Area Forest Management Plan Viewed

Thomas said recently.
Thomas made the remark as
he announced the major is
sues being addressed in the
land management plan for
Georgia’s two national for
ests.
Land management plan

approach for deciding how
the Chattahoochee and Oco
nee National Forests should
be managed for the next ten
years, enters its second
stage with the announce
ment of these major issues
The first stage of the plan
ning process involved identi
fication of issues of public
concern. Thomas noted that
hundreds of Georgians pro
vided comments on their
concerns during this first
stage. Issues raised ranged
from the availability of rec
reational opportunities to
law enforcement procedures
to timber harvesting meth
ods.
Thomas explained that
“each of the comments we
received underwent a two
step review process. The re
sult of this evaluation was
the following list of major is
sues. Each of these issues
were found to be of sufficient
scope, intensity and duration
to be addressed in a long
range plan.”
The major issues are:
• What timber harvesting
methods should be used on
national forest lands?
• What should be the final
recommendations for RARE
II “further planning” areas
in the Chattahoochee Na
tional Forest?
• How should the Forest
Service road system be
managed to meet resource
needs and public needs?
• How much of what types
of recreational opportunities
should be provided on na
tional forest lands?
• What role should the
Chattahoochee/Oconee Na
tional Forests play in pro
viding firewood?
• How can the soil re
source be managed to pre
vent erosion and the
reduction of water quality?
• How can violations of
laws and regulations be re
duced on Natural Forest
lands?

Clarence Barnes, district
director of the Atlanta Small
Business Administration
(SBA), announced last week
that the State of Georgia has
been declared by SBA to be
eligible for low-interest rate
disaster loan assistance as a
result of this summer’s
drought and excessive heat,
beginning June 1 going
through Oct. 16.
“This action will allow
many farmers and non
farm, agricultural-related
businesses in Georgia to bor
row from SBA for their phys
ical and economic losses at a
very low interest rate,” said
Barnes.
Farmers who suffered
crop losses as a result of the
drought and extreme heat
can now borrow to cover the
physical losses incurred.
The interest rate for physi
cal loans is either at BV4 per
cent or five percent
depending on whether, in
SBA’s judgement, credit is
available elsewhere at a rea
sonable rate.
It is not anticipated that
applicants will be able to as
certain their real losses,
both physical and economic,
until after the harvest of
crops. Because of the wait
and-see situation, SBA has
set the deadline for physical
loans at April 21, 1981 and
for economic injury loans at
June 8,1981.
