued friendship and sup
port during my first term as your
sheriff.
In asking for your support for
this endorsement term as Sheriff
of Forsyth County I pledge my
best efforts toward fulfilling the
duties of the office justly ana
treating everyone who has contact
with this office fairly.
It is not my desire to become
engaged in any “mud slinging”
tactics or sarcastic remarks be
cause; (1) I firmly believe the
good people of this county do not
approve of such activities, (2) No
man can stand in front of a mirror
and throw mud on someone else.
I am entering this campaign
standing on my own record of the
past three years as your sheriff
and on my own personal character.
When the election is completed and
the final vote counted, I fully ex
pect to abide by the results of this
count conducted by the very cap
able election managers (Democratic
Executive Committee) of this
county.

I hereby announce my candidacy
for Democratic nominee for Sheriff
of Forsyth County, Georgia, sub
ject to the rules and regulations
governing the Democratic Primary
to be held March 16, 1960, one
which is I will support the Demo
cratic nominees.
As I will not get to see each one
of you in person, I take this meth
od of asking you for your vote
and influence in my behalf, for
which I will be deeply grateful.
When elected to this office I
promise to enforce all laws in a
courteous, fair and imparital man
ner without fear or favor from
anyone. I am entering this race
with no ill will toward anyone,
but I do feel that my many years
of experience as a law enforce
ment officer qualifies me to make
Forsyth County the kind of Sher
iss that it needs and deserves.
I am running this race alone; I
am not lined up with any person,
group or faction, for in running
alone, I believe that after I am
elected that I can better serve each
person, group or faction. As for
deputies, after I am elected, I will
talk with you people of Forsyth
County and let you help me select
one or as many as we need and
whoever they may be, I promies
you they will never be fired for
enforcing the law. Also I will not
have any deputies work up until
I run for re-election, then lay them
off until after the election, for \f
they are good enough to serve
with me for three years and nine
months, they will be good enough
to serve while I am running for
office.
As your sheriff, I will work with
all other county officers you choose
so as to make Forsyth County a
safer and better place to live.
As your sheriff, I will patrol
the roads to make them safer for
you and your children to use. I
will answer all your calls at the
time I receive them and serve all
papers given me as soon as pos
sibe.
Most of you people, both young
and old, know me personally, but
for you who do not, I am 49 years
old, married to Edna Mae Wheeler
Farr, have four children, three
bovs and one girl. Victor is our
oldest, he just finished four years
in service and is now working at
an electronics place in Atlanta.
Pat, our only daughter, is married
to a very fine boy, yc?u all know
him. Larrv Watson they have
three children. I still have two
small boys to raise, Rickey is 11
and Jerry is 6 years old.
As your sheriff, I not only want
to make the kind of sheriff that
your children will love, admire
and respect, but one that my own
children and grandchildren will
love, admire and respect, and in
making this kind of sheriff. I know
that I will not have anv trouble
from the young peoole of Forsyth
County and as for the people from
other counties, either teen-agers
breaking traffic law 6 or criminals
breaking other laws, they will be
better off to stay in their own
counties for as long as I am sher
iff, they will not use our county
for any law breaking purposes.
As your sheriff, it will be my
duty to safeguard your life and
property, this I will always be
striving to do, both night and day
without permitting personal feel
ings, prejudices or friendships to
influence my decisions.
As your sheriff, I will always
recognize my office as a symbol
of public faith and I will accept it
as a public trust to be held as
long as I am true to my oath of
office.
As your sheriff, I will constant
ly strive to achieve these objectives
and ideals, dedicating myself be
fore God to my chosen profession—
that of law enforcement.
So to each Mother, Father, Boy
or Girl who wish better law en
forcement and safety on the roads
in Forsyth County, law enforce
ment so that we may at least have
a county fair for you people out
in the county to bring your poultry,
calves and pigs to be judged. If
each of you will talk and work
for' me from now until the 16th
day of March, then I promise you
in all sincerity that I will work
for you the next four years striv
ing with all my ability to make
Fdrsyth County a county where
we and our children may visit our
friends, go to Church, school and
even have our fair in some min
ority of - peace.

do this without calling out half
the State Patrol in Georgia.

To The People of Forsyth County:
I hereby announce myself as a
candidate for the office of Chair
man of the Board of Commissioners
of Roads and Revenues of Forsyth
County, subject to the Democratic
Primary to be held March 16, 1960.
Due to my experience as having
served Forsyth County as County
School Superintendent I feel that
I am better qualified to render a
more valuable service to my Coun
ty at this time. If I am honored
with this office, I pledge to you a
fair and impartial administration,
and will give my full time to the
affairs of this office.
I will cooperate with the State
and County authorities to secure
as much road construction as pos
sible in Forsyth County.
I promise to you there will be
no private roads or private sub
divisions built with county mach
inery at county expense. If the
money that has been spent for
that purpose had been spent wise
ly, every road leading from Cum
ming to Lake Lanier could have
been graded and paved.
I am in favor of a revision of
the Board of Tax Assessors in
Forsyth County. There has been
too much discrimination against
the small land owner. If a man has
been fortunate enough to accumu
late a large amount of property
he should be willing to pay taxes
on it in accordance with the other
tax payers in Forsyth County.
There will be no private con
tracts made with county machinery
in competition with the contractors
in Forsyth County who have pur
chased machinery for that purpose.
I promise to you that all machinery
and equipment purchased by For
syth County will be purchased on
competitive basis.
I will endeavor to re-open the
claim of Forsyth County against
the Federal Government on the
roads that were covered by Lake
Lanier. I noticed in the Gainesville
Daily Times where Hall County re
ceived $2,500,000.00. Forsyth County
received approximately $90,000.00. I
think it was very unfortunate for
Forsyth County when the Com
missioners settled their claim for
such a small amount. In my opin
ion our County lost at least $500,-
000.00 on the deal.
I shall conduct my campaign on
the principles of honesty, inte
grity and fair play, and if elected
to this position of trust, I shall
at all times adhere to these same
principles in serving the people of
Forsyth County to the best of my
ability.
I shall be most grateful for your
vote and influence in this election.

