The attorney general talked mainly
about corruption in state govern
ment, noting there has been a “great
deal said, written and telecast about
this subject.”
He added, however, that after 11
years of observation, his conclusion is
that state government is “substan
tially free from corruption.
“I’m not saying we don’t have
misconduct, greed and every other
failing common to mankind,” he said.
Breaking the state government
down into its three branches—judi
cial, legislative and executive, and
then addressing each branch sepa
rately, Bowers said there is not even
a “hint” of scandal in the judicial
branch.
The worst problem experienced in
the state judiciary, he said, is the
administration of DUl’s, which is now
being addressed by legislation ap
proved last year.

Bowers said the 236 legislators in
the Georgia General Assembly are
honest, decent, hardworking people,
and that the state’s executive branch,
consisting of some 90,000 employees,
is substantially free from corruption.
The only exception was the state
labor department, he said, adding
that even there, the majority of em
ployees are honest, decent and hard
working.
While he’s not concerned about
widespread corruption in state gov
ernment, Bowers said he does fear
that too many state employees may
“act within die law and not serve us
well,” and be motivated by self,
rather than public service.
“In closing’” he said, “the only
hope we have for good government is
to put good women and men in our
government. That means one simple
thing register and vote.”
