New erosion rules are reviewed

More stringent guidelines for soil
erosion and sedimentation control
were reviewed Monday by the For
syth County Commission.
The amended rules and regulations,
are expected to be adopted Dec. 11.
The ordinance will meet the mini
mum requirements made by the state
last September, said county Public
Works Director Jim Redmond.
Although some sections of the ordi
nance will require a lot of changes, in
general only minimum changes will
be made overall to the county’s ordi
nance, said Redmond.
The major factor for the new state
guidelines is they eliminate confu
sion, he said.
One of the big changes is the state
increased the number of exemptions
to 10. Previously the county only had
one exemption.
The exemptions include: surface
mining; granite quarrying and land
clearing for such quarrying; Such mi

The former Chief Executive Officer
of the Bank of Cumming, Jake E. Can
trell, has consented to judgment
against him by the Federal Deposit
Insurance Corp.
He agreed to repay $2.1 million
worth of loans, stemming from 1987
charges of failure to pay debts at sev
eral Tennessee banks.
“The case is based on promissory
notes,” said Cantrell’s Attorney R.
Matthew Martin.
“Cantrell borrowed a series of
funds from the four Tennessee banks
to be paid off over time. The money
was borrowed over a period of six or
seven years, going as far back as
1979,” said Martin.
The banks, in Nashville, Dayton,
Knoxville and Winchester, were tak
en over by the FDIC and the
FDIC held the notes on Cantrell,
said Martin.
“When the FDIC took over
banks, they declared the full amount
due immediately and Cantrell
couldn’t pay, so the FDIC filed
suit,” Martin said.
Martin said the judgment means
“the case is over, Cantrell has con
sented to judgment. He wants to get
on with the rest of his life. He agreed
to this because he wanted to end the
litigation,” Martin said.

agencies such as the Soil Conserva
tion Service, Department of Trans
portation, land-disturbing activities

Additionally the amount of acreage
needed to be included in the ordinance
was reduced from five acres to 1.10
acres.
The big problem with the new regu
lations is the “joke of all the excep
tions,” said Doug Smith, representing

sedimentation into Lake Lanier, said
Smith.
“A majority of the sedimentation
problems are caused by those listed in
the exemptions,” said Smith. “DOT is
probably the worst cause of sedimen
tation in the state.”
A positive addition to the ordinance,
although it may cause some prob
lems, is a section allowing the review
of the applicant’s past records in com
plying with previous land-disturbing
activity permits, said Redmond.
If the applicant has had violations
with previous permits of Soil Erosion
Ordinances the commission may re
quire the applicant to post a bond up to
but not exceeding $3,000 per acre,
stated the regulations.
“It’s good but it’s going to cuase
some problems,” said Commission
Chairman Michael Bennett.
The main criticism of the 37-page
document was it took some control
away from the local elected boards
and deeded it to the state.
“We lose a little bit of liberty every
time we adopt these ordinances,” said
Commissioner James Harrington.
“Of course we have no choice in it.”

County Jail in Chattanooga for a peri

was transferred to federal prison.
Martin filed for an appeal at that
time which ended this month with
Cantrell’s consent of the judgment
against him, court documents show.
Cantrell is scheduled to be released
from incarceration Tuesday, his at
torney said.
“I suspect he and I will get together
to see what is next,” Martin said.
Martin said he doesn’t know yet how
Cantrell will pay the debt off.
“It is not something we have talked
about yet,” he said.

Forsyth literacy successes
receive national attention

Three years ago Janet Jones, 41, couldn’t read a “Stop”
sign even though she completed 10th grade.
Today, that is different.
Because of the Literacy Volunteers of America (LVA)
and Forsyth County volunteer, Anne Connor, Jones is on
her way to earning her high school equivalency and is
able to read the story of her victory over illiteracy in the
December issue of the national magazine, “Woman’s
Day.”
What began as “simply doing something quietly from
the heart opened many other doors,” says Connor.
When Jones learned to read she also gained the self
confidence that led her to a job using a computer.
Lacking self-confidence, Jones thought she was stupid.
But Connor, also a para-professional at Sawnee Ele
mentary, knew Jones wasn’t illiterate because of stupid
ity. Through the help of a psychologist it was discovered
she had a learning disability similar to dyslexia probably
caused by brain damage when she was bom.
Armed with that information, Connor took the advice of
reading specialists and began to teach Jones techniques
geared toward her disability. Especially helpful was hav
ing her listen to her own voice as she spelled words out
loud.
The story captured the attention of the editors of “Wom
an’s Day” at a national LVA conference in New Mexico.
Jones spoke to 1,000 people who “fell in love with her,”
said Connor. The LVA then contacted Connor and asked if
she and Jones would be interested in doing a story for the
magazine.
It took eight months of telephone interviews between

One of the coaches at North Forsyth Jr. High School
sneaked the article into the office at Sawnee Elementary
emblazoned with the words, “Read about our own Anne
Connor in Woman’s Day.”
And already a teacher has volunteered to become a
