will plead not guilty when and if h(

According to the incident repon
filed with the sheriffs department or
Aug. 23, Hornsby is never specifically
named. It states that an unidentifiec
man, armed with a gun, allegedly en
tered the home around 3 a.m. by re
moving a piece of glass from the bad
door.

may rescue the water testing pro
gram.
Meetings have been held with rep
resentatives from the counties which
border Lanier’s shorelines, including
Forsyth, Dawson, Lumpkin and Hall
to ask for financial support. He said
officials seemed to be receptive to the
idea of each contributing a portion of
the $17,800 needed to keep water test
ing alive through 1992.
Each county surrounding the lake
or withdrawing water from the Lanier
Watershed will be asked to partici
pate in a funding program devised
from a formula based on population.
“I feel very confident that we’ll be
able to raise the money," Dayton said.

Matthews would not discuss a possi
ble motive. He did state, however, that
information from the victim and other
evidence surrounding the case led to
Hornsby’s apprehension.
Sheriff Wesley Walraven said
Hornsby was arrested after “a family
incident sometime later, when state
ments were made by the defendent
which enabled officers to build infor
mation” in the case.
Hornsby was arrested in Forsyth
County on Oct 6 on charges stemming
from DeKalb County.
On Oct 7, the same day he was re
lased from jail, a warrant for his ar
rest in connection with the alleged
rape was issued. He was taken into
custody again the next day.
Jackson said because of his proba
tion violation charge Hornsby will not
be eligible for bond.
No one else has been arrested in
connection with the case, Matthews
stated.

GMRDC, was created in 1985. It con
sists of a group of elected officials
from Northeast Georgia who focus on
water quality and ensure a fair alloca
tion of the lakewater.
In 1987, water testing began at 11
stations dispersed throughout the
lake. Before then, only one station,
located at the bridge connecting Cum
ming to Gainesville, conducted
testing.

“It is just a way of taking your land
from you,” said Bennett.
As farmers’ taxes go up they are
forced to sell land and the speculators
have their hands out to receive it, he
said.
Current laws, and especially the
new Amendment 3 which will swing
into effect in 1992, do allow the asses
sors to set farmland at a fair market
value.
Unless the situation changes, “I am
going to sell, I am going to have to,”
said Bennett
Now Bennett pays 15 to 20 percent
of his farm’s gross income in taxes, he
said.

In Franklin County, where there
are true farm to farm sales, Bennett
said the base value of an acre of farm
land is S7OO to SI,OOO.
Where Bennett’s land is located in
the Ducktown and Midway communi
ties, the base values are $5,000 to
$6,000.
The taxes are driving farmers, espe
cially poultry farmers further north,
which is hurting Forsyth County’s
economy, but boosting the economy of
Pickens, Gilmer and other counties to
the north, said Bennett
“I believe in the agricultural com
munity and I believe it is an asset to
our community,” he said.
Those who currently have cases
pending as of Friday were: John Dur

and Herman Adams.
There are not more cases in the
courts because the people either do
not know the process or the process

personnel policy which states that
when an official engages in action
that is unbecoming of an officer, he or
she must be dismissed.
Perry is the half-brother of Dawson
County Sheriff Randy Chester.

recommended that updates of conse
quences to potential material errors
in the financial statement be given to
the Grand Jury until such qualifica
tions are eliminated.

found that the ability of the State of
Georgia to perform timely audits is in
question at this time. We also re
ceived estimates that an independent
audit for a school system of this size
would cost approximately $15,000
annually.
The jury recommended:
The Forsyth County Board of Edu
cation, in order to assure a timely au
dit that includes interim audit testing
along with a timely management re
port, contract with an independent
CPA firm to conduct a financial audit.
We also recommend that the firm be
approved by the State of Georgia and

FCHS Newspaper Staff
collects red bottle caps
The Forsyth Central newpaper
staff is collecting red caps from 2-liter
bottles of Coke, Diet Coke, and all
Caffeine-Free Coke products to raise
money to support the newspaper for
the 1991-92 school year. Coca Cola
Bottling Company will pay five cents
for each cap received. Please save
your caps and turn them in at the high
school during regular school hours.
Prizes will be given to students who
turn in at least 100 caps as well as to
the student who turns in the most
caps. The staff will be collecting caps
through July 31. For further informa
