Residents on private water system
scared they will be without water
By Thomas W. Krause
Staff Writer
The Windsor Woods subdivision
in northeast Forsyth County on
Lake Lanier may be without water
service for two months.
After learning the County
expects to take over water service
in the area, the local water suppli
er sent a letter to area customers
informing them their water will be
shut-off Nov. 30. County lines are
not expected to be active until
January.
“That’s not what the law says
you can do,” said Edward Urheim
, program manager of the
Drinking Water Protection
Program for the Georgia Natural
Resources Department.
A letter was sent by Urheim to
Lanier Water Company President
John Pittard after Pittard informed
the residents their water would be
turned off.
“You must insure that satisfacto
ry water service is maintained to
the Windsor Woods Water System
pending final takeover of the ser
vice of all customers by the
Forsyth County Water
Department,” the letter said.
The letter was sent Nov. 22, no
response was received from

Many residents of Windsor
Woods have attempted to reach
Pittard by phone but were unsuc
cessful. Messages were left with
voice mail but no calls were
returned, said James Vincent, trea
surer for the Windsor Woods
Homeowner’s Association. The
answering service has since been
disconnected.
Pittard sent a letter to residents,
postmarked Oct. 4, requesting
them to choose his water service
over the soon to be available
County service. When most resi
dents chose County service,
Pittard sent another letter, post
marked Nov. 22, informing them
their service would be discontin
ued Nov. 30.
“The Forsyth County
Commissioners and Water
Department have accomplished
what they wanted to do: put us out
of business after 35 years and
wreck us financially,” the letter
began.
Pittard’s letter said he had subsi
dized the system personally “for a
long time some years ago” but he
cannot now.
“I regret this will be an inconve
nience and unnecessary expense to
some of you but we have no other
allegedly not seen or heard from
them since.
A resident of Shady Grove Road,

An employee of the Forsyth
Adaptive Group Home reported

choice,” the letter said.
Residents said they cannot
understand why he expects to dis
connect the water system prema
turely.
“There are so many kids that are
going to be affected by this if it
gets turned off. I don’t see how he
can consciously do it,” said Kathy
Stewart, president of the Windsor
Woods Homeowner’s Association.
If the water is shut-off, many res
idents are concerned court litiga
tion and red-tape will prevent the
Drinking Water Compliance
Program from getting service
turned back on any time soon.
“By that time, the County water
will be in and we will have gone
two months without water,” said
Vincent.
Urheim reluctantly agreed to that
possibility.
“We do have a certain protocol
that we have to follow and yes, it
does take some time,” he said.
As for now, Urheim said, Prittard
has done nothing except write a
letter. He said he hopes the water
system will remain in service until
the County water lines are opera
tional. In the event water is cut
off, enforcement actions will be
taken. Those enforcement actions
cannot be discussed until they are
called and said “you have a bomb
threat.” No explosives were found
by the Sheriff’s Department.
