‘Senseless Burning Will Cause Hardships’

This past week was one that
none of us would care to have
repeated. It affected all our
people and hopefully will help
us get together to work in the
interest of the county. The
Senseless burning of the
Courthouse will cause us a
great deal of hardship. It
destroyed a well known
landmark but we will build
back. All the county’s
essential records were saved
and the county will continue
to operate. The worst damage
to us was a further loss of
respect of our county by other
people and the sentential loss
of the courthouse.
We did have to operate our
county the past week in a
state of emergency in order to
secure office space, equip
ment and other items to
continue governmental ac
Nix Asks School Holiday Extension
'To insure that Georgia
public schools will have
enough fuel oil to heat their
buildings and enough gasoline
to transport their students
during the remainder of the
1973-74 school year, the
Georgia Board of Education
approved a resolution at its
November meeting which
calls for the federal govern
ment to adopt measures
which will circumvent the
problems resulting from the
fuel crisis.
Macon County School Supt.
Jack L. Fokes made a per
sonal appeal on this issue to
the board at its committee of
the whole meeting.
I “The suppliers have the
fuel,” Fokes told the board,
‘fbut they can’t provide it for
my school system because the
quota system allocates fuel on
tne basis of what was ordered
tke same month last year.
Last year I ordered my fuel
(luring different months than
I* have placed the orders this
year. My present fuel oil
supply will heat the schools
until the start of the Christ
mas holdiays. After that,
unless we are allocated more
o|l, we will have to close the
schools until next March—
which is the next month
Macon schools will be eligible
for fuel under the quota
system.”
The resolution passed by
the state board requests the
Secretary of the U. S.
Department of the Interior
“to intervene in the fuel crisis
on behalf of Georgia public
school students in order that
sufficient fuel be made
available to heat Georgia
schools...(and) devise a
formula that would assure
local boards of education and
adequate supply of gasoline
for the operation of public
school buses.”
The board also endorsed a
suggestion that Jack P. Nix,
Georgia superintendent of
schools, next week discuss
with local public school
superintendents’ the possib
ility of slightly altering school
calendars to help conserve
fpel and lessen the intensity of
the crisis.
Nix’s recommendation is
that the end of the year
holiday be extended to start
Friday, December 14 (rather
than December 19) and end on
Monday, January 7 (rather
than January 3) to eliminate
the need to heat the school
buildings for a few isolated
days.

asked if we were advertizing
for bids in a proper manner,
the answer is no. We have set
up Committees from our
commission to contact dif
ferent vendors and wrecking
firms and ask for their bids.
This is not in violation of our
laws and this commission has
tried to keep these activities
to a minimum. None of us are
making a profit and all of us
are giving our time and ef
forts towards taking care of
this most unexpected hap
pening.
To you many, many people
who have contacted me in
regards to building the
courthouse back, I would
advise you that my mind is
open regarding the location of
it. Contrary to what some of
us commissioners have stated
in the papers and over radio
result in the schools being
closed during some of the
coldest days. Since Georgia
law requires that each school
year run 180 days, the missed
days could be made up during
the spring holidays, on
Saturdays or at the end of the
normal school year when the
weather would be more
comfortable,” said Nix.
In other business, the board
heard and approved a
resolution from the Georgia
Board of Education Cer
tification Study Committee on
the question of continuing use
of the National Teacher
Examination in the granting
of six-year teacher cer
tification. Sub-committee
chairman Mrs. Carolyn
Huseman explained the ac
tion, saying, “We’ve found
that across the country the
NTE is used to measure basic
knowledge, not classroom
teaching competency. In
Georgia, we’ve been using the
NTE in much the same way
for over a decade and we
think it’s worth keeping as
one of the several
requirements for six-year
certification. Of course, it’s
not the last word, but it is the
best measure of general

I will not be rushed into a
hasty decision regarding the
location of a new courthouse
and will listen to any persons’
opinion regarding this

important matters regarding
this until more information is
provided me to make up my
mind.
My personal inclination at
this time is to build a com
bination Courthouse and Jail
complex behind the present
County Administration
building. So many of you
have asked that we consider

rebuilding on the present
location that I asked a well
known Architect if it would be
at all practical to rebuild in
the present location and for a
building to take care of the
future needs of over 50,000 in
our county? He assured me
that it would be, so I can’t rule
out my vote for rebuilding at
the present location. One
thing that we commissioners
should do is proceed in this
matter in an unhurried
manner and listen to all our
people. This matter is of the
utmost importance to all our
citizens and we sould show the
good sense to act in a manner
that would be in the best in
terest of the entire county.

and offered buildings,
equipment and other needed
items. This makes me realize
that we do have some of the
best people found anywhere.
I met with the 9th District
Commissioners in Gainesville
Wednesday following this fire
and got an opportunity to
thank all the Commissioners
of Hall County for their
assistance in fighting this
fire. I also got an opportunity
to remind these Com
missioners that our county
would be happy to respond to
a similar emergency. We
hope to get word to the other
Cities and Counties that we
did appreceiate their help.
Sometime we overlook
school buses in line with all
federal regulations.
Three comprehensive high
school sites were approved
for Muscogee County, in
cluding sites for New South,
New North and Kendrick

Senator Beverly Langford
is working to help us receive
any assistance that the state
might have available. He also
is working towards speeding
up the State Patrolmen we
are supposed to have assigned
here. There has been a snag
regarding this matter due to
the small graduating classes
being held. Our other three
Representatatives have
responded to this situation
and were able to help get
Gov. Carter put up a $250
reward.
At this time, the Com
mission is planning to hold the
meetings in the Forsyth
County Bank Building. This is
the latest word. Remember
that the Public is invited to all
our meetings and I welcome
you to them.
