Brothers Meet Sister Here 31 Years Later

Another irony of the long
separation is that Donald
Leroy, the brother that has
yet to be rediscovered, came
to visit Jane when she a
teenager and never knew it
was the lost sister he was
looking for.
“When I was 13, a young
man came by and talked to
me, saying that he was
looking for his younger sister
who had been adopted in the
same town. Somehow he had
found out I was adopted and
he came by to see if I was the
sister he was looking for. He

fact, Mr. Newton (attorney
for the plaintiffs) argued
against them. The action is
time-barred under the Vil
lage Centers case. They
should have instituted action
way over a year ago.”
Jordan added the plaintiffs
could not bring a mandamus
action, if they had another
adequate legal remedy.

that time, I knew I was
adopted, but I didn’t know
that my name had been Bar
bara.
“It wasn’t until later that
my mother realized that that
was one of my real brothers.
The boys (Glen, Albert and
Clyde) and I have figured
out that it had to have been
Donald. But we’ve not been
able to find him since,” Jane
said.
Jane’s search for her lost
brothers and sister began
with the new year.
“I had known I had broth
ers and a sister out there for
some time, and I had prom
ised myself that, when the
time was right, I would find
them. What finally spurred
constitutional issues. He

Newton said in the Village
Centers case, the plaintiff
himself filed a zoning appli

cases where action by a gov
ernment affects the property
of a single individual. The
zoning ordinance and
amendments, he added, af
fect all of Forsyth County.
“In our case, the county
sought and enacted the ordi
nances,” Newton said. “We
have not filed a rezoning
application. We have not
contested the zoning of our
property. We have relied on
the existing zoning when we
bought the property.”

tended that since 1979, when

me decide to really start
looking for them,” Jane
said.
After a little over a month
of talking with adoption
agencies caseworkers, chil
dren’s services staff work
ers, and governmental
officials, and running up an

she finally managed to track
down her brother Glen in
Cumming.
“It was a matter of trial
and error, and trying to sep
arate the information from
the misinformation. I
started out not even knowing
their names, but since my
brothers were never
adopted, their files were

operations were permitted in
Agriculture zonings.
The county charged the 833
acres were part of a planned
unit development (PUD)
which was due to expire Dec.
10, 1981. The county said
once the PUD expired, it
would have no zoning, and
that it was necessary for the
commissioners to find a new
zoning for the property.
The planning commission
recommended zoning the
land residential. In an Oct.
12, 1981 meeting, however,
the commissioners were un
able to determine a suitable
zoning for the property. On
Nov. 9,1981, the commission
ers approved an amendment
removing mining operations
from Agriculture zonings.
On Nov. 23, 1981, the com
mission voted to zone a 500-
foot strip of the 833-acre
tract along Georgia 141 resi
dential, and zone the remain
der of the property

“I called Gyde last Tues
day and talked to him for the
first time in 31 years.”
From there, Jane made

Atlanta Thursday afternoon
to reunite with her lost bi oth
ers. Thursday night, a recep
tion and press conference
were held for the happy
group at Tyson Foods in
Cumming, where both Glen
and Gyde work.
“We had mixed feelings
of money, relying on assur
ances that quarrying opera
tions were allowed under
Agriculture zonings. Be
cause of those alleged assur
ances and expenditures, the
company says it has a vested
right to quarry the property,
and is not subject to the two
amendments and Environ
mental Review Ordinance.
In other action at the hear
ing, Scoggins did approve a
motion to substitute the new
planning director and new
commissioners as de
fendants in the case. Plan
ning Director Stevie Mills
will replace former Planning
Director Lanier Bannister as
a defendant. Commissioners
Jack Shoemake and Marcus
Whitmire also will replace
commissioners Bill Barnett
and Harrison Tallant.

Color Analysis on Thursday,
