Law.”
That is the cry ef those who
are crusading for repeal of the
K,' H six words of
by the International Court of Jus
tice, the judicial arm of the Uni
ted Nations. Those words arc the
phrase "as determined by the
United States” which was insert
ed by the Senate in the resolution
it adopted in 1946 giving limited
recognition to that tribunal.
Known ns the Connally Reserva
tion, they were added at the in
sistence of that great American,
former United States Senator
Tom Connally of Texas, to insure
that the determination of what is
and is not a domestic matter
would be made by the United
States and not the Court.

AS THE MATTER now stands,
the United States possesses a
veto over the World Court, as it is
commonly called, by retaining the
right to decide for itself whether
cases brought against it by other
nations are domestic in nature.
Repeal of the Connally Reserva
tion, while leaving intact the spe
cification that the Court would
not have jurisdiction over the in
ternal affairs of the country,
would give the Court power to
decide whether any given case
involved domestic questions.
Without the protection of those
*ix word*, such vital matters as
the ownership of the Panama
the occupancy of military
bases in other countries, the
operation of the Monroe Doctrine,
the national origins quota system
of immigration, the regulation of
trade through tariffs and quotas
and the status of American pos
sessions and territories would
come within the purview of that
tribunal. It is not at all far
fetched to assume that the Court’s
15 judges, including jurists from
Russia, Poland and several of the
so-called neutralist nations, would
also want to take cognizance of
questions involving race relations
in the various states of our coun
try.

THE UNITED STATES is not
alone in having insisted that the
International Court of Justice be
limited to resolving purely-inter
antional issues. Twenty-two other
countries, in accepting the Court’s
jurisdiction, have insisted upon
restrictions similar to the Con
nally Reservation.
The long campaign of the- inter
nationalists and one-worlders for
the repeal of that Reservation has
gained momentum with the sur
prising endorsement of President
Eisenhower. Advocates of such
action insist that the United
States should take it to “set a
good example” for the rest of the
world and thus enhance the cause
of world peace.
Anyone who genuinely believes
that under present conditions
there is any prospect for world
peace or that there can be any
such thing as world law is naive
indeed and is totally divorced
from reality. To the contrary, to
repeal the Connally Reservation
not only would betray our own
national interests but also would
give our Communist enemies a
club with which to beat us over
the head.
