Georgians
Win Eight
Awards
Georgians won eight top
awards in the high school
division contests at the
United States Skill Olympics
this month, according to Jo
seph Freund, associate state
superintendent of schools for
vocational education,
Georgia Department of Edu
cation.
The national competition
involved 2,000 participants in
36 different contests on June
18 at the Georgia World Con
gress Center. The annual
contest is part of the Vocatio
nal Industrial Clubs of
America 'VICA> National
Leadership Conference.
Georgia winners are
Dwight D. Allen, a student at
Calhoun High School in Cal
houn, who won first place in
the job interview contest;
Mike J. Fowler, Southeast
Whitfield County High, Dal
ton, first place, sheet metal;
Stephen K Land, Thomson
High, Thomson, first place,
appliance repair; Margaret
Anne Reuvers, DeKalb
County Occupational Educa
tion Center, North Dun
woody, first place, dental
assistant; Pauline A. Bu
mann, Bradwell Institute,
Hinesville, second place,
medical assistant; Virgil R.
Morrison, also Bradweli In
stitute, second place, air
cooled gasoline engine re
pair, and Frank Glover Jr.,
Sol C. Johnson High, Savan
nah, third place, bricklay
ing.
The Lithia Springs Com
prehensive High School
VICA club, Lithia Springs,
won the second place na
tional award as an outstand
ing club.
The annual U.S. Skill
Olympics included contests
in automobile and truck re
pair, health skills, commeri
cal meal preparation, hair
styling, welding and other
occupational skills. All par
ticipants were state winners
from VICA clubs throughout
the United States.
VICA is the national orga
nization for youth and adults
enrolled in vocational educa
tion programs that prepare
them for careers in the
trade, industrial, technical
and health occupations.
There are 11,000 VICA mem
bers in 200 Georgia public
high and postsecondary
schools
Immediately prior to the
U.S. Skill Olympics, the
Georgia Department of Edu
cation and national VICA
sponsored the International
Skill Olympics at the World
Congress Center. This is the
first time in its 30-year his
tory the International Skill
Olympics was held in the
United States. During the
three-day event, 208 contes
tants from 13 Asian and Eu
ropean nations and the USA
competed in 33 contests.
The USA contestants who
were finalists in the Interna
tional Skill Olympics are Di
ane Barthol, Seattle, Wash.,
ladies’ hair styling, second
place winner; Doug Robers,
North Bend, Ore., industrial
electronics, second place,
and William Sincavage Jr.,
Pawtucket, R. 1., milling,
honorable mention.
Georgia Club
Wins Awards
Delegates of the Georgia
Distributive Education
Clubs of America (DECA)
earned 10 national awards
during the organization's
35th annual Career Devel
opment Conference at Ana
heim, California recently.
The Trade Winds news
paper, published by Georgia
DECA organization, was a
finalist in its event. A finalist
indicates the winner is
within the top eight national
awards.
DECA members are stu
dents enrolled in marketing
and distributive education
programs in public high
schools and postsecondary
schools. The organization of
fers its members an opportu
nity to develop leadership,
social intelligence, civic con
sciousness and an increased
understanding of distribu
tion and marketing in the
United States free enterprise
system.
At the national conver
ence, 70 Georgia DECA
members represented the
state’s 10,500 dub members
in over 140 chapters.
DECA became an interna
tional organization during
the 1981 conference with the
admission of Canada as an
affiliate.

Blue Ridge Judicial Circuit.
We, the members of this
Grand Jury, chosen and
sworn to serve this March
1981 Term ot Forsyth Supe
rior Court, being recalled on
June 22, 1981, submit the
following commendations
and recommendations:
As a Grand Jury, we acted
upon 84 bills of indictment
that were brought before us,
returning 81 true bills and 3
no bills.
1. Tnis Grand Jury com
mends the following:
(1/ The County Commis
sioners of Forsyth County
for maintaining the county
on a balanced budget and the
efficiency of the Administra
tors.
(b) The School Superinten
dent for continuing to in
crease quality of education
in this county.
(c) The Sheriff and staff ot
the Forsyth Countv Sheriff's
Department tor their service
to the community above and
beyond the call of duty.
