Gladys Zelma McCoy Burris,
; 96, of Cumming, died Monday,
Feb. 2, 1998. She was born in
; Custer County, Oklahoma on
March 3, 1901, the daughter of
William Cook McCoy and Emma
Bell Drennen McCoy. She was
I preceded in death by her husband,
1 Ted Burris. A lifelong artist, she
taught many fourth graders art,
English and more in Dekalb
County from 1953 to 1972.
Survivors include her daughter,
granddaughter and many lifelong
friends.
Graveside services were held
Wednesday, Feb. 4, at Arlington
Cemetery in Sandy Springs.

Avis Honea
Avis Reynolds Crow Honea,
84, of Charlotte, N.C., died
TUesday, Feb. 3, 1998 at Charlotte
Hospital. A native of Forsyth
County, she was retired from
Potter-Brumfield and was a mem
ber of Pleasant Grove Baptist
Church. She was preceded in
death by her parents, Perry and
Toma Reynolds, and her hus
bands, J.M. Crow and Howard
Honea.
Survivors include her daughter
and son-in-law, Doris and Don
Burch of Charlotte, N.C.; son and
daughter-in-law, Emmett and
Tammy Crow of Madison; sisters,
Addie Bennett of Jackson County,
and Faustine Davis and Blondine
Reynolds, both of Forsyth
County; seven grandchildren; 12
great-grandchildren; and two
great-great-grandchildren.
Funeral services were held
Thursday, Feb. 5, at Pleasant
Grove Baptist Church, with the
Rev. Ruel Martin officiating.

Ralph Howington
Ralph Clay Howington, 73, of
Brooks, formerly of Cumming,
died Tuesday, Feb. 3, 1998. A
native of Commerce, he was a
retired superintendent for a com
mercial builder. He was preceded
in death by his granddaughter,
Freda Renee Hopkins.
Survivors include his wife,
Allen Howington of Brooks; sons,
Ronnie Howington and Mark

Lawrenceville; daughters, Brenda

Ventea Perkins Martin
Ventea Perkins Martin, 79, of
the Macedonia Community in
Canton, died Wednesday, Feb. 4,
1998, at her home. She was a
homemaker and a member of the
Macedonia Baptist Church.
She is survived by her sons,
Donald Martin of Canton and
Tommy Martin of Redfield, Ark.;
daughter, Bonita Jones of Canton;
brothers, George Perkins of
Canton, Bobby Perkins of
Cumming and Cliff Perkins of
Williamston, S.C.; sister, Wynelle
Sams of Canton; six grandchil
dren; and two great-grandchildren.
Funeral services will be held
Friday, Feb. 6, at 3 p.m., at
Macedonia Baptist Church with
the Revs. Vemie Worley, Bobby
Padgett and Dudley Edwards offi

Rufus K. Smith
Rufus K. Smith, 86, of
Cumming, died Sunday, Feb. 1,
1998 at Northside Hospital fol
lowing an extended illness.
A native of Hall County, he
was a retired real estate broker.
He was a member of Deer Creek
Shores Presbyterian Church. He
attended Georgia Tech under the
co-op program and was one of the
youngest top graduates. He was
very active in the Gainesville
Lions Club and Elks Club. He
served as an officer in the real
estate association.
Survivors include his wife,
Jenness Smith of Cumming; chil
dren, Rufus K. Smith Jr. of
Richmond, Va. and Sandra Smith
Allen of Marietta; brother,
Garland Smith of Seneca, S.C.;
sister, Amy Smith of Gainesville;
seven grandchildren; three great
grandchildren; step-children,
Lana Currie of Cumming and
George Marchbanks of
Dawsonville; five step-grandchil
dren; and one step-great-grand
child.
Graveside services were held
Wednesday, Feb. 4, at Alta Vista
Cemetery, with the Rev. Scudder
Edwards officiating.
In lieu of flowers, the family
requests that donations be made
to the American Cancer Society.

The 166-acre landfill site lies
within a 640-acre tract bordering
the Etowah, off Old Federal Road
in the northwestern comer of the
county, near the Cherokee County
and Dawson County lines.
Forsyth County has fought the
project in several legal battles
since the early 19905. After the
county lost to FSL before the
Georgia Supreme Court, and later
lost again in Forsyth County
Superior Court, the Board of
Commissioners voted in a split
vote last summer to end its latest
round of fighting.
Now that the Corps’ official
public commenting period has
ended, as of Jan. 19, the agency
has forwarded the comments and
concerns it received to FSL man
agement for response.
The company will have 30
days to respond or ask for an
extension. Once FSL has
answered the concerns, the Corps
will begin its own environmental
assessment and public interest
review.
Primarily, the Corps’ review
will focus on the project’s impact
to wetlands, but the Corps will
also study a myriad of other fac
tors. “There’s an entire matrix of
issues we have to look at - envi
ronmental, sociological, cultural
and economic,” said the Corps’
Savannah District spokesman Jim
Parker.
Forsyth County went on record
to the Corps with its concerns and
requested a public hearing, as did
Cherokee County, where officials
are concerned that a leakage of
leachate - the sludge of chemicals
and decomposed garbage which
collects at the bottom of landfills -
might contaminate the Etowah.
The river flows from the site
into Cherokee County, which
draws all of its drinking water
from intakes downstream.

ronmental impact statement study”
of the site as well as the “down
stream drainage basin area.”
Parker says the Corps usually
doesn’t require applicants to com
plete an impact statement and does
so only under “specific criteria,”
when the Corps is “not able to
make a finding of no significant
impact.”
If the Corps cannot determine
the project will have “no signifi
cant impact,” the national environ
mental policy act requires an
impact statement to be completed.
In completing its review of the
project, the Corps will also deter
mine whether FSL made a thor
ough search for an alternative site
which might have posed less risk
to the environment.
At least one individual has
questioned the adequacy of FSL’s
alternative site analysis, as FSL’s
report cited only three other poten
tial sites, all in Forsyth County.
According to the company docu
ment, FSL did not consider possi
ble sites in any of the other coun
ties from which FSL proposes to
receive solid waste - Cobb,
Fulton, Hall, Cherokee, Dawson
and Pickens counties.
FSL management has said
Forsyth’s access to Ga. 400 and
less expensive land were the rea
sons for that factor.
Other applications to the Corps .

plete analysis.
