Where Do We Rebuild Our Court House?
County Commission News
J. LANIER BANNISTER
Where do we rebuild our
Courthouse? This seems to be
the most important issue at
this time and will probably
remain so until a firm
decision is made. I wish I
could tell you that I had the
answer but I don’t. Many of
you citizens have contacted
the other Commissioner and
myself both pro and con. This
is a good sign of an active
democracy and we should all
appreciate this.
Since our last report we
have had another offer of 20
acres of land off the Pilgrim
Mill Road in Cumming for
this project. Their were no
springs attached to the offer
involving disposing of the
present property. The only
strings attached were that

Sorry to have missed a
column last week, but the
holiday early deadline of the
NEWS caught me still stuf
fing turkey, so I postponed my
visit with you till this week!
In the last column, we bid
our farewells to football
season, and turned thoughts
to what is next for the F.0.C.,
Sparklers and Red Flames.
At the Band Booster Club
meeting on Nov. 15, Lon
Turner and Tricia Browning
discussed with parents
present the problems and
accomplishments of the band
kids and the program thus far
this school year. If you have a
youngster involved in any of
the three bands, it’s a good
idea for you to keep the line of
communication open between
you, your child and the
directors. It is the only way
you can know what is hap
pening with our music
program, and what you can
do to encourage and help. The
next Booster meeting will be
the third Thursday night in
January.
The Flash of Crimson went
directly from the final foot
ball game to a parade the next
morning, leading the Jr.
Misses around the square and
down the street. The weather
was still chilly, which was o.k.
with the kids, because
marching, in addition to being
good exercise, keeps you
warm!
That night, Nov. 10, the Red
Peppers performed at the
Lanier Jr. Miss Pageant, as
they have for several past
pageants. They continue their
busy schedule with two ap
pearances December I—one
at Lanier Village Shopping
Center this Saturday mor
ning, and another at the

this present property would
be kept intact and the people
giving the new property
would be recognized by a

be other offers for property.
As stated on the radio
program this past Sunday,
Commissioners Lawton
Sosebee and myself would
prefer that the matter of
locating the new courthouse
be decided by a straw ballot.
Commissioner Crawford Roe
has so stated to me and others
that he would prefer that this
major'decisfoff be decided by
all our interested people by
this method. We would fur

rebuilding back at the present
location is not the first choice
of this Commission. I have
heard each and every
night at Upper Elementary
Gym. This “dirty dozen” r -as
one member refers to them,
puts in a lot of extra time, and
they’re doing a fine job
representing the F.O.C. and
all of us here whenever they
perform. I not only enjoy
hearing them play, but keep
an eye out for the antics which
have become more
pronounced with each per
formance! Their music, and
their inimitable style of
presenting it this year,
combine to make people feel
better and I enjoy, also,
watching the crowds watch
the Peppers!
Once a week another group
within the F.O.C. gets
together for rehearsal: the
“What You Always Wanted
To Know About A Quintet”
Quintet! They work out for a
couple of hours, on their own,
working toward some per
formances this year, but also
working for the sheer en
joyment and musical ex
perience and education.
Their fearless leader,
Mitchell Gordon, has an
appearance coming up with
another group... you can read
about that elsewhere in this
week’s NEWS...and we are all
proud of his accomplishment.
When our F.O.C. members
and Alumni move into other
musical arenas, we share the
pride, as the family we are.
Even now Tricia Browning
is looking toward spring and
the annual concert of the
Sparklers and Red Flames.
She and the youngsters wish it
were possible to get the
members of the two bands
together, from all the schools,
more than once a year. But
for now we look forward to the
time when we can hear them
play, not as little groups in
each school, but as two
complete bands, on their
annual concert. Mamas and
Papas, .think of that during
these practice sessions!
The F.O.C. is working on
selections for the Christmas
Concert, still set for
December 18 in the high
school gym. Those of you who
have been with us in the past
six years know that you will
not only hear some traditional
Yuletide music, but are in for
musical surprises as well! We
have a wonderful time, a very
special time, and we hope you
will join us.

It’s always reassuring to have the good things in life at a bargain and
electricity is no exception. Look at Georgia Power. About one-half of our
customers would be in the column for 500 kilowatt-hours a month. And
would have the lowest monthly bill on that list. If you use more electricity—
-1,000 kilowatt-hours, for example look at the column on the right. Your
bill would still be lower than in most of the cities surveyed.
In fact, our price is more than 20 percent below the national average
of all investor-owned utilities. And it’s been well below the average for
years. But it gets tougher every year to hold prices down, with inflation forc
ing up the costs of everything we must buy to serve you.
That fact, along with constantly growing demand, has made it neces
sary for utilities everywhere to ask for increased prices So we wanted to see
how Georgia Power measures up to utilities serving other cities.
And we thought you’d like to know, too.
'-With winter rates (November through May), a Georgia Power customer's bill (g)
for 1,000 kilowatt-hours would be lower than the figure shown.

THE FORSYTH COUNTY NEWS—WEDNESDAY, NOVEMBER 28, 1973-
but they will probably be
resumed in January. You will
be notified at some later date
regarding this.
Several of you have called
us regarding various
violations of our Zoning
Regulations and Soil Erosion
Regulations. It appears that
some of you disregard these
regulations and proceed to
start building without the
proper procedures. This is
unlawful and does involve
fines and enjoinments by the
court. We would advise any of
you builders to cease these
practices because we will
have to require the necessary
legal actions be taken. We
have a full-time County
Engineer at this time. His
main duty now is to work with
the Zoning Office on Soil
Erosion Control Programs.
These will involve securing
the necessary permits for the
Grading for building
projects. We expect that
these permits be secured and
the approved Soil Erosion
Control methods be followed.
There is still much com
plaints regarding people in
mobile homes owing for
Decals while others have
paid. The Sheriff has in his
possession several warrants
to be served. It is up to his
office to serve these warrants
and take the necessary ac
tions in getting this regulation
enforced. If most people due
to pay this Decal fee pay, all
should pay, or none should
pay. I am in agreement with
you people who are calling me
about this matter.
House movers are also
unhappy about the S2OO fee
for moving houses. Some of
them tell me some of the
houses they move are worth
just a little more than this
amount. If this is the case,
you can see one of the reasons
we would have a regulation of
this type. Any SI,OOO to $4,000
PAGE 17
dwelling is a terrible drain on
the other taxpayers of the
county. With the more than
3,000 mobile homes we now
have here, these houses from
other counties will not im
prove our'tax base and can
result in the complete break
down of our county due to our
inability to secure taxes from
what’s left to support all the
services. Most of us don’t
want this county to become a
dumping ground for Fulton,
Gwinnett, DeKalb and other
counties abandoned houses.
Your advise and comments
are always welcome. Please
continue to give them to the
other Commissioners and
myself.
