Georgia is Number One in
the nation in placing hard-to
hire persons in jobs, Gover
nor George Bus bee said
recently.
“Just as important is the
fact that the e loyers of this
state will enjoy tax savings
of $34 million through this
program,” Busbee said in
commending the efforts of
Labor Commissioner Sam
Caldwell and the Georgia
Department of Labor.
“And even more impor
tant,” the Governor explain
ed, “this has opened doors
for individuals who would
not otherwise have been
hired. It is an all-round, ex
cellent program.”
The program is Targeted
Jobs Tax Credit (TJTC), a
joint venture of the state and
U.S. Department of Labor.
Its aim is to give employers
tax incentives to hire hard
core une loyed persons.
Georgia recorded 3,649
certifications during ficasl
fiscal year 1979 - or 120.4 per
cent of its goal. (A total of
3,649 persons have been
hired under the program
since Sept. 26,1978.)
“One of the major efforts
being made by the national
administration is to deal
with both inflation and
unemployment by increas
ing job opportunities in the
private sector,” Busbee
said. “This effort is focused
on encouraging private sec
tor e loyers to hire the
economically disadvantag
ed, disabled individuals, or
Vietnam-era veterans.”

“We’re proud of the
Georgia Department of
Labor for this achievement.
But we’ve only just begun.
This is a good program that
makes plain good economic
sense,” Commissioner
Caldwell said. “Private
employers in our state who
hire hard-core jobless per
son may write-off as much
as $4,500, on their income tax
over a period of two years
under the joint state-federal
progam,” he added.
(The Congress supported
this effort by authorizing
TJTC as a part of the Revnue
Act of 1978; the program
became effective Jan. 1,
1979).
The tax break for
employers is based on wages
earned between Jan. 1, 1979
and Dec. 31, 1980, and the
workers must have been
hired after Sept. 26, 1978, to
qualify for the program,”
Caldwell explained.
The tax credit is
equivalent to 50 per cent of
the first-year wages of up to
$6,000 and 25 per cent of se
cond year wages of up to
$6,000. The maximum tax
credit for the first year is
$3,000 and $1,500 for the se
cond year.
“The tax credit program
(created by the Revenue Act
of 1978) offers taxpaying
businesses direct incentives
to make more and better
jobs available to targeted
groups and to retain these
workers during the critical
first two years of employ
ment,” Caldwell said.
When the program was an
nounced in Georgia early
last year, Caldwell predicted
that it would mean the crea
tion of several thousand new
jobs and a tax savings of
several million dollars for
employers.
The commissioner ex
plained that tax vouchers
have to be filled out for seven
categories of persons who
originarily would have dif
ficulty obtaining work, in
cluding recipients of Sup
plemental Security Income
(SSI) payments, handicap
ped persons referred from
vocational rehabilitation and
the Veterans Adminstra
tions, youth 18 through 24,
who are members of
economically disadvantaged
families (with income the
preceding six months less
than 70 per cent of the
Bureau of Labor Statistics
lower living standard.)
Also, Vietnam-era
veterans under 35 years of
age who are economically
disadvantaged, recipients of
general assistance (state or
locally financed welfare) for
30 or more days, youth 16
through 18 who are par
ticipants in an approved
cooperative education pro
gram, and ex-convicts
(felons) who are
economically disadvantaged
and hired within five years
of release from prison or
date of conviction,
whichever is later.
