rity deed from Harold L. Turner and
Shirley Dean Turner to The Federal
Land Bank of Columbia, recorded in
Book 132, pages 108 110, Forsyth
County deed records, and because of
default in the note secured thereby,
the undersigned will sell at public
sale before the courthouse door in
Forsyth County, Georgia to the high
est bidder for cash, between the legal

authority of Forsyth County (the "Is

payments are not refundable. Notices

Proposals must be submitted on pro
posal form issued by the Department.
Each proposal submitted must be
accompanied by a proposal guaranty
in the indicated amount in the form of
a Certified Check, Cashier's Check or
Bid Bond on the form issued by the
Department or the Georgia Highway
Authority.
In accordance with the Standard
Specifications, the time set for re
ceiving bid proposals terminates at
11:00 A.M. at Room 234 in the State
Department of Transportation Build
ing. The bid proposals will then be
transferred to Room 401 where they
will be publicly opened. Bid proposals
will not be received after 11:00 A.M.
Bid proposals may be withdrawn by
the bidder from Room 234 prior to
11:00 A.M. but cannot be withdrawn
after 11:00 A.M. A withdrawn bid
proposal may again be received in
Room 234 prior to 11:00 A.M.
Bids must be delivered to the depart
ment either bv an employee of the
firm submitting the bid, by the U.S.
Postal Service, or by a recognized
delivery service such as United Par
cel Service, Federal express, Purola
tor, etc.
Acceptance of an offer submitted by
the bid proposals will be given in
writing within thirty days after the
opening of the bid unless a longer
period is specified in the proposal or
agreed upon by the successful bidder.
Offers of bidders who do not hold a
current Certificate of Qualification
will not be accepted unless prequalifi
cation requirements are specifically
waived for the project, or unless the
bid submitted is $250,000.00 or less.
Work will be governed by the applica
ble edition of the DOT Standard Spec
ifications as amended by the contract
provisions. Contract time will be as
indicated. Payment will be made to
the contractor each calendar month
based on the estimated work com
plete in place as prescribed by the
Standard Specifications. Retainage
as prescribed by the Standard Speci
fications will be withheld. On feder
ally funded projects, the contractor is
required to establish an escrow ac
count. On all other projects, retai
nage may be deposited in escrow
accounts at the option of the contrac
tor. Final payment of amounts with
held or deposited in escrow will not be
made until the State Highway Engi
neer has certified that the work has
been satisfactorily completed and
accepted.
All federally financed contracts will
contain provisions with regard to
minumum wages, employment of la
bor, methods of construction, mi
nority business enterprise
involvement, and subletting or as
signing the contract. On such projects
the Department will insure that mi
nority business enterprise contrac
tors will be afforded full opportunity
to submit bids in response to this
invitation and will not be discrimi
nated against on the grounds of race,
color, or national origin in consider
ation for an award. On such projects
all bidders must certify and docu
ment that potential minority business
enterprise subcontractors have been
contacted and that their interest,
capabilities and prices have been
affirmatively solicited. Also, on se
lected federal projects, the Depart
ment will set a percentage goal for
work to be performed by minority
business enterprise contractors. On
such projects the bidders will be
required to certify and document the
percentage goal of MBE utilization
they propose to achieve.
Proposed subcontractors and MBt
participants are to be submitted with
bid proposals. At the time an award is
made to the low bidder, the Depart
ment will announce the names of the
subcontractors and MBE partici
pants listed by the low bidder. This
information will be shown on the
Award Announcement. It will not be
given by telephone either before
award or after.
Federally financed contracts in ex
cess of SIO,OOO will contain provisions
for Equal Employment Opportunity,
Affirmative Action, and goals for
minority and female employment in
construction pursuant to 41 CFR 60-4
and Executive Order 11246, as
amended. Goals for female employ
ment apply statewide; goals for mi
nority employment apply within the
counties of Fulton, DeKalb, Cobb,
Clayton and Gwinnett.

