Street, due to the continued
negligence of our so-called
insurer, Safeco Insurance
Company, in settling our
claim of Sept. 1,1979.

Dear Sir:
I was appalled to learn the
commissioners refused Pro
bate Judge Joyce Hawkins’
request to hire an employee
who had been working for
her under the CETA Pro
gram.
A county with a population
of some 30,000 people, in
order to be adequately serv
ed, requires at least two
fulltime clerical positions in
the Probate Judge’s office.
The tasks the Probate
Judge is charged with are
many and varied. The broad,
general areas of jurisdiction
are: The probate of wills;
the granting of letters of
testamentary and letters of
administration and the
power to repeal or revoke
such letters; the sale and
disposition of property
belonging to and the
distribution of estates of
deceased persons; the ap
pointment and removal of
guardians of minors and per
sons of unsound mind; hear
ing and determining the
necessity for compulsory
hospitalization of mentally
ill persons, alcoholics and
drug dependent individuals;
issuing marriage licenses
and certificates; issuing per
mits to carry pistols or
revolvers; serving as local
registrar of vital statistics;
recording and maintaining
records of wills filed with the
office for safekeeping, wills
filed for probate, bonds fur
nished by executors, ad
ministrators and guardians,
performance bonds for coun
ty officials, appraisals, in
ventories and schedules of
estates, sales and accounts
of estate property, marriage
licenses and certificates of
marriage, and firearms
licenses; superintendent of
elections; taking petitions
for habeas corpus, except in
felony cases or where a per
son is being held for extradi
tion under warrant of the
Governor; and receiving
pleas of guilty and imposing

waives a jury trial.
Rather than cutting all
CETA positions, would it not
have been better to consider
each case individually? The
CETA worker in Judge
Hawkins’ office has per
formed satisfactorially for
18 months. To continue her in
that position would have
been more economically
feasible than to train a new
person, let alone for a part
time position.
I appreciate the efforts of
the commissioners to hold
the line on taxes, but ser
vices must be adequately
rendered. The Code of the
State of Georgia demands it.
I respectfully request the
commissioners to reconsider
this ill advised decision.

Madness Grows
Dear Editor:
Your last paper had much
of the usual reaction to re
cent world events. Hope you
will print my reaction.
Guns and bombs, how
many we have versus how
many the others have, is
about the depth of our
understanding of power. It is
a shame, because there is
much more to power than a
gun in hand or a missile on a
pad. Christian ministers
(who write in your paper) of
all people should know!
Russian soldiers have
been in Afghanistan little
more than 10 days.
American soldiers were in
Vietnam 10 long years. We
do not realize how paranoid
we have become. The same
people with the same pitiful
reasons that promoted our
war in Vietnam are now cry
ing for a draft of our young
men and for more weapons.
They call it “supporting a
strong America”. Well, let
me say, if this is all that
strength means, well all of
us, are in for one heck of a
time.
If a man armed himself
like a nation arms itself, the
neighbors would send him to
a mental institution. If a
man, armed to the teeth,
began to talk about how
sorry and low down his well
armed neighbor was, you
could bet that neither was
much to brag about.
However, men in this frame
of mind are not content, they
like to herd their neighbors.
The madness grows. Such
behavior is never merely
hatred of another, it is also
hatred of the self. Of course,
the self hatred is un
conscious. Indeed, this men
tal condition desperately
needs an enemy to deflect
his would-be self hatred
upon.
We do not hate Com
munism. We are already
making bosom buddies of the
Chinese Communists. Com
munism is a grand focus for
our hatred. What we hate is
the loss of power, the in
creasing inability to in
fluence people in spite of our
great weaponry. We hate the
nagging thoughts, just below
the surface, that tells us that
our morality and religion it
empty. We even suspect that
our crime, drug taking,
divocrce, etc. are also in
dications of the emptiness.
Communism is our
scapegoat. We had rather
risk World War 111 than to
look ourselves in the face. It
is as simple as that.
In the 1930’5, the Germans
were ready to deflect their
self hatreds upon external
objects when Adolf Hitler
came along. He showed the

Germans how to unite. He
made bad guys out of Jews
and Communists. He herded
the willing and obedient Ger
mans by preaching
patriotism. He would quote
the Bible and refer to God as
a good leader often does. The
German people felt better
about themselves with their
hatreds safely focused upon
others. They saw Hitler as
their leader in a march
toward freedom.
We fear the inner world.
We escape it, deny it. This is
the reason most troubled
people know little about their
troubles. They desperately
seek an enemy. In collective
terms a people express
themselves in war. The in
ternal problems become too
painful to face. They are
repeatedly denied political
expression. The problems go
from bad to worse. This
psychological-political
phenomena is the real evil in
the world.

gases to flow in an “S" pattern,