Dear Friend:
You may not know me person-,
ally and I may not have met you
yet, as I have only lived in this
county since 1951.
Regardless of that, however, I
want to serve you as your County
Commissioner. Please let me have
a few minutes of your time to
mention some things about the
business of. our county and then
(you) decide whatever it is to
your own interest and advantage
to vote for me.
Since I first came to this fine
county nine years ago, I have
been more and more surprised that
the people who live here, some of
whom have long lines of family
ownership and residence in Forsyth
County, allow the business of the
County to be conducted in such d
manner as to always make the
rich people richer, and the poor
people poorer. If you own property
worth $10,00.00 and you pay SIOO.OO
tax on it, this means that your
property is assessed at 20% of
its value. If one of the persons who
own property worth $1,000,000.00
,and more than one person in our
county does have property worth
more than this) And if it was
assesed at 20% like your SIO,OOO
- property, the owner would pay
$10,000.00 tax on it, for example.
In looking through the tax re
cords I find, one Pulpwood Com
pany which owns 3,229 acres of
land in this county and paid
$1,264.61, also I find a local land
holder with 2,760 acres and paid
$1,611.55. Now this tract has farms,
homes, paved roads, timber lands
and lake front property. Had they
paid tax in proportion with the
small home owner, then they would
have paid upward of $20,000.00 tax
on their lands.
I Why is it that the millonaire is
not taxed on the same percentage
of valuation on what he owns as
the (LITTLE) property owner, who
has a hard time holding on to his
little place and paving over $75.00
or SIOO.OO in countv taxes. When
you want a road fixed, or some
other county service, and you are
to’d that we have a poor countv,
and don’t have the monev to do
it. think of the facts mentioned
here. If vou own pronertv worth
$lO 000.00 and mu wrr„ taxed in
proportion to the millionaires of
Forsvth County, vou mieht have
to nav $38.00 or $40.00 In taxes.

worth of nronertv? We have had
to vote on school bond issue in
Forsvth Fonntv. We had to vote
on a hosnital bond issue in Forsvth
County. Tf the millionaires and near
millionaires had paid taxes all
atone in nronortion to the poor
neople and almost-poor people of
the countv, there would have been
plenty of monev for school im
provements and hosnital needs
without any bonds, provided, of
course, that some one was in
office who could and would use
the money wisely. ,
| Before you decide who shall be
your County Commissioners, think
awhile regarding each candi
j date who has nrpviouslv been
elected to anv office in Forsvth
County. Whatever office he held,
did he line un with some of the
millionaires of the county, or did
he work for the average person
,and for those who were not rich?
j Regarding the other candidates
.who have rot nreviouslv been elect
led to any office, please ask each
one what he intends to do about
the Tax Assessors, the Schools,
the Roads, and the Income of our
county if he is elected. Isn’t this
fair? Don’t you believe that busi
nesses in our countv which would
naturallv create some competition
would heln to some extent in slow
ing up the rich people, getting
richer while making the poor peo
ple poorer?
Let’s have a revised tax pro
gram with a new Tax Board.

To The People of
Forsyth County
In regards to my statement in
announcing for Board Member of
County Commissioners of Forsyth
County, February 18, 1960, con
cerning lake roads which were con
demned by the U. S. Government
and the amount paid. I have in
my possession a letter from tho
Corps of Engineers, Mobile, Ala
bama which states as follows:
Dear Mr. Scoggins:
The information requested in
telephqne conversation of this date
is furnished hereinafter.
In Forsyth County, Georgia, 7.4
miles of roads were relocated, 9
bridges were abandoned or de
molished; and the county was paid
$128,450.00 by the Government. In
addition, 47.7 miles of roads were
abandoned in this county due to
the construction of Buford Dam.
In Hall County, Georgia, 2.5
miles of roads were relocated, 5
bridges were abandoned, and the
county was paid $338,500.00 under
the terms of four contracts be
tween the county and the Govern
ment. In addition, 16.3 miles of
roads were abandoned in those
portions of Hall County covered
by the contracts.
A condemnation was filed against
Hall county for the abandonment
of 54.1 miles of roads including
20 bridges. This matter was sub
mitted to a jury and resulted in
the payment of $1,867,250.00, in
clusive of interest, to the county.
Since the judgment of the Court
provided only for the payment of
money, this office has no infor
mation as to the number of miles
of roads actually relocated by
Hall County.

ficient for your purposes.
