USDA continues to serve rural
Georgia by providing federal
dollars to very low, low and
moderate income families for the
purpose of obtaining a home.
This is accomplished through
Rural Development’s direct loan
program as well as through part
nering with local lenders in the
leveraged and guaranteed loan
programs. “USDA believes it
can serve more rural homeown
ers with scarce federal dollars by
working in partnership with the
private sector,” said Laura
Meadows, state director, Rural
Development. “Together, we are
expanding affordable homeown
ership opportunities for low to
moderate income rural families
while bringing new private sec
tor dollars into our rural commu
nities.” These types of loans are
available in the rural areas of
Forsyth County.

Seidel of Atlanta; sisters-in-law
and brothers-in-law, Dola Mae
and Len Campbell, Marie Shelton,
Inez Jones and Fay Appling, all of
Cumming.
Funeral services were held
June 6, 1998 at 3 p.m. at Ingram
Funeral Home Chapel in
Cumming. Dr. John L. Cromartie
officiated.
Interment was held at Sawnee

Federal Home Loan Bank
of Atlanta announces 1998
affordable housing program
Thanks to the Federal Home
Loan Bank of Atlanta (FHLBA)
approximately 16,000 units of
affordable housing have been
added across the southeast since
1990. Now communities have the
opportunity to participate in the
Affordable Housing Program
(AHP) with the first offering for
1998 making more than $8 million
available to build housing for work
ing families seeking homes within
their means.
The program is funded with a por
tion of the bank’s previous year’s
net earnings, and applications are
made to the FHLBA member
financial institutions, which submit
the projects to the FHLBA for
review. With 1997 yielding a nearly
17 percent increase over the previ
ous year, AHP can have a greater
impact in 1998.
First round applications spon
sored by member institutions for
the offerings must be received in
the FHLBA’s Community
Investment Services department by
the close of business on June 15,
1998. Final decisions will be
announced approximately 60 days
later. To receive an application, call

“We commend that project spon
sors present their plans to our
member financial institutions well
in advance of the application due
date to allow adequate time for
proper review,” said Paul Hill,
CEO and president of the FHLBA.
“This is one of the largest AHP
funds pool offered to date and
we’re encouraged by the level of
interest already generated.”
Changes in the 1998 AHP
include electronic application sub
mission, standard retention periods,
requirements for a signed agree
ment, and added emphasis on dis
trict priorities. New regulations
have given greater emphasis to dis
trict priorities selected by the
Bank’s Advisory Council. Atlanta
District priorities for this year are
Rural Housing, Economic
Diversity, Urban In-fill or Urban
Rehabilitation and Owner-
Occupied Rehabilitation.
Each FHLB funds its AHP with a
portion of the previous year’s net
earnings. Since 1990, the FHLB of
Atlanta has provided SBO million in
affordable housing funds in south
eastern states generating more than
$1 billion in local community
development
