The Georgia State Patrol
says it has found a way to
eliminate the majority of
cheaters in the state’s no
fault automobile insurance
program. The process,
according to Georgia Public
Safety Commissioner Col.

announced changes in
Georgia’s industrial loan
regulations that could re
duce the cost of small loans
for thousands of Georgians.
The new rules, which be
come effective Jan. I, affect
loans regulated under the
Georgia Industrial Loan
Act. These loans range up to
$3,000 and are repayable
within three years and 15
days.
When such a loan is made,
the borrower is normally re

Insulating The Attic
Can Be Very Profitable
While it may not be every
one’s first choice of an in
door sport, spending a day
adding insulation to the attic
can be one of the most profit
able projects done at home.
At least that’s what more
than 100,000 Georgia con
sumers who have insulated
their attics discover each
year.
If the recommended
amount of insulation is in
stalled, it can mean savings
of up to 30 percent on heat
ing and cooling costs. Con
sidering the increase in
energy prices, that is a sig
nificant amount.
Heating a home is like
pumping air into a balloon.
If the balloon leaks, air must
be blown in continuously.
But if insulation is added to
stop the leaks, warmth is
kept inside.
The attic is the major area
where heat is lost in the win
ter and where it builds up in
the summer. That is why it
needs insulation with a high
R-value, which is the mea
sure of resistance to heat
transfer. The higher the R
value, the less heat will es

Attic insulation is avail
able in two major types
mineral wool, consisting of
fiberglass or rock wool, and
cellulose.
Mineral wool is a versitile
and widely used type of insu
lation. This fiberglass or
rock wool insulation can be
purchased in batts or blan
kets with either a foil or a
kraft paper vapor barrier,
or it may be blown in. Batts
have an insulation value of
R-3.3 to every inch of thick
ness. Loose fill has an R-va
lue of about 2.2 to the inch.
Cellulose consists of finely
ground newspaper or other
paper products mixed with
fire-retdrding chemicals.
Cellulose insulation is eco
nomical and relatively easy
to install. Either poured or
blown in, it has an R-rating
of about 3.5 to the inch.

home is insulated is a major

On Hazardous Waste
Georgia residents have the
opportunity to voice their
opinions on the issue of haz
ardous waste management
when the House Natural Re
sources Committee holds a
public hearing on Monday,
Nov. 24, 9:30 a.m. to noon in
the Macon City Council
Chamber.
Natural Resources com
mittee chairman state rep
resentative Pete Phillips, D-
Soperton, said the purpose of
the hearing will be to receive
public input regarding the
subject of hazardous waste
management in Georgia.
The Natural Resources
Committee has been study
ing the topic for more than
two years in an effort to
come up with a hazardous
waste proposal that will be
fair and equitable to the citi

state patrol has been receiv
ing up to 450,000 notices of
cancellations a year of
which only 20 percent were
of the cheater variety, This
has caused a major adminis
trative headache with un
ncessary paper work and
postage. Now the patrol will
get only those cancellations
which actually lapse.
Insurance companies are
given the option of reporting
on paper or by computer

patrol to more quickly re
spond with suspension no
tices. Drivers still have the
right of administrative ap
peals to any suspension no
tice.
Col. Hardison said the im-
provements in the no fault
insurance program will be of
great value to the majority
of law abiding citizens who
comply with the law.
