SUPPLY & DEMAND!
Sometimes the old-timers will
say “They’re not making any
more land!” Perhaps they mean
to say that since there’s only a
limited supply of land available,
the price goes up as the supply
goes down.
That IS the way prices are set on
land and housing. As demand for
housing in Forsyth rises, with a
limited supply available for pur
chase, prices also rise. If there is
an over-supply, coupled with lit
tle demand, prices will fall.
The location of land can also
make a difference in the price
the public is willing to pay. A
home located near shopping,
schools, and recreation in a
growing city may bring a higher
price than one located on the fr
inge of town away from family
activities.

REAL ESTATE FACTS
BY 808 WADE
Morse Realty
Another phenomenon of valuing
real estate is the principle of
“highest and best use”. Under
this concept, a house on a large
corner lot currently used as a
family residence might, if
located near a business district,
be worth much more as the loca
tion for a restaurant of other
business (with the house
removed).
Learning to place a value on
homes and land is a skill learned
from long experience. And iust
imagine now many other factors
might cause the value to change.

It takes from 10 months up to 12
months to actually get the system on
line, Jenkins said.
“We let the customer take up to 18
months to pay the installation charge

phone users in the area of the sys

Southern Bell has 20 E-911 systems on line in Georgia, said Southern
Bell 911 Service Manager for Georgia Robert Jenkins.
Some of the counties already equipped with the E-911 system are
Fayette, Dekalb, Fulton, Richmond, and Colombia.
Hall County plans to install the E-911 system in May 1990, said Hall
County Director of Public Safety Reggie Forester.
Henry County comes on line November 20 and a dozen more counties
will be on line shortly, said Jenkins.
Included in the list of future E-911 participants are White County,
Dawson County, Stephens County, Lumpkin County, Cleveland County,
Habersham County, Hall County and Raburn County, Cooper said.
“What Southern Bell did in Hall County’s case, is they based our cost
on the cost of the equipment we were going to use and determined what
our monthly recurring cost will be based on the 30,000 phones in Hall
County,” Forester said.
“Then they were able to calculate the cost of the system,” said
Forester.
“For one year, the cost of the equipment and monthly recurring cost
will be divided between our users and put on their monthly phone bills, ’ ’
the safety director said.
“At the end of the year, the equipment will be paid for and the
monthly cost to our users will go down, so all Hall County people will
pay is the recurring cost (user fee),” said Forester.
Southern Bell has 20 E-911 systems
on line in Georgia, said Jenkins.
There are advantages and disad
vantages of having an Enhanced 911
system, said Elaine W. Sexton of the
Hall County Public Safety
Department.
“The biggest ‘pro’ in E-911 is when
we have a call coming in. As soon as
the dispatcher picks up receiver, we
said Racicot.
The services available include;
emergency assistance programs, a
thrift shop, a food pantry, where hot
lunches are served everyday. Classes
teaching parenting skills, stress man
agement and budgeting along with aid
in job placement and basic counseling
programs are also offered.
Additionally there is assistance for
the elderly. At least 20 volunteers
from the community visit the elderly
in their homes and assist with trans
portation when needed. Minor repairs

Dawson and Gwinnett.
Overdue fines collected per month
on average from the entire system,
are about $12,856. Of that total, For
syth County averages $731.72, or 2.9
percent of the fines.
“That is a pretty good average,”
Russell said.
“Overdue fines are something we
have to keep up with all the time, but it
is not a big problem. We have a very
flexible lending system, but the sys

have the location of caller and the
number at which the caller is calling
from on the computer Screen,” Sexton
said.
Sexton said it gives emergency per
sonnel an edge on any type emergen
cy when the caller asking for help
can’t answer questions.
‘ ‘I think the most important two bits
of information are the number from
which the call originates and the loca
tion of the caller. With Enhanced 911,
that information is automatically en
tered into the computer,” Sexton said.
“It also cuts down on crank calls,
because the caller is immediately in
the computer even if he hangs up,”
said Belinda Cooper, director of Re
gional Services at Georgia Mountains
Regional Development Center.
Police officials and emergency per
sonnel agree one of the “Cons” is the
cost of the system and the fact there
must be a user fee to fund the En
hanced 911 system.
The cost of E-911 is minimal as op
posed to not having the system, Coo
per said.
Other information listed in the en
hanced system includes who the
phone is registered to, and how many
are residing in the house. The comput
er also lists where the nearest fire sta
tion facility is located in reference to
the caller’s location as well as the
closest hospital facility.
Cumming Chief Wayne Lindsey
said he thought if the Enhanced 911
program was controlled by an equal
number of panelists who had equal
say in the decision making process of
the program, he would be all for it.
“It should be a cooperative pro-
are also done on their homes.
Two monetary assistance pro
grams available are for prescriptive
medicines and a cash match for fuel
fund, said Racicot.
An example of the cash match for
fuel is when someone brings in $25 the
place would match the amount. The
person keeps adding to the fund along
with The Place until enough money is
raised to buy a tank full of fuel, the
sister said.
For children there is the Enrich
ment program, which includes sum-
tem depends on the patron returning
the books,” Russell said.
“Books may be checked out in For
syth County at the Public Library for
28 days with a two week renewal on
regular books. Fines are 10 cents a
day for overdue books up to a maxi
mum of $5 dollars,” said Gewin.
“As far as excessive dues, the pa
trons are notified when their books
have reached the $5 mark. It is up to
the patrons to return the books and

gram utilizing both the city and the
county. I would certainly agree to fur
nishing round-the-clock dispatchers
to handle any calls the city gets after
installation of the Enhanced 911 pro
gram,” Lindsey said.
“The county commissioners will
probably control and make decisions
on the proposed Forsyth system be
cause it will be at some cost to the
county,” said Cooper.
“In most systems, there is a Users
Board who supervises the E-911 sys
tems’ operations,” Cooper said. “It is
very important that all branches of
city and county government work as a
team to make the Enhanced 911 sys
tem work.”
The User Board controls and makes
decisions on the Hall County system.
The board also makes decisions on
policy procedures and how policies
will be dispatched,” said Sexton.
The first stage in acquiring the E
-911 system is to schedule a referen
dum to ask voters if they would be
willing to pay a monthly users’ fee of
anywhere from 25 cents to $1 for the
system, said Walraven.
If the referendum is passed, For
syth County will be in the process of
joining the ranks of counties with E
-911.
The sheriff said the counties in
Georgia that already have the service
had no problem passing the referen
dum because the public believed the
service was a worthy one.
If the referendum is passed, the
next step for the county is to begin the
process of acquiring the equipment
needed for the system.

pay the fine,” she said.
Overdue video tapes are $1 day up
to $5. When returning videos, bring
them inside. Other returned books
may be dropped into the return slots.
“Patrons receive three overdue no
tices. If they don’t answer after the
third notice, it is handled at headquar

“We don’t get into enforcement, but
we try to enforce the policies because
it is public money we operate on,”
Gewin said.
