Commissioners

This past Wednesday
Commissioner Crawford Roe
and myself attended two very
important Committee meetings
in Atlanta. The first one was
held by the State Senate
Banking Committee and dealt
with the proposed changes in
Banking Laws. Roe and myself
expressed our personal op
position to any Revision in the
Banking laws that would
permit large Banks, such as C
& S, to expand statewide by
using Branch Banks. We
also opposed Bank Holding
company changes which would
permit these large banks to get
into all other type business
operations. We were assured
that these changes would not be
recommended by the com
mitttee.
The other committee meeting
we attended was a joint Senate
and House of Representatives
study Committee studying
other methods to use to provide

With the permission of the dear family of Mr. James Otwell, I
mention his name in this article this week. It is easy to quickly
become a friend to someone who shows himself friendly. Through
this relationship Mr. James Otwell shared his feelings with me
and allowed me to share mine with him. At the first meeting with
him after the beginning of his illness, I sat by his bed side and we
talked of eternal things. He took the promises of the word of God
for his divine answer and assured me that his trust was in the shed
blood of Jesus Christ. His position and reflections were a real
strength to a little preacher of the gospel as myself and reinforced
a thousand times over by those who knew and loved him;
especially his own family. I chose the following poem which I feel
describes the home-going of Mr. James Otwell who fought a good
fight.
“A soul went out into the night
Unafraid
Rejoicing
Trusting
The Savior stood at the gate
Waiting
Smiling
Loving
The Savior led him through the gate
Gently
Kindly
Quietly
He laid his head on the Savior’s breast
Peacefully
Faithfully
Eternally ”

local governments more
revenue without increasing
property taxes. We testified
before the committee and gave
it a written statement showing
the actual increase in collec
table property taxes by the
County Commission in this
county to be up some 39 per
cent during the past two years.
This amounted to an increase
from $498,187.67 in 1970 to
$824,336.76 or $326,245.09. These
figures are from our Tax
Commissioners’ book and are
accurate. We further recom
mended that any tax relief
given by the State have strings
attached to guarantee any
Local Government would have
to reduce the property taxes in
order to receive these monies.
They seemed to agree with this
thinking.
On the following Thursday, I
attended a Courts Committee of
the Crime Commission some
two hours in the morning to
discuss alloting funds for the

coming year. That afternoon,
Commission Chairman Her
man Hamby and myself at
tended a meeting with the
Commissioner of Human
Resources Richard Harden and
his group. This was held in the
Sawnee E.M.C. building and
was quite informational.
During the Questions and
Comments part of the program,
we gave Harden some opinions
heard from County Com
missioners from throughout the
state regarding his programs.
On Friday, Robert Strother,
Criminal Planner from Dalton,
and I met with the District
Attorney, Butch Holcombe in
his office in Canton to discuss
the extreme needs for his of
fice. We have been able to fund
95 per cent of the cost of a
Criminal Investigator, with a
new car and two-way Radio.
We are now attempting to
finance the cost of a Law Clerk,
using Federal Funds. We also
expect to continue to fund the
Intern Summer Program,
furnishing a Law School Senior,
during the Summer Months to
aid in researching the Law for
the D.A. This office is quite
overworked and understaffed
which causing a slow down in
our entire Court Operation.
Something will have to be done
soon to correct this.
Our regular “Gripe Session”
Saturday turned up some
rather interesting situations in
which our Commission will be
asked to act on. Since some of
them are of a Personal nature
we will not go into details about
them. I am appreciative of the
confidence you are showing in
our Commission by your
Comments and Problems. This
makes for a better county.
On our Radio Program
Sunday, one caller raised a
very important question which
could affect all of our people.

myself. It is a very touchy
situation and should be dealt
with after much study. My
personal opinion is that the
couty should not venture into
providing two law enforcement
groups funding at the same
time. I am very intersted in up
grading our Law Enforcement
because we know it is not up to
par at this time. The causes
may be due to lack of funding.
They may not be.
I am leaning to the idea of
requesting our Legislators to
pass Local Legislation this next
session, authorizing a
about breakfasts than about
any other meal, whether to
have one at all, or what to eat
and how much. No doubt,
one’s attitude toward break
fast is relative to one’s view of
life as the day begins and to
the chores that lie ahead.

Referendum allowing the
voters of this county to express
their wishes. This Referen
dum would permit you to
decide if you wanted the
Sheriffs’ office to be the Civil
Arm of the Court with a Sheriff
and not over Two Deputies to
handle all Civil matters. All
Criminal matters would be
handled by a county Police
Department with Politics taken
out of Law Enforcement. This
County Police Force would be
governed by the County
Commission using an
Appointive Board with com
plete authority to act on
“In earlier times down on
the farm, breakfast was an

continental breakfast of rolls
and coffee seemed quite
enough.
“The experts suggest that

largely of saturated fat. Nev
ertheless, many breakfasts do
contain far more saturated fat
than one person should con
sume in an entire day. And of
matters governing this Police
force. These members would
have staggered terms and
could be removed only by
preferring charges. This would
take the Politics out of Police
Protection.
Let me again say that I am
interested in better Law
Enforcement. As one Com
missioner, I am prepared to
vote the necessary money to
provide this. Let the other
Commissioners and myself
know if you are interested in a
Referendum to determine the
wishes of all our people
regarding this matter. We need
course, the more fat a meal
contains, the less protein, vit
amins and minerals it pro
vides.
