The sheriff placed most of the
blame on the shoulders of Latonis,
noting the deputy could have asked

Seay got his first court appearance.

training and experience. Latonis
has been certified as a law enforce
ment officer for nine years.
“It is as useless a piece of paper
to arrest someone on as you could
pull out of a notepad,” said
Hendrix. “A rookie reading that
stay would not have made an arrest
on that piece of paper.”
Latonis’ attorney, Robert
Shaker, told the Civil Service
Board his client had been singled
out for punishment in the incident
and that there was never an ade
quate investigation of the role of
others.
The firing of Latonis, who is
Hispanic, came about six weeks
after he had filed a complaint with
the EEOC complaining of a hostile
work environment at the Sheriff’s
Office.
Hendrix confirmed the botched
arrest also factored into his deci
sion to force the resignation two
months later of Maj. Mark
Thomas, who had served as jail
administrator since May of 1997.
Thomas failed to run the facility
properly despite numerous talks
regarding court appearances,
Hendrix said.
The law guarantees inmates a
committal hearing, basically a for
mal explanation of charges, within
72 hours of an arrest. Magistrate
judges visit the facility three times
a week for such hearings.
Hendrix said he has since
added a sergeant to oversee the
warrant division and placed Sgt.
Tom Wilson in charge of the jail to
prevent future mistakes.

Barron has installed more
than 130 new desktop computers
that are Y2K safe. The county
plans on installing about 50
more before the first of the year.
Once all of the safe systems
are online, the county will run
tests to ensure that no problems
will be encountered next year.
The Y2K problem stems
from the fact that, until just a
few years ago, computers were
programmed to recognize years
by the final two digits, instead
of the full four digits. Thus,
when the century ends, non
compliant computers will read
the year as “00” instead of 2000.
Many computer experts fear
that this could cause systems to
crash when the new year rolls
over. There is a difference of
opinion as to what this will
cause, ranging from just some
minor inconveniences to major
computer network collapse.
