“We will have to seriously consid
er addressing the millage rate if
the SPLOST referendum fails in
March,” said Commissioner Andy
Anderson.
The millage rate for unincorpo
rated Fbrsyth County is 21.7 while
the unincorporated rate is 22.3.
The referendum will pass if 50
percent plus one person at the
polls March 17 vote in favor of it,
said Sylvia Sewell, administrative
technician in the county registrar’s
office.
County sales tax will not
increase if the referendum passes
since voters supported a previous
Special Purpose Local Option
Sales Tax for numerous county
and city projects that are complet
ed or under way. The tax will be
extended for an additional five
year time period to finance the
specified projects put forth in the
referendum.
In the previous March 1996
referendum, $lO million of the
county’s anticipated sl7 million
SPLOST funds was earmarked for
a four-year road improvement
plan.
The city allocated $3 million
for revitalization of the downtown
square.

Kathryn Arnold
Kathryn Arnold, 72, of
Cumming, died Feb. 1, 1998.
A native of Forsyth County,
Mrs. Arnold has taught school for
30 years in Forsyth, Dawson and
Bibb counties. She was preceded
in death in death by her son,
Charles Don Arnold 11, and her
husband, Charles Don Arnold.
Surviving are her brothers and
sisters-in-law, Joe Abbott of
Dawsonville, John and Betty
Abbott of Cumming, and Betty
Wilson Abbott of Cumming;
nieces; nephews; and other rela
tives.
Services were to be held
Tuesday, Feb. 3, at 2 p.m. from
Ingram Funeral Home Chapel
with the Rev. Tommy Lamb and
Dr. Jimmy Orr officiating.
Interment was to be in the
Concord Baptist Church
Cemetery.
Ingram Funeral Home was in
charge of the service.

Jerry Chadwick
Jerry Chadwick, 43, of
Dawsonville, died suddenly on
Sunday, Feb. 1,1998.
Survivors include his wife,
Rose Sweatman Chadwick of
Dawsonville; children, Kimberly

Adam Chadwick of Cumming and
David, Steven and Jason Perego of
Dawsonville; brothers and sisters
in-law, William and Frances

Wednesday, Feb. 4, at 2 p.m.

Amzel Tatum
Miss Amzell Tatum, 83, of
Cumming, died Jan. 30,1998.
A native of Forsyth County,
Miss Tatum was preceded in death
by her parents, Charlie and Louia
Pilcher Tatum. She was a long
time member of Friendship
Baptist Church.

been added to alleviate waiting at
the polls.
These are Daves Creek at
Daves Creek Elementary School,
Old Atlanta Club at Old Atlanta
Club and Pleasant Lake at
Pleasant Grove United Methodist
Church.
Voters should have been noti
fied by the Secretary of State’s
office if their precinct changed.
Only 16 percent of registered
voters went to the polls in 1997 to
vote on the school 1 percent spe
cial sales tax referendum which
passed.
The projected S9O million rev
enue collected during the next five
years will help build more county
schools.
More than 400 county resi
dents registered to vote in January,
said Sewell. This is not unusual,
she said. “We usually have
between 300-500 people register
every month.
Voters who have questions
about their voting precinct should
call the Forsyth County Voter
Registrar’s Office at (770) 781 -
2118.
Street numbers should be light reflective
and at least two inches in height.
For homes with a shared driveway, make
sure each residence has the number by the
street and on a visible place such as a carport.
Businesses should also have numbers clear
ly marked on the building and on the street if
possible.
The problem is worse in rural parts of the
county, said Butler, but all homeowners need to
make sure rescue workers can find them.
He recommends driving through a busy city

Jack Cochran
V.E. “Jack” Cochran, 82, of
Alpharetta, died Jan. 30, 1998.
He was preceded in death by a
daughter, Carolyn Patricia
Cochran Ray.
Survivors are his wife, Barbara
Lynette Cochran of Alpharetta;
daughters, Jacqueline Juanita
Cochran Binette of Marietta and
Peggy Joyce Cochran Holtzclaw
of Cumming; seven grandchil
dren; and 17 great-grandchildren.
Graveside services were held
Monday, Feb. 2, at 2 p.m. at

Cumming police incident reports

Cumming Police arrested a 28-
year-old Denson Drive resident
after a 911 hang-up Jan. 25.
According to the incident
report, the man and his girlfriend
were involved in a fight when the
call was made.
The suspect had tom the phone
wires from the residence,
destroyed a cordless telephone,
threw a wine cooler across the
room and pushed his girlfriend
into a television set.
The fight started when the girl
friend began pouring out the wine
coolers, which were in the refrig
erator.
She told police the landlord
has a policy against alcohol on the
premises.
The man was charged with dis
orderly conduct.
Other incidents reported to the
Police Department include:
• Someone threw a rock
through a construction trailer win

School between Jan. 27-28.
Officers do not believe the trailer

• A 35-year-old Gainesville

Tom Lathem
Tom H. Lathem, 59, of
Cumming, died Wednesday, Jan.
28, 1998, following an extended
illness with cancer. A native of
Cherokee County, he was a mem
ber of Friendship Baptist Church.

• Someone wrote a check to
Market Place Wal-Mart on Dec. 5
which had been reported stolen.
The check was for $136.72.
• A 32-year-old Florida woman
was arrested Jan. 24 on a
Gwinnett County warrant. Patricia
Parker Daniel was stopped by
Cumming Police officers because
of a broken rear vent window -a
common sign of stolen vehicles.
During a license check, it was dis
covered Daniel was wanted for a
probation violation. Her 2-year
old child was turned over to the
father.
• A 22-year-old Cumming
woman was arrested Jan. 29 for
shoplifting from the Market Place
Wal-Mart. According to the
report, a loss prevention officer
saw the woman place several
items in a diaper bag she brought
to the store.
• Seven people were charged
with driving under the influence,
driving without a seat belt and
other traffic charges.

Exposure on Ga. 400 reported

A woman driving on Ga. 400
last week received a shock when
she noticed another driver expos

According to the Sheriff’s
Office report, the woman was
heading north when she started to

Chevrolet pickup truck.
The driver, a white male, was
trying to get her attention.
When the woman looked over,
the man had his penis exposed and

was found Feb. 1 on Old Atlanta
Road. The ignition had been
removed and wires were used to
start the vehicle. Two white males
were scene running from the car.
The owner did not know the vehi
cle had been stolen until deputies
contacted him, states the report.
