Q&A

Q: Law & Order is one of the best
shows on TV, but I have to say that
Chris Noth’s character of Mike
Logan is sadly missed. Any hope
that we may get him back on a regu
lar basis? -N. Fitzsimmons, no
address.
A: No, especially not while Dick
Wolf is executive producer of L&O.
Both men have healthy egos, and
Noth still is rankled at the way Wolf
handled his departure from the
show.
For the record. Noth says he was
ready to leave - he was tired of the
series grind - but had hoped to make
EDUCADONTODAy
When does affirmative action
become exclusionary action?
According to recent lawsuits heard or
scheduled to be heard in court, it
happens far too often.
For example, when a white child
in Arlington, Va., was kept out of
kindergarten at an alternative school,
her parents and the parents of two
other youngsters, sued the district to
overturn the admission system that
had set aside half of the 46 places for
minorities.
In Boston, a white student was
kept out of the highly competitive
Boston Latin School, while minority
students with far lower test grades
were admitted. Her parents sued and
won a ruling which not only gave
their daughter a place in the school, it
also struck down the racial prefer
ences practice.
In another example, parents sued
when their children were not permit
ted to transfer to another school
because their departure would
change the school's racial balance.
There seems to be a growing
awareness that in trying to be fair to
all, the school systems are becoming
unfair instead. It’s unfair to block

gifted students who work for high
grades to enter schools because of
their racial or ethnic background
while allowing youngsters from
minority groups access even if their
grades were lower. In schools where
academic excellence has always been
the entry determinant, it’s also not
fair to those students who score
lower on the admittance exams, but
are admitted on the basis of being the
“right” race. Rather than award
effort, this reinforces a sense of
being second best
In other news, I’m pleased to
report that there’s unlikely to be
much partisan bickering over educa
tional programs in the upcoming fed
eral budget. Early reports indicate
that the Administration’s plan to put
$5 billion into a school building pro
gram, for example, would probably
be adopted by Congress with a mini
mum of cuts. One thing in the pro
gram’s favor is that many districts
represented on both sides of the aisle
would benefit under this proposal in
terms of providing construction
work, which translates into taxes for
their coffers.
