Sherwood Says
Jenkins Wrong
Charles Sherwood, a re
publican candidate for Ninth
District Representative, has
filed a complaint against in
cumbent candidate Ed Jen
kins, for violation of mailing
privileges extended to mem
bers of the U.S. House.
“I have charged Mr. Jen
kins with violation of Section
3210 of Title 39, United States
Code,” Sherwood said.
The code states, “It is the
intent of Congress that a
Member of, or Member-elect
to Congress may not mail
any mass mailing as franked
mail if the mass mailing is
mailed fewer than 60 days
immediately before the date
of any primary election or
general election (whether
regular, special, or runoff)
in which the Member is a
candidate for reelection.”
In its definition of franked
mail, the code includes,
“mail matter which specif
ically solicits political sup
port for the sender or any
other person or any political
party, or a vote or financial
assistance for any candidate
for public office.”
According to Sherwood,
Jenkins mailed 212,000 news
letters to the voters of the
Ninth District within 60 days
of the special primary elec
tion. He added that mailing
the letters cost taxpayers
over $70,000.
“This clearly violates the
letter and the intent of this
law, which is designed to
prevent incumbents from us
ing the resources of the gov
ernment for campaign
purposes,” Sherwood said.
“If Mr. Jenkins, who has
received this year over $2,-
500 in interest alone from his

Summer adjournment of
meetings has now ended. “I
hope everyone has had an
enjoyable and a financially
productive summer,” said
Janette Barfield, president
of the board. “Now, it’s time
to get back to our meetings,
and the business at hand. We
need to accomplish much
before the end of the year,
and I am looking forward to
seeing each of you in atten
dance at our meetings.”
