WATER From Page 1A
EPD to no more than five residences
per month.
Based on last year’s water pur
chases, the city’s increase is ex
pected to cost the authority an
additional $27,198 in 1985.
To cover the extra cost of water
purchases, Joe Bork, consulting engi
neer for the authority, proposed three
alternatives:
(1) a 20-percent increase, which
would provide a smaller amount of
revenue than needed to meet the
extra cost;
(2) a 23.75-percent increase, which
would provide exactly enough reve
nue to meet the cost; and
(3) a 25-percent increase, which
would provide a little more revenue.
After discussing the three alterna
tives, authority members Frank Stri
pland, Mac McKenzie and Aubrey
Greenway approved a water rate
increase of 25 percent. Jack Fisher
abstained and Mike Wind cast an
opposing vote.
One reason given for a 25-percent
increase, rather than 23.75 percent,
was the fact that the authority is
preparing to sell bonds and must
show some revenue in order to obtain
a good bond rating. The rate increase
approved last week takes effect April
1, and provides for a minimum
monthly charge of S2O for 6,000 gal
lons. Other monthly charges will be
as follows: $27.08, for 8,000 gallons;
$69.56, for 20,000 gallons; and $352.76,
for 100,000 gallons.
Presently, authority customers pay
a sl6 monthly minimum for 6,000
gallons; $21.66, for 8,000 gallons;
$55.62, for 20,000 gallons; and $282.02,
for 100,000 gallons.
The present rates have been in
effect since Oct. 1, 1984, and are the
result of a 20-percent hike approved
by the authority in September of last
year.
The Oct. 1 rate hike followed a
report of only $7,044 in net income for
the authority in the first seven
months of 1984.
In other business Tuesday, author
ity members:
• Elected Aubrey Greenway chair
man. The former chairman, Dale
Bryant, left the authority to serve as
city manager of Clarkesville.
• Congratulated Bork for successful
attempts to bring about a reduction in
sewer service charges to the author
ity by Fulton County. Sewage flows
from Forsyth County to Fulton
County are so small that they have to

be estimated. And, because the au
thority lost its major sewerage cus
tomer U.S. Industries last year,
authority members felt the estimated
amount of sewage should be reduced.
Fulton County has agreed to cut that
estimate from 12 to 6 gallons per
minute, which trill reduce the amount
it charges the authority for sewage
treatment.
• Congratulated Bork again for
persuading Fulton County to cut $5,-
000 from a recent sewer bill to the
authority. Reduction of the bill was
sought by the authority because dam
age to some manholes on a county
sewer line had allowed rainwater to
seep in, making sewage flows regis
ter much higher than they actually
were.
• Heard that a contract has been
approved by the Army Corps of Engi
neers for extension of county water
down Pilgrim Mill Road to Bald
Ridge Park on Lake Lanier. The
authority presently has a 10-inch line
ending at Deerwood subdivision on
Pilgrim Mill Road, which is an esti
mated 9,000 feet from the park.
• Approved the purchase of a 1977
Chevrolet %-ton pickup for the county
water and sewerage department. The
new truck will replace a vehicle that
was recently damaged by fire.

turn them into a house.
Controversy over the units led to a
Petition for Mandatory Injunction by
Morris and Kaspar, filed July 20,
1983, which asked that Preston be
required to remove the units.
On Dec. 12,1983, a court order was
issued requiring Preston to:
(1) abide by all restrictive cove
nants of Lanier Country Club Estates,
Unit IV;
(2) abide by the zoning laws of
Forsyth County, as well as building,
electrical and sanitary laws;
(3) build his proposed house
according to plans; and
(4) finish the house before Aug. 30,

On Oct. 24, 1984, the Petition for
Contempt by Kaspar and Morris was
filed in superior court, charging that
Preston had yet to complete his 1
house, and therefore had violated the
order issued in 1983.
As they did in their original Petition
for Mandatory Injunction, Morris and
Kaspar sought removal of Preston’s
house.
The Petition for Contempt was
heard by Superior Court Judge Stan
Gault in December of last year.
Morris, Kaspar and Preston are
presently awaiting a ruling on the
case.
