One injured
in accident
here Sunday
A 38-year-old Forsyth County man
received minor injuries Sunday in an
accident on Highway 9 north of Cum
ming, police said.
James Glen Craine, of northeast
Forsyth, lost control of his 1975 Cadil
lac on Highway 9 near Ridgecrest
Drive and skidded into a tree and
telephone pole, according to Cum
ming Police Chief Ricky Padgett.
Craine reportedly hit his (Hakes on
wet pavement when he came up on a
slower moving car the chief said.
Craine was treated and released at
Forsyth County Hospital with lacera
tions on the head following the acci
dent, which occurred about 5:45 pjn.,
Padgett said.

care, including room and board, an
esthesia, drugs, intensive care,
maternity and post-partum care, and
other required hosptial services and
supplies.
A variety of special care services is
also covered, some with a 20 percent
co-payment and others S2O per visit
payments. Prescriptions are a flat $3
each.
The Health First plan under consid
eration also includes dental care.
Although the first HMO was estab
lished in 1929, the past 10 years have
seen the concept finally gain wide
acceptance. Since the early 1970’5,
national enrollment in HMO’s has
grown from 2 million to over 12 mil
lion.
A growing need to get a handle on
medical costs is the primary reason
cited for the rapid growth and accep
tance of the HMO concept. Because
the HMO agrees on fees with physi
cians, and because HMO's monitor
treatment and costs closely, HMO’s
are able to manage health costs bet
ter than conventional insurance.

Other positive impacts expected as
a result of the new health department
building include improved patient
confidentiality and better record stor
age.
The total project, from beginning to
end, is expected to last 12 months,
with design and bid documents com
pleted and the purchase of land tak
ing place in the first two months.
Afterwards, the schedule is as fol
lows: advertising and awarding bids
for construction, third and fourth
months; actual construction, fifth
through tenth months; final inspec
tion, eleventh month; and conducting
an audit of the project, eleventh and
twelfth months.
During Monday’s press conference,
Glover and Barnett thanked Gover
nor Joe Frank Harris and Higdon for
helping make the grant possible.
Glover also thanked the Georgia
Mountains Area Planning and Devel
opment Commission, which prepared
and submitted the grant application;
officials of the Forsyth County Health
Department, for their cooperation;
and Barnett, for “hard work” and
"many contacts and trips concerning
this grant.”
In addition, Glover said. Barnett
and other north Georgia legislators
were successful in persuading DCA to
change its guidelines and prevent
local governments which received
grants last year from applying this
year.
Glover noted that prior to the
change in guidelines, Forsyth County
“had to sit and watch grants being
continuously awarded to low-income
areas which sometimes were even
decreasing in population."
Barnett praised Glover for his ef
forts to make the grant possible,
pointing out that the commission
chairman was the only local govern
ment official in Georgia to attend a
DCA workshop at Macon this year on
CDBG grants.
“I know he (Glover) lobbied hard
for this much-needed facility,” Bar
nett said.

Funeral services were held Mon
day, Oct. 1,1964, at 4 p.m. at Ingram
Funeral Home Chapel for Winfred
Hamilton Sr., 48, of 415 Pirkle Ferry
Road, Cumming.
Revs. Early Day and Bob Fields
officiated the ceremony for Mr. Ham
ilton, who died Saturday, Sept. 29,
1984. Interment was at Sawnee View
Memorial Gardens.
Surviving Mr. Hamilton are his
wife, Mrs. Betty Ann Gray Hamilton
of Cumming; sons, Winfred Wesley
Hamilton Jr., Leon Hamilton and
Timothy Hamilton, all of Cumming;
daughters, Mrs. Billy Ray (Wanda
Darlene) Hill of Mansfield, Mrs. Har
old (Rhonda Kay) Callahan and Mrs.
Dwayne (Nora) Mincey, both of Cum
ming; nine grandchildren; mother,
Mrs. Eula Hamilton of Atlanta;
brothers, James Hamilton, Charles
Hamilton, Larry Hamilton, Bobby
Hamilton and Benny Hamilton, all of
Atlanta; sister, Mrs. Janie Oaks of
Atlanta; and a number of other rela
tives.

Doctors also have an interest in
keeping health costs down when par
ticipating in an HMO. Health First
withholds a small percentage of fees
from physicians and puts it into a
reserve account. At the end of the
year, if the HMO as a whole is in the
black, a percentage of the HMO’s
profit is returned to the doctors, com
mensurate with how much he put in.
“Our concern with keeping health
care costs down should not be con
strued in any way as cutting quality
of treatment,” said Health First’s
Karen Beard. “We encourage effi
cient utilization of techniques and
treatments. The bottom line is we
want to keep people healthy as effec
tively as and as efficiently as possi
ble,” she added.
One member of the Employees'
Advisory Board said she definitely
thought the Health First plan is supe
rior to the county’s current coverage.
“The main consideration is that our
local doctors are able and willing to
get on the plan," she . said.
The advisory board is still studying
the plan and collecting surveys from
the employees they represent. A rec
ommendation to the board of com
missioners is likely this month.
