to discuss moratorium

A possible moratorium on planned
unit development rezonings will be
discussed Tuesday by the planning
commission and the Board of
Commissioners.
The planned unit development
(PUD) concept promotes creative
land use while planning out com
munity projects on large land tracts,
according to Ordinance #3O, the
comprehensive zoning and land use
resolution.
Within such developments, a vari
ety of zoning categories can make
up smaller parcels which, when
viewed together, make up a well
planned community instead of a
jumble of separate projects.
At this time, PUDs must be a min
imum of 20 acres.
Several commissioners and plan
ning commissioner have expressed
a desire to increase the requirement.
Landfill may get Goodwill drop-off box

Old clothes hanging in the closet
can make their way onto someone
else’s back or add to the waste fill
ing up landfills.
The Board of Commissioners
and Nancy Smallwood, county
resources coordinator, are working
on making it easier for residents to
recycle these items.
At Monday’s commission meet
ing, Smallwood requested place
ment of a Goodwill collection
trailer at the Tolbert Street
Recycling Center. A representative
from Goodwill attended the meet
ing.
Chairman Bill Jenkins said he
wanted to keep such usable arti
cles in the county.
Based on a 1993 solid waste sur
vey textiles such as clothing, rugs
and furniture made up 4 percent of

Meeting infrastructure needs for
water, sewerage and road projects is
also a concern when permitting
these type applications.
Two PUDs approved by the coun
ty commission in December will
provide amenities for public use.
Up to four acres of the 481-acre
Fox Creek Properties Inc., subdivi
sion on Settingdown Road will be
donated to the county for a Sheriff’s
Office precinct, a fire station and a
library.
This golf course community will
have its own sewerage system, a
minimum lot size of 7,800 square
feet with an overall yield of one unit
per acre and 35 additional acres for
a commercial center.
Atlantic Gulf Communities has
agreed to donate 88 acres for a pub
lic park near the Daves Creek
Community off Hwy. 20 along with
$25,000 for recreation improve
ments.

“We’re trying to reduce the
amount that goes into the dump
ster,” said Smallwood. Books, fur
niture and other reusable items are
often dumped in the garbage
instead of going into a recycling
bin.
Since the landfill is now only
accepting bagged refuse, taxpay
ers will have to pay the additional
cost of shipping items out of the
county.
Although the landfill is closed,
as much as 50-70 tons of garbage
is still dropped off every day.
The landfill could begin accept
ing old mattresses, couches and
other large items as early as
March, said Smallwood.

Housing options in the 1,000-acre
PUD will range from single-family
homes, townhouses and attached
villas to patio and cluster homes.
The 175-acre recreation center will
include a clubhouse, swimming
pool, 10 tennis courts, picnic areas,
playgrounds, lakes and walking
trails.
All roads, open space and recre
ational facilities will be owned and
maintained by the homeowners
association.
The two commissions will also
discuss rules and procedures for
public hearings.
The meeting will be held Tuesday
at 6:30 p.m. on the first floor of the
administration building in the plan
ning department’s conference room.
Fred Bureau, a member of the
Place board of directors, said the
thrift store brings in money to sup
port all the services the organiza
tion provides such as aid for med
ical and fuel expenses, groceries
and other urgent situations. They
also provide children’s activities
and services for the elderly.
“The Place supplies necessary
social programs at no cost to the
citizens,” said director Dolores
Mitchell.
Residents who want to donate
items can still drop them off now
at The Place, Family Haven or
American Family Foundation bins
throughout the county.
With a phone call, you can have
the American Kidney Foundation,
the Veteran’s Foundation, the
Salvation Army, Signs and
Windows Ministry, God’s
Storehouse or Goodwill Industries
come and pick up items.