Forsyth County Planning Commis
sion on February 28, 1985, in the Jury
Assembly Room, Second Floor, For
syth County Courthouse, Courthouse
Square, Cumming, Georgia, at 7:00
p.m. regarding a proposed "Road
Name Map' of Forsyth County and
the City of Cumming.
The map includes the location and
name of all roads, public and private,
including State Routes (with local
names) and roads within the city
Limits of Cumming. A total of 36road
names have been changed due to
duplication elsewhere in the county.
A total of 266 roads have been added
to the map to bring it up to
Information presented at the public
hearing will be considered by the
Planning Commission in theirrecom
mendation to the Forsyth County
Board of Commissioners and to the
Mayor and City Council of Cumming,
Georgia.
This map is being presented as a
ROAD NAME MAP for Forsyth
County and the City of Cumming. The
purpose is to identify the location and
names of all roads within the bounda
ries of Forsyth County and the City of
Cumming. It does not identify the
maintenance of any road (State,
County, City, or Private), or the
surface type of the road.

Miss Stephanie Bush, age 13,
daughter of Mr. and Mrs. Perry
Bush, Cumming, has been selected to
compete in the Ninth District prelimi
nary of the Georgia Miss T.E.E.N.
Pageant to be held at the Georgia
Mountains Center in Gainesville on
March 30.
Miss Bush will be competing for a
district finalist position in the 1985
Georgia State Pageant. Contestants
are between the ages of 13 and 18, and
must have at least a “B” or better
grade average in school.
They are required to participate in
the Volunteer Service Program of the
Miss T.E.E.N. Pageant. Through this
program, many young ladies are
becoming involved in community ac
tivities by contributing at least 12
hours in some worthwhile charity or
civic work.
Miss T.E.E.N. contestants nation
wide contribute over half a million
hours to their communities each
year.
The top five finalists chosen to
represent the Ninth Congressional
District in the Georgia Miss T.E.E.N.
Pageant will receive an all-expense
paid three full days of fun and excite
ment competing for the State Title
and more than $13,000 in awards
including: $4,000 college scholarship,
$2,000 in cash scholarships, a new
automobile from Meadows Motors for
the reigning year, complete makover
from Claibomes in Atlanta valued at
SSOO, a drama scholarship from Par
agon Productions valued at S9OO, a
designer gown from J. Reynolds De
signs worth more than SSOO, and
many other prizes.
Georgia’s 1985 Miss T.E.E.N. also
will receive an all-expense paid trip
to represent Georgia at the National
Miss T.E.E.N. Pageant in Alburquer
que, New Mexico; where awards will
total more than $25,000.
Contestants will be judged on civic
involvement, school activities, schol
astic achievement, poise, personal
ity, ans speech or talent. No swimsuit
competition is required.
Miss Bush is sponsored by Forsyth
County Hospital, Dr. Olav and Mary
Anne Alvig, Ed Johnson Pioneer
Realty.
Her hobbies include playing the
piano, hand bells, sports and wood
working.

Darlene Hall, daughter of Mr. and
Mrs. A.T. Hall, Route 10, Box 491,
Cumming is secretary of the Account
ing Association at Berry College.
The Forsyth County High School
graduate is a senior majoring in
accounting. She also is treasurer of
the Baptist Student Union, Dorm
Council chairman, and a student
member of the National Accounting
Association.
Berry College is located adjacent to
Rome in northwest Georgia. The in
dependent college which stresses the
values of academic achievement, the
work ethic and religious commit
ment, was founded 82 years ago by
Martha Berry.
Students may pursue degrees in
liberal arts and professional studies
as well as graduate degrees in busi
ness and education.
Food to
be given
away Feb. 13
The Forsyth County Community
Action Committee, volunteers and
staff from Ninth District Opportu
nity, Inc. have announced that the
U.S. Department of Agriculture sur
plus commodities will be distributed
to Forsyth County residents on
Wednesday, Feb. 13.
The foods will be distributed at
Forsyth County High School stadium
in Cumming from 9 a.m. until 4 p.m.
