Should Know
FACTS EVERY TAXPAYER SHOULD KNOW
1. AD VALOREM means “according to the value."
2. The Board of Assessors DO NOT make property values-YOU as a buyer or seller in
the real estate market, create property values. Assessor/Appraisers merely interpret
what is happening in the market place.
3. The Board of Assessors do not establish the tax levy/mill rate-The tax rate is
established by the COUNTY COMMISSIONERS and LOCAL SCHOOL BOARD in
the following manner:

4. A MILL is 1/1 Oth of 1 per cent.
5. Your ability to pay has NO BEARING oil your property valuation/assessment.
6. Assessments for Ad Valorem tax purposes are, BY LAW, to be based on a ratio of
40% of the (appraised) market value as of the Ist day ot January of each and every
year.
7. All types ot property, both real and personal, are taxable unless specifically
exempted by state law. (Very few are exampt-don’t assume anything-check with
your local assessor’s office.)
8. ALL persons WHO OWN BUSINESSES, by Georgia Law MUST declare the value of
the stock of goods, merchandise, wares of every kind, store fixtures, mill supplies,
raw materials, machinery and equipment, etc. (SAME AS RETURNED FOR
GEORGIA INCOME TAX PURPOSES) - EVERY YEAR.
9. REAL PROPERTY DOES NOT have to be returned each year PROVIDED:
a. The property was returned by you or the Board of Assessors and you were the
owner.
b. You have not sold any of your property or given any away.
c. You have NOT made any IMPROVEMENTS of any kind. This DOES NOT
include repairs or maintenance, bui DOES include but is nut limited to
swimming pools, porch or carport enclosures, room additions, central air
conditioning, extensive remodeling, patios, sundecks, etc.
d. You have not razed any buildings or had any destroyed by fire or the elements.
10. ALL FARM EQUIPMENT MUST BE RETURNED EVERY YEAR. (Tractors and
associated equipment-hay bailers, combines, milking equipment, etc.) ANY FARM
EQUIPMENT NOT RETURNED AND FOUND BY THE BOARD OF ASSESSORS
MAY RESULT IN A 10% PENALTY ON SAME.
11. ALL LIVESTOCK MUST BE RETURNED EVERY YEAR. (Horses, cows, mules,
pigs, etc.) ANY LIVESTOCK NOT RETURNED AND FOUND BY THE BOARD
OF ASSESSORS MAY RESULT IN A 10% PENALTY ON SAME.
12. Every HOMEOWNER is entitled to a 52.000 HOMESTEAD EXEMPTION which
must be applied for each time the homeowner changes his or her place of residence.
(This applies to mobile homes receiving homestead exemption.) After once
applying for homestead exemption, the exemption will be granted AUTOMATI
CALLY each year provided the home is not being rented and there is no change ol
residence.

13. Homeowners 65 years of age or older are entitled to a 54,000 HOMESTEAD
EXEMPTION. This exemption is granted each year upon application, subject to the
following conditions:
a. The property must be in the name of the applicant.
b. The NET INCOME of the applicant including the income of said applicant’s
spouse and incomes from all other sources (except Social Security benefits) for
the immediately preceeding year must not exceed $4,000.
THIS EXEMPTION MUST BE APPLIED FOR EACH AND EVERY YEAR
14. All personal clothing, household and kitchen furniture used within the home are
now exempt provided they are not held for rental, sale or commercial use and
therefore do not have to be returned for ad valorem tax purposes.
15. ALL RETURNS MUST BE MADE BETWEEN JANUARY Ist AND APRIL Ist OF
EACH YEAR. THERE ARE NO EXCEPTIONS-RETURNS NOT MADE MAY BE
PENALIZED 10%.
16. Mobile home registration must be renewed annually and current decal purchased.
The renewal period shall be from January I through April 1 of each year. Taxes
for the current year and all unpaid taxes for previous years shall be paid before
issuance of any relocation decal.

How To Preserve
Your Eyesight
Are you looking out for
common safety hazards
which threaten your eyes?
We encounter such hazards
constantly, and remaining
blind to them could cause us
to lose our precious gift of
sight. Here’s how you can ex
ercise a little foresight in
everyday situations.
When an eyelash or dirt
speck gets caught in your eye,
think before you rub. The
membranes protecting your
eyeball and inner lid are
fragile, and rubbing could
scratch them. It could also
push the invading speck or
eyelash deeper into your eye
tissue, possibly leading to in
fection.
Take advantage of your
body’s natural eyewash
tears. Gently take hold of your
upper lashes, pull your lid
outward and down, and hold it
there for a few seconds. If this
doesn’t wash the foreign body
out, you may need to repeat
the procedure, finally wiping
with a soft, clean tissue or
cloth.
Should the speck still fail to
come out, put your thumb on
the tip of your lower lid and
press down while you look to
ward the ceiling. If this
doesn’t work, see an
ophthalmologist (a medical
doctor specializing in eye
care).
To protect your children’s
eyes, keep sharp tools and in
struments, bows and arrows,
B-B guns, firecrackers, ex
plosives and other possibly
harmful things out of sight
and out of reach. When you’re
out on that nature trail, be
careful not to let a branch
snap back in someone else’s
face.
If your eyes accidentally
get splattered with acids, al
kalies, other chemicals, hot
oil, cigarette ash or match
sparks, call your physician
without delay. Till he can get
to you or you can get to him,
irrigate your eyes with water
only and protect with a sterile
compress, avoiding pressure.
Prompt action can make a
SIGHT-SAVING difference.
Eye examinations by an
ophthalmologist or an op
tometrist (a licensed nonmed
ical practitioner who can
measure your vision and pre
scribe corrective lenses, but
cannot treat medical eye
problems) are vital in pro
tecting your vision. Children’s
eyes should be checked before
entering school, and prefer
ably earlier. Having a hard
time seeing may cause your
child to have a hard time
learning. Such a situation can
lead to secondary emotional
disorders.
Your ophthalmologist will
tell you how often he feels
your eyes need to be ex
amined. Authorities recom
mend that people over the age
of 35 have their eyes checked
at least once a year. Glau
coma, the No. 2 cause of
blindness in the United States,
is most prevalent in this age
group. Glaucoma may go un
noticed while it gradually,
painlessly and irreversibly
destroys your sight.
Wilfred D. David, M.D.,
former executive director of
the National Society for the
Prevention of Blindness, sug
gested periodic checkups by
an ophthalmologist to guard
against possible eye threaten
ing side effects if you are tak
ing certain types of medica
tion. Such medications, in
clude steroids, diuretics, oral
contraceptives, antibiotics,
central nervous sytem de
pressants and stimulants and
systemic drugs for such con
ditions as diabetes, cardio
vascular disease and rheuma
toid arthritis.
Experts warn that trying to
treat your eyes yourself can
be dangerous.
