District Attorney Rate
Banks, 111, and his staff for
their assistance to this body.

County. RECOMMENDA
TIONS:
1. We the Aguust 1982
Grand Jury, after interviews
with members of the Forsyth
County Board of Education
and the present Superinten
dent, and after considerable
discussion has determined
that, for the overall most
efficient operation of the
Forsyth County School sys
tem, the position of School
Superintendent be an ap
pointed one. Thus, it is our
recommendation that the
Forsyth County Board of
Commissioners take such
action as .is necessary to
present a referrendum to the
citizens of Forsyth County
for the purpose of delegating
the authority to the Board of
Education for making this
appointment.
2. We recommend that the
Forsyth County School Ad
ministration explore the pos
sibility that school buses be
parked at their respective
school during non school
hours.
3. We recommend that a
Justice of the Peace be avail
able at all hours of the day or
night to issue warrants.
4. Future Grand Juries re
inspect Forsyth County
Health Department.
5. A procedure be estab
lished by the County Com
missioners and the
Administrator for reporting,
completing and following up
on needed maintenance of
county facilities.
6. We recommend that the
Forsyth County Library be
improved to accomodate
handicapped individuals by
providing sidewalk ramps,
etc.
7. We recommend that fu
ture Grand Jury reinspect
Cumming Elementary
School and Forsyth County
High School gym for roof
repairs which are presently
under contract.
8. We the Grand Jury hav
ing investigated and found
that the school system's bud
get is in deficit, recommend
that the District Attorney
Office investigate to deter
mine if Ga. Code Annotated
Section 32-928 which pro
vides as follows:
"It shall be unlawful for
any board of education to
make any contract involving
the expenditure of funds in
excess of the total appropria
tion for the current fiscal
year: Provided, county
boards of education shall
have authority to contract
for the transportation of pu
pils for a period not to ex
ceed four years. Any
indebtedness created, con
tract made, or order or draft
issued in violation thereof
shall be void." has been vio
lated.
