Phone Survey
May Be Near
A post card opinion survey
on metro Atlanta telephone
service for Camming has
been set, but may not take
place.
The Georgia Public Serv
ice Commission was dis
cussing enlarging the calling
area for Chickamauga cus
tomers June 2 when it de
cided to act on three other
similar requests for ex
tended telephone dialing
areas and conduct opinion
surveys in all of them.
Jewel Palmer of the Metro
Atlanta Telephone Group
said she talked with two pub
lic service commissioners
Monday afternoon. One told
her the vote would be re
scended, and a second said
he believed the PSC would
take no firm action on Cum
ming’s case until the tele
phone group has been able to
gather all its information.
The telephone group has
hired a consultant to chal
lenge the estimated cost of
providing metro telephone
service to Cumming. Past
studies by Southern Bell and
the PSC are unrealistically
high, the group contends.
The telephone group has
been campaigning for free
metro service since the
1960’5.
Mike Raynor, Bell’s local
manager, said the post card
survey would be sent to
Bell’s customers in the Cum
ming exchange. It would of
fer the option of Atlanta
service at roughly $25 a
month for residential service
and about S6O for business
service.
No date has been set for
the survey by the PSC, who
will conduct it.
PSC engineer James Cru
dip said Monday afternoon
the survey has not yet been
designed. “This takes time,”
he explained. “It is not
something you could do over
night.”
The survey probably will
list what is available and ask

The survey should also
show what metro telephone
service will cost in addition
to local Cumming service,
Crudip said.
It will indicate that not
returning the survey will be
considered a vote against
metro telephone service.
Mrs. Palmer contends
Southern Bell Telephone Co.,
which provides Cumming
telephone service, is using
“scare tactics” to induce
people to vote against metro
service. She said the true
price of metro service will be
much less than what South
ern Bell claims.
The telephone group has
hired a consultant to chal
lenge cost estimates by
Southern Bell and the Public
Service PSC, but is having a
hard time obtaining the nec
essary information, she said.
Southern Bell would call the
group’s consultant and leave
messages with no return
telephone number, she
claimed.
Raynor denied any at
tempt to scare anyone.
“They are in no way meant
to be scare tactics,” Raynor
said of the cost estimates for
metro service. “We are just
bringing out facts.... This is
the prices our engineers
came up with.” Bell’s fig
ures were confirmed by a
separate study done by the
PSC, he said.
The PSC had answered all
but two questions for the
telephone group’s consultant
and had directed Southern
Bell to answer the remain
der, Raynor said. Bell offi
cials had called the
consultant and left mes
sages, but he had not re
turned their calls, Raynor
claimed.
Southern Bell’s original
study estimated the cost of
metro telephone service at
$20.69 a month. The study
commissioned by the PSC
said the cost should be
$15.60.
