I hope that all Forsyth County cattle producers registered
at the county ASCS offices last week and this week in order to
vote in another beef referendum. The voting will take place
f Feb. 19-22 Also at ASCS offices.
; This referendum will give producers throughout the nation
a chance to vote on whether they want to implement the Beef
Research and Information Act. This act is the enabling
legislation which makes it possible for the cattle industry to
establish,‘finance and operate a coordinated self-help pro
gram.
Here afe several questions and answers which may be of
interest to local cattlemen.
Q. How will the program be financed?
A. Every cattleman along the production chain will
automatically invest two-tenths of one per cent (20 cents per
$100) of the value he adds to the animal. At the end of the
.chain, the packer will collect and remit the combined
assessments to the beef board.
PAY FAIR SHARE
Q. Who will pay most of the cost?
A. The value added plan is designed so that the cow-calf
man, Stocker operator, feeder-anyone who owns the animal
will pay his fair share based on the value that he adds. Your
.‘contribution to the program will be in direct proportion to
‘your involvement in cattle production. The big producer will
invest more because he markets more animals. The smaller
will invest less because he markets fewer animals.
’ Q. Will a farmer be assessed if he has a calf slaughtered at
■a locker plant and takes the meat home?
* A. Not if it is a calf of his own production. But, if someone
purchases a calf and has it slaughtered, there will be an
assessment based on fair market value.
Q. Why not assess imported beef?
A. If foreign beef producers were assessed, they would be
entitled to seats on the beef board and most U.S. producers
'would object to that.
■ Q. Will any of the money be used for lobbying?
■ A. No. The law prohibits use of any of these funds to in
•fluence legislation.
BEEF BOARDS MEMBERS
Q. Who will operate the program?
A. The beef board. Cattlemen will be nominated to the
board by state or regional cattle industry organizations and
appointed by, the Secretary of Agriculture. The number of
board members from various states will be determined by
cattle populations of the states. Based on the 1979 cattle in
ventory, the board initially will have 60 members. The act
permits up to 68 members.
Q. Can a producer get a refund?
A. Yes. Simply by writing to the beef board and supplying
syidence of assessments paid. Refunds will be made prompt
ly. That’s the law.

Eligible wheat and feed
grain producers in Forsyth
County were contacted by
telephone or personal con
tact recently and actions
taken with respect to offset
the potential impact on farm
prices and income as a result
of the suspension of
shipments of agricultural
commodities to the Soviet
Union was explained to
them.
Effective immediately,
the U.S. Department of
Agriculture will:
1. Increase the wheat loan
price to $2.41 a bushel.
2. Increase the com loan
price to $2.26 a bushel with
comparable increases in
loan prices for the other feed
grains.
3. Increase the reserve
release price to $3.75 a
bushel for wheat, represen
ting 150 per cent of new loan
price.
4. Increase the reserve call
price to $4.63 a bushel for
wheat, representing 185 per
cent of the new loan price.
5. Increase the reserve
release price to $2.63 a
bushel for com, representing
125 per cent of the new loan
price.
6. Increase the reserve call
price to $3.05 a bushel for
com, representing 145 per
cent of the new loan.
7. Make comparable in
creases in reserve release
and call prices for the other
feed grains.
8. Waive first year interest
costs for the next 13 million
tons of com (com only)
entering the reserve.
