BUYING HEALTH INSURANCE
The most important thing to
consider in purchasing a health
Insurance policy is to know ex
actly what you are buying.
Sound simple? Too often Am
ericans do not know what the)
have purchased.
For Instance, how much do
you know about health insur
ance currently being advertised i
in uospapers, radio ana tele
vision or through direct mail?
Usually, for a relatively low
price these plans offer to "Fill
in the Gaps in Your Present
Coverage.” Many are Hestoned
especially for senior citizens
over 65.
If you are fully aware of
what you are buying, this in
surance can be worthwhile. But
if you are not sure on some
points, you may find out later
< that the insurance does not. in
reality, pay for some things
you thought it did.
Before you buy this type of
insurance, you should make
sure you understand:

It is Important to consider
that, although excluding a phy
sical examination, most mail
order Dollcies have some soec
ial limitations on benefits on
Dre-existing conditions whether
you knew about them or not.
Another important point is
not to allow yourself to be high
pressured by “limited enroll
ment neriods.”
While it is correct that many
companies do mass processing
of applications and do set a time
limit, this should not keep you
from asking and getting the
answers to all your questions
before you buy.
The important thing is to have
the company satisfy your ques
tion before the “limited en
rollment” period is over.
And before signing any mail
order insurance, first get a
copy of the policy and study it
so that you fully understand its
limitations.

Family Home Care Program

for its catchment area. The
most recent of these services
being added is the new Family
Home Care Program.
The new Family Home Care
Program is designed to be an
alternative to hospitalization
for the mentally ill and retar
ded as well as other dependent
groups. It may serve to pre
vent hospitalization or it may
allow for an earlier release
than might otherwise be possi
ble t
This program will enable a
good many individuals who are
presently in state hospitals to
return back to the community
and live in a family atmosphere.
The program is also designed
as a kind of “preventive med- .
icine” in that it is set up to j I
keep people out of mental hos- I

Saturday hours will be from l
to 5 p.m. and 7 to 9 p.m. j
and Sunday hours will be from
1 to 5 p.m.

a disruptive process, but many
patients may benefit from short
hospitalization if no alterna
tive is available. The length of
stay in state hospitals has dr
opped remarkable in the past
few years, but once in a hos
pital it may be very difficult
to place a patient back in the
community; especially if the pa
tient has no family. While in the
hospital his fears about the
outside world may mount.
Some patients may quickly
become institutionalized - de
pendent on being taken care of -
dependent on others to make
decisions about day to day liv
ing. Hospitalization continues
to be very necessary for many
people because it is the only
way they can be lifted out of a
dangerous rut.
Statistics show this pro
gram is much less a financial

strain on state funds. The cost
of caring for a patient in a
state institution $384 per month
as opposed to $l2O per month
for a patient in the Family Home
Care Program.
The decision to release these
patients is based on several
points. First, the adjustment
the patient has made within the
hospital.
Then, the social service staff
at the hospital talks with the
patient’s family to see if arr
angements can be made for care
of the patient. Unfortunately,
the family may not want the
patient home. Also, sometimes
the home situation may have
complicated the patient’s psy
chiatric problems and it would
be futile to send a patient back
into the very atmosphere that
caused his problems in the first
place.

release are primarily, “pa
tients who can become involved
in the community in a gainful,
rehabilitative way.” The home
care situation provides free
dom, but it also offers some
protection. Living with someone
may protect many patients from
loneliness and isolation that
may result from their living by
themselves immediately upon
leaving the hospital. The home
providers may be of help in
preparing the lodger for taking
care of himself and preparing
himself for independent living.
Once someone has called
about accepting a patient in his
home, an evaluation of the home
s made by a social worker
visiting the home and talking to
the person or persons who are
applying. Anyone may apply to
be a “householder.”
It isn't necessary for appli
cants to be a “couple”, single
people are acceptable. El

egance, prosperity, size, and
location of the prospective home
are not important.
What is important is that the
applicant be a person who can
relate to people, accept differ
ences in others, and create a
warm home atmosphere. The
home is then required to meet
city and county sanitation and
fire regulations. Finally, the
applicant must submit to a med
ical examination and a lab test.
When an applicant is accep
ted by the department, he has a
choice of the age and sex of the
patient released to him. Before
a patient is placed in a home,
the householder is given some
background information on the
patient, including the patient’s
habits, family background and
hospital report.
Up to four patients are all
owed in one home, space per
mitting. Vocational Rehabilita
tion works to help the patient
find a training program and a M
