The completion of the 1980 census
meant reapportionment was a reality.
By law. Georgia had to reapportion the
General Assembly to conform with the
census . A House district must have 30.-

But Forsyth County had only 27.958.
although local estimates went higher.
What was to be done?
Forsyth County would hare to be
combined with some other area. Wood
said. Parts of Cherokee. Gwinnett,
Dawson and Fniton counties were likely
candidates for absorbtion. "We knew
that had to happen if Forsyth County

Forsyth Representative —
Wood explained.
A senes of public hearings was held
all over the state. Local organizations
presented resolutions asking for a rep
resenatire at Gainesville May 26.
The House committee of reapportion
ment retired to consider the matter and
summoned the local legislative dele
gation to see a tenative reapportion
ment plan giving Forsyth County its
own representative on June 17.
Lawson stressed the plan is a tenative
one. ".Again, this is the first proposal."
All northeast Georgia was tenatively
reapportioned on one map. and if any
one made changes, the entire map
would have to be redrawn. The plan
would undoubtedly go through several
revisions before the General .Assembly
adopts one in August
Under the tenative plan, most of
Hammontree Approved
tation committee, the committee which
had been appointed to study the matter,
said the countv's cost would be SSOO to
s^o.

Bannister Appointed
To Water Authority
By JAY JORDAN
News Editor
Monday, the Forsyth
County Board of Commis
sioners appointed J. Lanier
Bannister to replace the
Rev. Bob Bowling on the
Cumming-Forsyth County
Water and Sewerage Author
ity.
Commissioners Donald
Glover and Bill Barnett were
careful to say they supported
Bannister’s nomination.
Both said they felt there
should be "some consumer
representation" on the au
thority, "some users on the
lines," as Glover put it.
Rev. Bow ling, a Methodist
mininster, is moving to a
church in Thompson. His
resignation is effective July
L
Bannister is a former
county commissioner and
school teacher. He is presi
dent of the Forsyth County
Retired Teachers Associa
tion and secretary of the
Forsyth County Democratic
Party.
The commissioners also
approved budgets for the
county health department
and library.
Of the $175,149 health de
partment budget’ the coun
ty’s share is $70,521. The
budget was approved as sub
mitted except that the com
l
missioners changed a third
full-time health nurse’s posi
tion to a half-time one. The
county's share of the budget
increased from last year by
just about enough to cover
the half-time nurse’s salary.
The mental health depart
ment’s proposed budget of
$11,041 was cut to SIO,OOO
before it was passed.
The library budget of $56,-
690 was accepted. The state
pays part of the budget and
the county and the Forsyth
County Board of Education
split the remainder of $30,285
equally. They each accepted
a $1,576 increase this year.
Later on the agenda, the
commissioners voted to buy
two new patrol cars for the
county sheriff’s department.
These will replace two cars
that have a total of over 300,-
000 miles on them, Commis
sioner Harrison Tallant said.
By buying now, he ex
plained, the county could
take advantage of the low
prices available to the state
when it buys in large quan
tity. Also, if the county
waited until next year, the
price of the cars would in
crease as much as 25 per
cent.
The two Chevrolet Impa
las are ready to be delivered
and will cost the county $7,-
