How does your garden grow? Careful planning
A successful garden does not just
happea It’s the result of careful plan
ning before you ever turn the first
spade of soil And it means following
good production throughout the gar
dening season.
First, decide where to put the gar
den and what size it will be. This will
depend on the available land area,
how much time you have to spend in
the garden, and the kinds and
amounts of vegetables required to
supply your family’s needs. A well
drained area in full sunlight is best A
good loam soil is preferred for gar
dening. If your soil is not the “perfect”
garden soil, don’tgive up. With proper
management and planning, you can
still have a rewarding garden. It is

ASC Committee announces Jan. 13,
1992 through Jan. 31, 1992 as the
initial sign-up period for accepting
ACP/LTAapplications for the long
term agreement cost-sharing phase
of the Agricultural Conservation
Program (ACP). Cost-sharing assis
tance up to 75 percent of the total
cost, not to exceed $175,000 is of
fered for conservation practices to
be carried out over a period from 3
to 5 years. The producer agrees to
carry out all the conservation mea
sures needed on the acreage cov
ered by the agreement Applicants
must have legal control of the land
under the long term agreement for
the length of the contract All prac
tices under regular ACP are eligi
ble, including the construction of
stack houses. To be eligible for
stack houses, the poultry operation
must have been in operation for at
least 5 years. Anyone interested in
signing up for ACP/LTA assistance
must do so during this sign-up
period.

The award will be made to the low,
responsive, responsible bidders on an
evaluated bid basis. After bids are
opened, they shall be evaluated in ac
cordance with the methods and crite
ria set forth in the bidding documents.
Forsyth County reserves the right to
reject all bids. The Award of the bid is
predicated upon the receipt by the
County of all easements and other in
terests in land as required by the
plans to carry out the work to the satis
faction of the County Attorney.

A Crop Disaster Program sign-up
is announced for Feb. 3 through
March 13 for producers to turn in
applications for disaster assistance
on 1990 or 1991 crops. “President
Bush has signed into law a measure
providing $995 million for pay
ments to producers who had crop
losses due to natural disasters in
either 1990 or 1991. ” Producers can
file assistance for the following
crops: wheat, feed grains, upland
cotton, sugar beets, soybeans, mi
nor oilseeds, and all commercially
grown crops not previously men

after the above specified time for the
opening of bids. Bids submitted after
the designated hour will be deemed
invalid and returned unopened to the
bidder.
The successful bidder of bidders for
these contracts will be required to
furnish a satisfactory Performance
Bond and Labor and Material Pay
ment Bond in the full amount (100%)
of the bid or proposal for each con

The Forsyth County Board of Com
missioners will be accepting Sealed
Bids for the purchase and delivery to
the Forsyth County Director of Public
Buildings of one Garden Tractor with
mowing attachment. Complete speci
fications will be made available at the
office of the Forsyth County Public
Buildings Director, 101 East Main
Street, Cumming, Georgia 30130. All
sealed bids must be returned to the
same office no later than 9:30 AM.,
Friday, January 31,1992. Bids will be
opened and publicly read aloud at
10:00 AM. Friday, January 31,1992, in

Program (ACP) sign-up for wheat
corn, grain, sorghum, barley and
oats will be Feb. 10 through Apr. 17,
1992. We encourage every produc
er with any type of crop acreage
bases to come by and sign up to
participate in these programs. The
0/92 program allows any producer
to sign-up in the program even if
they are not going to plant any com
modity on their land, provided that
the land has a crop acreage base on
it The payment received on this
land is a guaranteed payment. Set
aside requirements this year in the
ARP remains at 5 percent for
wheat, corn, grain sorghum and
barley. No set-aside is required for
oats.
All producers who received pay
ments from ASCS should be receiv
ing form CCC-1099-G to file with
their income tax. If you do not re
ceive this report of your producer
payments by the end of February

Tax relief
plan available
ATLANTA - Legislation passed
during the 1991 General Assembly
makes it possible for low-and moder
ate-income families to become eligi
ble for a state earned income tax cred
it beginning with Jan. 1 of this year.
The S3O million tax relief plan was
sponsored by State Rep. Michael
Thurmond and endorsed by Governor
Zell Miller, House Speaker Tom Mur
phy and Lieutenant Governor Pierre
Howard. It provides an opportunity
for Georgia’s poorest citizens to ease
the impact of the state’s sales tax.
The legislation provides tax credits
to Georgians earning less than
$20,000, with the largest amount of re
liefgoing to lower-income wage earn
ers with families. Taxpayers who earn
less than $6,000 will be able to claim
the largest credit of $26 per depen
dent in each household. Those with
higher incomes will receive progres
sively lower credits.
The legislation also allows a re
fundable credit provision which al
lows low-income workers who pay So
cial Security and payroll taxes but
who owe little or no income tax to
benefit. If the credit exceeds the
amount owed, the money will be paid
to the individual.
Georgia’s earned income credit
plan is the sixth to be enacted in the
country. It is the third state to adopt a
refundable credit provision.

Apple, cherry trees
bear after 3 or 4 years
Q.: I planted an apple tree and cher
ry tree two years ago, but so far they
have not blossomed. When will they
bear fruit?

A.: Apple and cherry trees usually
don’t bear their first fruit until they’ve
been well established in the ground
for about three or four years. If your
soil is well prepared and you’re care
ful not to overprune them possibly
this year they will blossom and bear
fruit For more information, stop in at

Q.: My centipede lawn has all
turned brown. When should I cut it
back?
J.M., Cumming
A.: Any kind of a warm season grass
(which centipede is) should be cut
short in the spring just before the
grass starts to green up. Be sure and
catch the brown grass while you cut
the first and thereafter you need not
use the catcher.
Q.: Do you have any suggestions as
to what to plant on a slope alongside
our home. It gets full sun all day.

shoes or boots, waterproof and pro
tect them against stains before they
happen.
Waterproofing treatments can
greatly lengthen the life of shoes and
keep them looking better for a longer
period of time.
A silicone sealer is excellent pro
tection. It can be purchased in liquid
or spray foam at shoe repair shops
and some retail stores that sell shoes.
Before applying, carefully read the
label. Never put anything on your
shoes or purse unless the label says it
can be used for that purpose. Three

to brown and die. I can’t see any in
sects. What else could cause this
decline?

A.: White pines are out of their nat
ural range in the Atlanta area and are
not too well adapted to our soils and
climate. They may do well until
stressed by adverse conditions, then
rapidly decline due to poor root
growth.
