The Reason for School Testing
Between September 10 and 28,
parents of some Georgia public
school students may ask their
children what they did in school
that day and be puzzled to learn
they took tests all day. They
may be even more puzzled when
they get the same answer the
next day. With school only in
session a few weeks, why are
the kids being tested so much?
The students—over a quarter
million of them—are par

What a difference a year can
make! The 85 lb. Colts scored
more points Tuesday night than

After a tough first quarter the
Colts got rolling with No. 80

point.
Quarterback Ficken scored 2

With 1:45 left in game Gunter

School Board Meeting Set
-Sdhool board members from
Forsyth County and other
counties in the Georgia School
Boards Association’s 9th
district are scheduled to attend
the Association’s annual fall
district meeting in Cleveland on
Wednesday, October 3.
The meeting will begin at 7
p.m. at the Cleveland
Elementary School Cafeteria.
Other school systems in
cluded in the district are
study skills, language and
mathematics. Eleventh graders
are to take the Tests of
Academic Progress, com
prising one test each in com
prehension, reading and math.
Systems administer the tests
over at least two days and may
arrange a longer schedule.
After the three-week testing
period, which allows for make
ups for students absent on test
day, the answer sheets will be
sent to the Educational Testing
Service in Princeton, N. J. for
scoring. Within 30 days, the
tests should be scored and the
individual student’s results
available in his counselor’s
office. It will take another six
months, however, before
statewide results are published,
When to Report Employe Pay
Q. During the summer
I usually hire a cook
and a gardener. When must I
report their wages?
A. If you pay your cook or
gardener cash wages of SSO or
more during a calendar quarter
(January-March, April-June,
July-September, October-
December), you must report
the wages and send the social
security contribution to the
Internal Revenue Service. This
hands full with the Redskins.
Defense and penalty’s
seemed to be the order of the
night until with 6:30 left in the
4th quarter No. 12 David Light,
Quarterback decided to keep
the ball and found himself in the
end zone.
Non-yielding defense,
spearheaded by two in
terceptions by Richard Darnell
kept the rough Redskins from
scoring which seldom happens
to those scrappers.
The icing came with 2:38 left
in the game when No. 61, Eric
Spratling scored. Rex Tram
mell added both extra points. A
superb performance by the
entire Colts teams give hopes of
a very good season.

comparing achievement levels
across the state.
The published results, ac
cording to Dr. Titus Singletary
Jr., associate state superin
tendent of schools with the
Georgia Department of
Education, use statistical
methods which hold constant
those variables which greatly
affect achievement scores. Held
constant are the ability level of
students, the size of each school
and system and the percentage
of students above minimum
subsistence income. The result
is that only systems similar to
each other are compared, to
rule out variables over which
the system has no control and to
keep unfair comparisons from
being made. Singletary says,
report should be made during
the first month immediately
after the quarter in which you
paid the wages. Get a copy of
“Social Security and Your
Household Employee” from
and social security office for
more information.
Q, I have already made over
SIO,BOO this year. Now that I’ve
changed jobs, I’m still con
tributing to social security.
Since I’U end up paying more
than I should, can’t I get some
money back?
A. Yes. You’ll get a refund
after you file your Federal
income tax return for 1973. The
tax return is designed to show
any overpayment of social
security contributions during
the previous year.
Q. Until last year, I worked as
a sales lady in a department
store for over 20 years. Now I’m
doing volunteer work, and since
I get no pay for it I’m no longer
earning social security
coverage. Can I keep my social
security current by paying into
it myself.
A. No. The law does not
permit you to pay voluntary
social security contributions on
such work. You must be
working in covered em
ployment or self-employment to
get coverage. However, since
you have worked under social
security for at least 10 years,
you are insured for retirment
“Also,” he added, “Members
of the Minimum Foundation
Program for Education Study
Committee—the Blue Ribbon
Committee will be present to
give progress reports on ac
tivities of the finance, sup
portive services and in
structional program sub
committees and to receive
suggestions for consideration
by the committees.”
Mr. White said that all school
“for instance, it would hardly
be fair to compare the
achievement of a large, wealthy
system with a smaller, poorer
one. Holding variables constant
avoids these unfair com
parions.”
Individual student scores will
be in the form of percentiles. A
student ranking in the 90th
percentile nationally would be
achieving above the level of 90
percent of students tested
nationwide. Scores are also
reported as standard scores and
grade level equivalents. A score
of 8.1, then, would indicate the
student is achieving at the level
of a first month eighth grader.
Besides supplying in
formation to students and
parents, the tests are important
benefits at 62 or later and for
Medicare at 65. You are also
insured for survivors benefits
which would be payable in the
event of your death, and you
would be insured for disability
benefits for 5 eyars following
your department store work.
Q. I’ll be 65 next year and I’m
thinking about retiring.
However, I have two teenage
sons in college and I’m con-

administrators, board at

invited to attend the meeting.
“We will be open to any

said.
All planning to attend the
meeting may contact Horace
toools for decision making by
local and state educators, says
Singletary. “A system might

students perform exceptionally
well in math but read poorly. So
they might decide they need to

As part of the follow-up for
this year’s program, the
Department of Education will

workshops around the state in
November. The workshops are
to help acquaint local officials

“Interpreting the data is not

retirement checks, your sons
will also get benefits until
they’re 22, if they are fulltime