(d) The Forsyth County
Hospital Authority and staff
*or the recent completion of
renovation at the hospital
building and for their contin
ued efforts to meet the
health needs ot the commu
nity
2. We recommend that
each subsequent Forsyth
County Grand Jury invite
ihe Foreman or other offi
cers of the previous Grand
Jury to testify regarding the
follow-up of recommenda
tions and presentments at
the first meeting of the cur
rent Grand Jury.
3. After examining county
owned buildings, we recom
mend:
(a) The evidence room at
the jail is in dire need of bins
for organizing and cata
loging of contraband and evi
dence needed for criminal
investigations.
(b) The file room at the
jail needs additional metal
file cabinets and eventually
a larger area will have to be
provided to accommodate
the ever increasing work
flow of the Sheriff's depart
ment.
4. After visiting and exam
ining ail of the school facili
ties we make these general
recommendations:
(a) After reorganization of
school systems in the fall of
1981 due to overcrowded con
ditions, a long range plan
should be established to pre
vent over crowded condi
tions in the future,
(b) Additional studies
need to be undertaken to
alleviate the general prob
lem concerning leaky roofs
and floor coverings.
(c) Heating systems of all
schools should be evaluated
for possible servicing and
repairs.
(d) Evaluate needs for
playground equipment for
all age groups at elementary
schools.
(e) General landscaping
and paving of heavily trav
eled areas in and around
schools be evaluated to pro
vide for general welfare of
students.
(f) Vast improvements in
restroom, shower and locker
room facilities. Also, an an
nex for mentioned facilities
should be constructed at
high school gymnasium.
5. This Grand Jury has
examined the statistical
data concerning the case
load of the Blue Ridge Judi
cial Circuit as compared to
the other circuits of this
State. Based on this data and
the recommendation of the
Judicial Council of Georgia
it appears that the Blue
Ridge Judicial Circuit is en
titled to the appointment of a
third Superior Court Judge,
carrying with the position
one assistant district attor
ney and one secretary, all as
provided by law and all at
State expense.
Prior to the last legislative
session the Judicial Council
recommended nine additio
nal judgeships statewide, of
which one was for the Blue
Ridge Judicial Circuit. Eight
Judicial Circuits success
fully introduced legislation,
it was passed and the cir
cuits received the judge
ships. The Blue Ridge
Judicial Circuit was the only
circuit which did not, al
though being statistically
ahead of some of the circuits
who received such judges.
A Pill creating a third
judgeship in the Blue Ridge
Judicial Circuit was pre
pared but not introduced.
Apparently passage of such
a bill would have been a
certainty if presented by a
united delegation. Instead a
bill was introduced to split
the circuit, removing the
counties of Pickens, Gilmer
and Fannin to a new circuit
of their own, which said bill
was lodged in committee and
never voted on.
There is a strong dis
agreement among the legis
lators. court officials, and
♦he bar of the five counties as
to whether a third judge
should be added lo the exist
ing circuit, or whether a sep
arate circuit should be
created with its own judge.
This Grand Jury has heard
varying views and argu
ments supporting both posi
tions.
Such disagreement,
whether due to personalities,
politics or personal preju
dice (geographic or other
wise) is denying the people
and courts of the Blue Ridge
Judicial Circuit of that to
which they are entitled and
which they urgently need to
meet the demands of an In
creasing case load.
We strongly recommend
that the legislators of this
circuit resolve their differ
ences and pass one of the
bills, perhaps at the Special
1981 Session.
6. This Grand Jury feels
the county needs to increase
the salaries of school em
ployees to a standard equal
to or better than the sur
rounding counties in order to
maintain a high quality of
professionalism in our aca
demic staffs.
7. We, also, feel a need to
increase the salaries of the
law enforcement officials of
Forsyth County. This will
help to maintain a smaller
turnover of trained and qual
ified personnel needed as the
growth of crime is increas
ing in our locale.
8. It is requested that con
sideration be given and ac
tion taken to recommend
that the voters of Forsyth
County be permitted to elect
the Chairman of the Forsyth
County Commission. The
term is to be for four years.
9. We recommend review
and support of Sawnee Asso
ciation of the Arts in their
endeavor to provide the com
munity with Civic Center
and other facilities.
10. Due to the expected
growth of Forsyth County,
the Planning and Zoning
Commission is urged to up
date and maintain a master
zoning plan. This will insure
uniform development in con
junction with county growth
and needs.
