Two Forsyth officials push for business licenses
Two Forsyth County officials say a
proposed business license law to be
considered by voters Nov. 6 would
help the county deal with businesses
which are undesirable, and fail to pay
their fair share of taxes.
At present, the city of Gumming is
the only portion of Forsyth County in
which business licenses are required.
The proposed law, if approved by
voters in the General Election, would
apply to the remainder of the county.
Tax Assessor James Payne says
many new businesses coming to For
syth County fail to make personal
property returns, and consequently,
don’t pay their fair share of taxes.
Sometimes, Payne says, his office
doesn’t find out about these busi
nesses until they place an ad in a
Star ruling

The Army Corps of Engineers is
expected to make a decision in the
next couple of months on whether the
SS Georgia Star can operate on Lake
Lanier with plans for dinner cruises.
The corps held a hearing in Gaines
ville Wednesday night, attended by
about 175 people, some of whom
spoke in opposition to the proposed
operations
Following the hearing, the corps
officials said written comments
would be accepted about the Georgia
Star until Nov. 9. Comments may be
addressed to the U.S. Army Corps of

The big boat has been docked in a
cove at Lake Lanier Islands for the
past few years, having changed own
ership numerous times.
The most recent “Captain” of the
vessel is Sam Walker of Lanier
Cruises, who wants to offer dinner
cruises for up to 500 customers on
Lanier waters.
> Walker wants to dock the boat at
Lanier Harbor, and several residents
voiced concern and opposition to
those plans, saying that there wasn't
enough room and that it could possi
ble go aground.
I Opponents criticized the boat’s con
dition and possible dangers of water
pollution from oil, gas or sewerage.
; The big boat was constructed in
northern Hall County in the early
1970 s and was launched in 1972, going
down the Chattahoochee to its resting
place at the Islands.
From there, it’s been through a
series of misfortunes, never having
come into usefulness.
! Jenkins
! cites growth
; in county
’ U.S. Congressman Ed Jenkins,
making a campaign swing through
the area, spoke to a group in Gum
ming Thursday morning and em
phasized the unprecedented growth
of Forsyth County.
! Rep. Jenkins said local leaders
"will have to work together” during
this period of growth to keep Forsyth
County the kind of county we love.
"In the 22 counties in my district,
the two with the most growth will be
Forsyth and Cherokee,” he said.
"These two counties will be sought
out for industry and living. As I watch
the growth of Forsyth County, I see
that you will have problems. I pledge
to work with you and keep this county
the kind of place you want." he added
Jenkins was welcomed during a
breakfast at Gib's Steakhouse early
Thursday and spoke briefly about
"coming home."
He said he had practiced law in the
area for 12-14 years and feels this part
of the country is his home. Jenkins
said he commuted from Jasper to
Washington, D.C. each week, leaving
home on Monday and returning on
Thursdays. "I see a north Georgia
mountain each week,” he said
Rep. Jenkins said this year had
been a "tough" session. “During a
presidential election year it seems
everything is often exaggerated," he
said. “We will have problems during
the next four years that both sides
will need to work together for solu
tions," he added.
Two problems he mentioned were
the trade deficits and the fiscal defi
cit.
The trade deficit, he said, was 1130-
billion. "That means we have pur
chased $l3O billion more from other
countries than we have sold them.
That in itself makes one a bit nervous
that we have become totally depen
dent on other countries," he added.
He said the fiscal deficit is “stag
gering" and that it has gone in recent
years from sl2 billion to SIBO billion a
year. "Both parties will have to work
hard to get something done about it,”
be added.
Jenkins said be would be available
to talk with local residents about their
concerns and said he had a listed
number, "in the phone book. I’m
home almost every weekend if you
want to talk with me," be said.

down businesses which are unfair to

Donald Glover, chairman of the
Forsyth County Board of Commis
sioners, says business licenses also
would help the county deal with busi
nesses moving to property which
doesn’t require rezoning.
The rezoning process is designed to
act as a screen for proposed devel
opment in the county.
But, when property already is re
zoned’ so that a business may amply
move in, the county has less control
over what type of business occupies
that property.
One example of this, according to
Glover, involved a cabinet maker
who had property rezoned and built a
facility for his business in Forsyth

Before moving into that facility’
however’ he sold it to an equipment
dealer.
Because the property already was
rezoned, the equipment dealer was
not subject to review by the county.
Fortunately, Glover says, the
dealer is conducting a "good” busi
ness, and has caused no trouble.

On the other hand, be says, the
business which moved into the pro
posed cabinet shop might have been
totally undesirable, and totally out of
line with its surroundings.
In such a case, he adds, requiring
the business to obtain a license would
have given the county review powers,
even if rezoning already had taken
place.
