JOEL fl Chigger vv WEBB
County
Commissioner
Post One
I want to take this opportunity to ask for your support and
vote in the Democratic primary August 13.1 feel it is time for
less talk and more action in county government.
Every candidate should explain what he is for, and I will
try to do so here. I won’t be able to visit and talk with
everyone before the election, so please take time to read my
PLATFORM:
COOPERATION Those elected by the people should not allow personal
grievances and resentments to interfere with the conduct of the people's
business. If elected I pledge to cooperate with the other commissioners and
county officials, with city officials, state legislators, and state and federal of
ficials.
ROADS Taxpayers have a right to expect that roads they must travel will be
properly maintained. I will work for better maintenance of roads county-wide
and for repair work that holds up. I feel we should also make sure no more sub
standard roads are built in this county.
RECREATION I believe our country government has a responsibility to provide
recreational opportunities for our citizens —young and old, as many other
Georgia counties are doing. Federal and state funds are available for this pur
pose—we should apply for them.
LAW ENFORCEMENT The county commission should cooperate with and
support enforcement officials elected by the people. A growing county like ours
needs effective law enforcement and we must constantly strive to upgrade our
law enforcement programs.
PROPERTY TAXES I am convinced that the property tax is an unjust way to
finance local government and public education in a growing county such as ours.
It works an unfair hardship on our senior citizens, farmers, and all people with a
moderate size homeplace. There is little a county commissioner can do about
this, but I will work to prevent further forced increases in the county tax digest
and urge our legislative representatives to introduce legislation proposing other
sources of revenue and tax relief for particularly hard hit property owners.
GROWTH The commission must act to regulate the growth which our county
faces so Forsyth will remain a wonderful place to work and live. We need strict
controls on development and building. We should have started long ago seeking
federal assistance for county water and sewerage systems.
MANAGEMENT Our county government is a multi-million dollar enterprise.
The people's business should be conducted in a professional businesslike manner
so that taxpayers' hard-earned dollars are spent wisely and efficiently.
FINANCIAL ASSISTANCE The state and federal governments have dozens of
programs of which Forsyth County should take advantage. If elected I pledge to
apply for any available state or federal funds. We should also consider hiring a
professional in government administration who "knows the ropes" of getting
financial assistance for this county.
FIRE DEPT, and CIVIL DEFENSE These dedicated volunteers have made
unbelievable progress. Their tireless efforts have resulted in lowered insurance
rates for most county residents.
OUR OWN REPRESENTATIVE This county deserves to have its own
representative in the state House, but we'll never get one by insulting the
representatives we have now. If elected, I will lobby hard to get our own
representative.
HONESTY and FAIRNESS The people deserve to know what is going on in their
county government, and to know that their business is conducted honestly. I
pledge to insist upon purchasing based on bids, and to be honest and fair in all
decisions.
COURTESY and CONSIDERATION Our citizens deserve to be treated with
respect and courtesy at commission meetings and at all other times. I may
disagree with you, but I will not insult you or try to humiliate you. I promise to
give any citizens' views courteous consideration.
