Pigeon shoot ruffles feathers
DEAR ABBY: I read in a recent
column about the Midland (Texas)
Community Spirit Award honoring
American communities for distin
guished caring service.
While it is fitting that truly good
people should be honored, may I sug
gest a different award - for the com
munity that most shames America by
its total lack of decency and humane
ness. I nominate Hegins, Pa.
Every Labor Day, this little town in
vites its citizens to a family outing that
features a live pigeon shoot
As the pigeons (which have been
confined in small boxes) are released,
and the disoriented birds attempt to
achieve flight, they are shot down by
the town’s “sportsmen.” The birds
that are not killed instantly - but
merely wounded - then have their
necks twisted and broken by young
boys trained for this occasion.
Their slogan this year was "Shoot
pigeons -- not drugs!” (As though the
only sensible alternative to shooting
drugs is shooting pigeons.)
Let’s hope public awareness and
outrage at this unbelievable cruelty
will finally bring an end to this
“sport,” which the Pennsylvania leg
islature has refused to stop. --
ASHAMED IN PENNSYLVANIA
DEAR ASHAMED: I hope so, too,
but don’t bet on it. In 1986,1 wrote to
then-Gov. Dick Thornburgh (who was
until recently U S. attorney general),
asking him to please put an end to this
shameful sport. He shot me down with
a courteous letter defending the live
pigeon shoot as a time-honored
tradition.

couple. During a recent heat wave, we

down, I saw a baby sitting in a stroller,
screaming! The sun was beating down
on that poor little thing while the
mother watered the yard. She never
even looked at the baby.
I felt so sorry for that chi Id, I walked
over there and said, “Excuse me, but
it’s too hot for that baby to be out in
this heat with no bonnet for 20
minutes.”
She said, “B —, I work at a chil
dren’s hospital and I know what I’m
doing - besides, he’s been out only
five minutes!”
I said, “Don’t call me a b —. He’s
been screaming for 20 minutes, and
what you’re doing is child abuse!”
Then she called me a name you
couldn’t print, and aimed the water
hose right at my face! As I walked
away, she aimed the hose at my
behind!

Commissioners indicated they
would probably consider funding
part of the capital improvements
plan which has been approved for
some time but in past years has not
been funded.
This plan entails, over a five year
period, spending $1 million in land
fill improvements and a waste recov
ery system, $5 million on a new ad
ministration building and parking
deck, $750,000 on jail expansion.
$900,000 on a new South Forsyth
park, and $500,000 on a garage
facility.
“If you are going to get hit with the
landfill it will be in '92 0r’93," warned
Commissioner Michael McGaughey.
The current landfill is scheduled to
be filled in the near future, how
quickly depends on how the state En
vironmental Protection Division will
allow the county to expand its cur
rent facilities. New EPD standards
and regulations promise a much cost
lier landfill operation beginning in

“I don't like taxes any better than
anybody else. But the longer we wait
the deeper the hole is being dug.’
That’s the way I feel about it,” said
Major.
However, Comissioner Michael
Bennett had some reservations.
“I don’t know if’92 is the year to dor
it,’ he said.
There is hope the economy will
pick up and people will be better able
to pay taxes after 1992, he explained.
He suggested capital improve
ments be paid for by a special pur
pose sales tax - which the voters;
would have to approve. However, this
tax could not go into affect for a num
ber of years because a tax is now be
ing levied with the voters’ approval"
for the county water system.
In addition to facing possibly critic
cal capital improvements the county,
must make for $150,000 lost in state
funding to the county because of the
state cutbacks. Among other things,
the state is cutting its sls per day per
prisoner in the jail, reimbursement
for officers' training, and state rural
roads grants.
The budget cannot be finalized un
til mid-November when the 1991 di
gest is completed.
