' a vote. After the legislation moved
to the House, Evans suggested the
bill would be tabled until next
year because the session was near
ing gelose.
' , however, Russ Woodyard,
Heidi’s father, drove from his
Tennessee home to Atlanta to per
suade representatives otherwise.
'Ji' And those who have lobbied
for the bill’s passage agree that
'Woodyard and Heidi’s husband,
Marcus Flye, were instrumental in
moving the legislation*through the
General Assembly this year. .
x ' "I guess God was smiling on
us. it was definitely an uphill bat
tle,” Abernathy said Wednesday.
"It takes a tragedy to focus upon
the need. And it takes a tragedy
like this and folks who don’t mind
having the spotlight shone on
them to get it passed. It makes it
real and hit home.”

According to the bill, more
than 600 Georgians die each year
at the hands of a drunk driver
one-third of all traffic fatalities.
“Heidi’s Law” at a glance:
• Requires a certified ignition
interlocking device be installed in
the vehicles of repeat DUI offend
ers for a period of not less than
six months as a condition of pro
bation. As it relates to the devices,
a plea of “no contest” will consti
tute as a conviction.
• Allows a judge to consider
extenuating circumstances in set
ting bail instead of being confined
to a prescribed list of bonds.
• Requires the names and pic
tures of repeat DUI offenders be
published in the local newspaper.
State law had required the notices
be published after a third convic
tion.
• Increases the minimum sen
tence for those convicted of first
degree vehicular homicide from
two to three years. It also increas
es penalties for habitual violators
committing the offense by raising
the minimum sentence from three
to five years and the maximum
sentence from 15 to 20 years.
should be dismissed,” he said.
“We contend that the merits of the
dispute are not before your
honor.”
However, Attorney Wyc Orr,
who represented Steffey, said the
first two grievance levels speci
fied by law were conducted in
front of school officials who were
not impartial. Also, he said wit
nesses were not allowed to be
called.
Orr said the cases cited by
Hartley supporting his brief were
decided before the Legislature set
up the three level non-judicial
process for school grievances in
1992.
The fact that Steffey was one
of the plaintiffs in the discrimina
tion lawsuit against the board was
offered by Orr as a reason Steffey
was originally disciplined.
“Prior to that time, she had a
good and harmonious relationship
with her principal,” he said.
In a rebuttal to Hartley’s state
ments, Orr said the school board’s
position was in direct conflict
with state law. “Not every certi
fied teacher has settled a Title VII
lawsuit,” he said.
