outdoor noise,” Harden pointed
out. “This is an area of grave
concern to the public and to
health officials, alike,” he went
on, “since an Increasing body
of evidence based on research
studies suggests that excess
noise is more than a nuisance—
it may even be a factor in ner
vous disorders, high blood
pressure and heart disease as
well as being a known threat to
hearing.”
Harden said that a policy
statement contained in the pro
posed legislation clearly out
lines the agency's position. This
statement follows:
“It is hereby declared that

potentially be harmful to human

As drafted, the act calls for
amendment of the Georgia
Health Code by adding a new

Council of Georgia, Inc.

noise, allows variances, and
provides civil penalties (mis
demeanors) for violators.

stopped jangling for a few days
in December, but the silence
was a brief one. It was “busi
ness as usual” immediately
thereafter.
The occasion? Not a sudden
lack of Interest in drugs and
drug abuse but a temporary
telephone cut-off when the Cen
ter moved its Atlanta offices
from West Peachtree to Briar
ciff Road. The new address
is Suite 320-S, Georgia Mental
Health Institute, 1256 Briarcliff
Road, Atlanta 30306.
“Only our location has chan
ged,” explains Joanne Branson,
director of the Drug Information
Center. “We are still on the

Harden said he had no idea
how the proposed bill might be
received, but that Human Re
sources’ officials are “hopeful
legislators will give us an op
portunity to begin to meet the
people’s wishes and needs—
in establishing criteria for am
bient noise in the state. It’s
a problem of relevance to
information service to anyone,
regardless of age or place of
residence.” According to Miss
Branson, the service includes
answering all types of ques
tions about drugs, making re
ferrals for counseling and
treatment, distributing litera
ture and lending films.
In its function as a single,
statewide information agency,
the Center is staffed with drug
information specialists, and is
equipped with a library and
a sophisticiated computer tie-in
with the National Clearinghouse
for Drug Abuse Information in
Washington. The computer ter
minal makes possible rapidlit
erature searches to provide
additional drug abuse data for
laymen, students and profes
sionals.

“This Department clearly
has prime responsibility for
ambient noise control - - the
proposed act is a necessary
first step toward meeting that
responsibility,” the Commis
sioner concluded.

Atlanta. A toll-free WATS line
( 1-800-282-0228 ) operates
throughout the state.
“The calls keep pouring in,”
says Miss Branson. “Obvi
ously, concern with drug abuse
continues to exist.” She adds
that the Drug Center handles
an average of 500 calls
per month and sends out thou
sands of pieces of literature
every few weeks.

er, as part of the Office of
Drug Abuse—just renamed the
“Drug Abuse Services Section”
